In its handling of Brexit, this House has lost the respect of the country and made us a laughing stock around the world. Prolonged uncertainty, as much as no deal, can tip us into recession, with disastrous consequences for jobs and living standards. I hear high-minded speeches about protecting the constitution and the propriety expected of Government, and I accept that a small number of Members are vehemently opposed to no deal but would support Brexit with a fair deal. I also regret the fact that the Government decided to prorogue this House, which was as unnecessary as it was undesirable.

The vast majority on the Opposition Benches, when they claim support for an affirmative referendum and/or opposition to no deal, are determined to overturn the result of the referendum. They have displayed an increasing contempt for our duty as democrats to respect and implement the result. They lecture others about democracy, accountability and our national interest, yet they are hell-bent on frustrating the will of the majority of the people, as expressed in that referendum. They should be honest: it is their objective to thwart Brexit in whatever the circumstances. Whatever deal is put to this House, there are many, many people who will vote against it because they want to thwart the will of the people, in terms of that referendum result.

Many of the so-called progressives in this House are fuelling right-wing extremism by showing contempt for the result and the majority who voted to leave. We asked the people and they gave us their decision—to leave the European Union. I say that as a remainer. One cannot be a selective democrat who respects democracy only when it delivers their preferred result. This goes to the root of the Leader of the Opposition’s position tonight. He demands an election time and again, but now, given the opportunity, he vetoes an election, not because of the national interest or stopping no deal, but because he knows he would lose that election—not because of the vast majority of the values of decent Labour MPs and many Labour party members, but because, as a lifelong Eurosceptic leading a party of remainers, he has been caught out trying to have it both ways on Brexit time and again. He does not have the leadership skills required at a time of so many challenges facing our country, and his leadership has led to the party of anti-racism and equality becoming the party of institutionalised anti- semitism—so much so that a majority of Jews in this country feel that they would not be safe in the event of his becoming Prime Minister.

This House could not stand up for the public interest or break its stalemate for over three years. Therefore, the national interest demands a general election; then, maybe, a new House will be able to show the leadership that this country needs and deserves to begin the process of rebuilding trust in this place and healing the scars of division in our society. [Interruption.] I hear some of my hon. Friends saying, “What about a by-election?” That is what the Momentum-types in my constituency keep saying—that I am running away from the electorate by not having a by-election now I am an Independent. I am voting for a general election tonight. I am willing to face the people in my constituency, unlike too many of the people on these Benches.

Finally, Mr Speaker, many tributes have been paid to you, quite rightly, for the way you have presided over this House. I would like to add to that the work you did for children with speech and language difficulties, which changed the lives of many families.

When I heard the speeches earlier, in which people talked about how proud they were of this House of Commons, I thought, “They’re not living in the real world”. My voters, my constituents, are not proud of this House of Commons; they think we’ve entirely lost the plot.

The time has come for people to be honest with the British people, and that means we need to respect the result of the referendum. The alternative would be to fuel right-wing populism like we have never seen in the history of this country.

Public dissatisfaction with this place has never been greater. It is true that, when the country is so divided on Brexit, it was always going to be the toughest of challenges to earn public confidence and respect, but the failure of leadership in both the major political parties, coupled with the rigid ideological dogma of some Members, has made the situation far worse than it needed to be. Party and dogma have sadly been put ahead of country.

I have been consistent throughout. I believe that the result of the referendum has to be respected. A belief in the central importance of democracy and the dire consequences for progressive politics if we were to ignore or attempt to subvert the result mean that we must leave. Holding a second referendum would, irrespective of its result, fuel a dangerous right-wing populism in our politics that would be likely to lead to long-term right-wing Governments in this country. However, the basis on which we leave and engage with the EU in future is all-important. It will shape our destiny for a generation. It must protect our economy, the standard of living of our constituents and our security. We also have a solemn duty to preserve the United Kingdom, which should only ever change through explicit public consent, and to protect the peace in Northern Ireland, which remains fragile—we should never forget that.

The deal we are being asked to support tonight was overwhelmingly rejected back in January largely, but not exclusively, because of the Northern Ireland backstop. The Brady amendment passed by this House gave the Government a clear instruction that the backstop must be replaced in the withdrawal agreement by alternative arrangements; this has not happened. Some propose a time limit; this has not happened. Others wanted us to be able to unilaterally leave the backstop if negotiations fail; again, this has not happened. So none of the conditions laid down by the vast majority of the original deal’s opponents has been met, and this has been starkly underlined by the Attorney General’s legal advice of this morning.

