That is exactly why we are bringing forward the Renters (Reform) Bill. However, as we set out on Second Reading and in Committee, we will not be able to do that until the court system is able to cope with the increased number of cases. We heard evidence in Committee about the huge increase in cases that we will find. We are introducing these reforms in a phased way so that courts and the sector have time to adjust. [Interruption.] I would say to the hon. Gentleman, and to the right hon. Member for Ashton-under-Lyne (Angela Rayner), who is chuntering from a sedentary position, that it serves no one to leave tenants or landlords in limbo in a court system that is not functioning properly.

Chelmsford is a brilliant city and lots of people want to go there to live, but that does mean there is huge demand for properties, especially affordable properties, both to buy and to rent. At the moment, when we build new houses the local authority can put a quota of affordable homes on those new build properties, but they cannot do that when large office blocks are converted into flats. Will my hon. Friend arrange for me to meet the Housing Minister, so that I can discuss how to make progress with my private Member’s Bill on affordable housing in conversions of commercial to residential properties?

I completely agree with my hon. Friend. We have been honest about the fact that this is an innovative approach; as with all new approaches, there is, of course, uncertainty, but doing nothing is not an option when people are putting their lives at risk by crossing the channel in small boats. We need new innovative solutions and partnerships to put an end to this deadly trade and break the model of the people traffickers.

Will the Minister join me in welcoming the Government’s landmark Rwanda deal, which is already acting as a strong deterrent to those who might cross the channel dangerously? Zero boats have been detected over the last few days.

I thank my hon. Friend for his comments. I point out that our £120 million investment will help the Rwandans to surmount further barriers to growth and create jobs and opportunities, both for the people of Rwanda and for any asylum seekers who want to settle there.

What steps his Department is taking to support autistic or neurodiverse pupils.

Alongside the £8 billion high needs budget, we fund the Autism Education Trust, which develops autism awareness training for education staff. Over the past decade, over 300,000 staff have been trained. We have also worked with the Department of Health and Social Care to include children in the autism strategy, which will be published shortly.

The Mackenzie Thorpe Centre is a school in South Bank which provides autistic and neurodiverse young people from across Redcar and Cleveland with the support they need in their education. It is a great example how local authorities, working in partnership with specialist charities such as the North East Autism Society, can provide this type of enhanced support closer to home. Will the Minister come to Redcar and Cleveland to meet me and the North East Autism Society to see how it can expand its current support and replicate it elsewhere?
