On the grounds that Thurrock is somewhat more geographically deserving than Truro and Falmouth in respect of this question, I call Jackie Doyle-Price.

Plans to deliver 3,000 new homes in Purfleet in my constituency have ground to a halt following Highways England’s decision to reject any planning application for more than 250 houses due to pressure on the A13. I find it difficult to explain to my constituents why Highways England is putting a new motorway through Thurrock while preventing us from planning and delivering new homes. Will the Minister meet me to discuss the matter?

Decriminalisation of Abortion

We need to look at exactly what the Offences Against the Person Act says, which is not in the context of a medical procedure. That is why we have the Abortion Act, which provides for a specific exemption by treating abortion as a medical procedure. The Offences Against the Person Act is in effect about foeticide; the Abortion Act amends that to decriminalise women seeking an abortion. That is the difference. If we make it about the Offences Against the Person Act, we are missing the point about England and Wales.

Chris Stephens presented a Bill to make provision for asylum seekers to challenge the proportionality of a proposed eviction from accommodation before an independent court or tribunal; to establish asylum seeker accommodation eviction procedures for public authorities; and for connected purposes.

I thank the Committee for its report, which follows the health ombudsman’s report on the tragic death of Averil Hart. It is clear that we have made significant improvements in eating disorder provision since then, but there is still more to do. We have made considerable progress with regard to treating children, and that progress now needs to be translated to the care of adults with eating disorders. My hon. Friend is right that it is the mental health disorder that has the highest mortality rate. At any one time, 1% of the population will be suffering from an eating disorder, and we need to make this more of a priority to make sure that services are available.

The hon. Lady is entirely right. I am particularly concerned about the impact on young people going through a period of mental ill health who have neurodiverse conditions and other conditions. It is very important that we tackle the entirety of the individual’s need. Clearly, we need to do more to make sure that all children with whatever conditions can access help when they need it.

Under the NHS long-term plan, there will be a comprehensive expansion of mental health services, with at least an additional £2.3 billion in real terms by 2023-24. That builds on our ambitious targets for improving community and crisis care, with extra treatment for 370,000 adults per year, and for 345,000 children and young people by 2023.

Yes, but I think that the Minister is seeking to group this question with that of the hon. Member for Ochil and South Perthshire (Luke Graham). Am I right?

One of my constituents, Mark Verrion, is a patient of Kent and Medway NHS and Social Care Partnership Trust. He was first admitted on a temporary basis following an unfortunate but mild episode. He has now been institutionalised for 11 years, and he has been moved over 100 times during that period, often out of area. The trust has 289 out-of-area placements for adult mental health services, which is an increase of 100 over the past year, and the cost to local health budgets is obvious. Does my hon. Friend agree that my constituent and all the other out-of-area patients deserve local health provision to enable them to remain within the trust area?

I agree with the hon. Lady. It is unacceptable that seven CCGs offer no IVF treatment at all, which is establishing a postcode lottery. We keep reminding NHS England and CCGs of the NICE guidelines and we expect them to follow them.

The hon. Gentleman is quite right. Mental health is both a symptom and a cause of homelessness, and we will tackle that as part of our work on rough sleepers.

Does anyone else want to come in on this? Apparently not. I do not wish to proceed to the next question because of the unpredictability of the time that it will take. Colleagues will want to prepare themselves for the one-minute silence that we are about to observe. I think I can say with some confidence that everyone who is in the House today will wish to observe that one-minute silence. Perhaps they will think it appropriate to stand. That one-minute silence is going to start very soon. The next question is grouped, so it would be highly inconvenient to take it. Any moment now we shall observe the silence. [Interruption.] There is much merit in repetition in certain circumstances.

Order. We shall now observe silence for one minute to remember those who died or were affected by the attack outside Finsbury Park mosque, I remind colleagues, a year ago today.

I thank my hon. Friend for her question and her continued industry on these matters. As she mentioned, the Green Paper outlined plans to set up a new national strategic partnership focused on improving the mental health of 16 to 25-year-olds. That partnership is likely to support and build on sector-led initiatives in higher education, such as Universities UK’s #stepchange project, whose launch I attended in September. The strategy calls on higher education leaders to adopt mental health as a strategic priority, to take a whole-university approach to mental health and to embed it across policies, courses and practices. [Interruption.]

[Laughter.] It goes back a long way, and one day it will be no more.One of the innovative treatments that is being offered in my constituency that concerns me is the use of puberty blockers and hormone replacement therapy for children who identify as transgender. Does the Minister agree that an improvement would actually mean the restriction of such treatments for under-18s?

I congratulate my hon. Friend on his dedicated work. The Government understand the importance of bereaved parents having a dedicated place where they can be cared for and not hear other babies crying. We have funded better bereavement spaces in nearly 40 hospitals and continue to work with Sands—the stillbirth and neonatal death charity—to see what more we can do to improve provision.

It is always quite interesting to study the habits of colleagues. The hon. Member for Feltham and Heston (Seema Malhotra) has perambulated from one side of the Chamber to the other; nevertheless, she is here and I suppose we should hear her. No? The hon.