As I have said, I believe we do have a duty to implement the referendum result and leave the EU, and I will only support a minimum extension to article 50 which would ensure that we were not obliged to participate in European elections. Therefore, I will be willing to consider supporting this agreement, for all its perfections, if only the Government were willing to be clear about their aspirations for our future relationship. For the sake of trade, jobs and living standards, that has to include a customs arrangement of some kind with the EU. That could, but need not, be membership of the customs union itself. Not only is that the best way of securing economic stability, but it would guarantee that the backstop is consigned to the dustbin of history. The best means of achieving this is Common Market 2.0, with the UK moving into the EFTA pillar of the EEA and joining a comprehensive arrangement with the EU, maintaining a common external tariff with frictionless trade and no hard border in Ireland. We would seek to maintain the closest possible economic relationship with the EU without the political integration which the majority in this country opposed very clearly in the referendum.

The time has come to put this, along with other potential solutions, to the House so we can indicate where a majority can be secured. We know what the majority are against; the time has come for the majority in this place, free from the constraints of party Whips, to make it clear what they are for. That would truly be acting in the national interest.

No, I reject that completely. Let us look back over the last week. My right hon. Friend returned from the G20 in Argentina the Sunday before last; she gave a statement to the House on the Monday; then she both led the debate on the meaningful vote and listened to the many interventions made; and then, as well as paying attention to what was said in the House on subsequent days, she talked to a number of Members from different political parties and came to the decision over the weekend that she announced to the House yesterday.

Is the problem not now that Ministers do not know themselves whether they are telling the truth to the House of Commons because they are not being told the truth by the Prime Minister? This is now a question of trust, and that is why the DUP is not supporting the Government. It is not just a question of policy detail; it is a question of breaking trust. Ministers do not even know any more when they are telling the truth.

What we are of course looking at in relation to the proposals that have been put forward is for a limited period to have the backstop that ensures no hard border between Northern Ireland and Ireland. The two proposals that have been put forward deliver on that. Where it would come to the situation, as proposed, where it was a sovereign choice for the UK, of course decisions would have to be taken about the wider issues in terms of the exact arrangements for those proposals, but the key thing is for those proposals to ensure that we have no hard border between Northern Ireland and Ireland.

Prime Minister, Chequers is dead, parliamentary maths mean that the current proposal being considered by the EU is dead, and no deal is dead because there is a pragmatic majority in this House that will prevent this economic and social catastrophe for our communities. Will she now switch to EFTA, EEA and time-limited membership of the customs union? History is always kinder to leaders who act in the national interest.

My hon. Friend raises a very important point, and I am happy to give him the assurance that we will work with parties in this House to ensure that Scotland is not left behind and that we have an Agriculture Bill that actually works for all of us and for all our agricultural sector.

The Prime Minister has an admirable sense of duty, so will she be honest about Brexit? There is now only one viable option in the short term that can reconcile the referendum result with the interests of all parts of the United Kingdom, with the genuine concerns of many Members on both sides of the House about the impact of a flawed deal or no deal, with our communities and with Labour’s tests. We should join the European Free Trade Association and the European economic area and seek EU agreement to remain in the customs union for a specified period from the date we leave. We should make it clear that, on joining the EEA, we will exercise our right to put an emergency brake on the free movement of labour. It may not be the perfect option, but our only consideration now should be the national interest.

I took a lengthy intervention from the hon. Gentleman, so I will make a little progress.

The issue of the so-called missing voters was raised by the hon. Member for Walsall South and in a couple of interventions, including from the hon. Member for Blaenau Gwent (Nick Smith). Matt Singh from Number Cruncher Politics has done a significant piece of work on this, which was also validated by the Library. There would be an issue if the distribution of new voters who are not on the register used for the current boundary review was significantly different across the country. However, analysis shows that the distribution of new voters on the electoral roll is broadly consistent with the distribution of those on the existing registers. In other words, although the absolute number of voters is different, those voters are not significantly differently distributed across the country, which means that they will not make a material difference to the distribution of constituencies.

It is worth pointing out that we have to carry out a review and draw a line somewhere, and that as soon as we start a review, it will effectively be out of date. The Bill promoted by the hon. Member for Manchester, Gorton refers to the register for the 2017 general election. That is already out of date because there has been another one. If we take his logic, we will never have a boundary review, because every time we start, a new register arrives and is out of date.

Does the right hon. Gentleman accept that the new legislation to which he referred made it far more difficult for young people to register? That legislation was passed under a coalition Government. One party in that coalition supported an increase in tuition fees having promised that there would be no fees, and the other party knew that its support among young people was minimal to say the least.

I do not agree with that at all. I would argue that the individual electoral registration system that we introduced, which addressed the accuracy and completeness of the register, as well as the fact that we enabled online registration made it much easier for people to register to vote. The vast majority of people who register now do so online, using a very straightforward piece of software that is particularly attractive to younger people. Before each of the last significant electoral events—the European Union referendum and the 2017 general election—significant numbers of people, particularly young people, seemed to have no trouble registering to vote.

I am mindful of your injunction, Madam Deputy Speaker. Given that I have taken a number of interventions, let me make my final argument for why the House should reject the motion and what we should do instead. The right way to proceed would be to allow the boundary commissioners to report. The Leader of the House could then consider those reports, bring forward Orders in Council and allow the House to take a decision. If the House decides to accept the Orders in Council, we are done. The boundary review will have been accepted, we will have new boundaries and the problem will be sorted out.

If, for some reason, the House chooses not to do that, there will be a debate about those Orders in Council and the Leader of the House will be able to reflect on that debate. If the Government decide to table a money resolution, we can then consider the Bill promoted by the hon. Member for Manchester, Gorton in the light of that debate, but with one significant change. This is a constitutional measure. When the original legislation was taken through Parliament, it was considered in Committee on the Floor of the House, rather than by a Bill Committee upstairs, meaning that every Member from every part of the United Kingdom could take part.

We should allow such a debate to take place. If the House does not support the boundary reviews and decides that it wants a money resolution and to proceed with the Bill, it should be considered on the Floor of the House so that every Member can contribute, rather than in Public Bill Committee. That is why we should wait. We should look at the results of the boundary review and allow the Government to reflect on the debate that will take place, and if the House chooses not to adopt the proposals, we can then proceed on a more sensible basis. That is why it makes sense to follow the Leader of the House’s arguments, to reject the motion, and to allow the House to consider the boundary commissions’ reports in the usual way.

I have to say to the hon. Member for Yeovil (Mr Fysh) that it was never a good idea to attack Labour’s former Chief Whip.

As a remainer, but also a democrat, my view following the referendum was that we had to respect the will of the people. That meant supporting the Government to trigger article 50, allowing the process of negotiations to begin as soon as possible and offering support to the Government on Brexit if they were acting in the national interest. Any Government post referendum would have had to begin the negotiating process to leave the EU quickly, and any Government would not have found those negotiations easy. However, what we have seen so far from this Government is a shambles that has made this country a laughing stock and damaged business and public confidence in our future.

As hon. Members have said, the specific issue that is the subject of today’s debate highlights the daily farce that we now experience. The Prime Minister has been unable to persuade her own Cabinet to support her preferred customs model and the Brexiteers have united around their own alternative. She sought to resolve this by setting up Cabinet working parties to assess the veracity of each option. Presumably, our future customs arrangements will be decided by a kind of “Dragons’ Den”.

When the Foreign Secretary briefs a newspaper that the Prime Minister’s preferred model is “crazy”, he is not sacked. Instead, the Health Secretary is sent on the airwaves to tell the Foreign Secretary, via the media, to shut up. The Prime Minister claims that stability in Northern Ireland and the Good Friday agreement must be protected by ensuring that there is no hard border. Her allies are then sent out to threaten a border poll if the Cabinet does not support her preferred option—so much for the Conservative and Unionist party. Now we hear that the Government intend to produce a Brexit White Paper, setting out their position on the key issues. Surely, other than in this incompetent Government, this White Paper should have been published at the beginning of the process, not halfway through.

The truth is that, with the referendum commitment, none of this is about the national interest. It is about party management within the Conservative party. The Prime Minister is permanently conflicted between keeping the Brexiteers happy and saving her job, and acting in the national interest on the customs union and the single market to ensure that she does not lose a fragile parliamentary majority. I accept that many Brexiteers believe that they are acting in the country’s interests, but some judge every decision through the prism of their political ambitions to lead a party with a ferociously anti-European membership.

The decisions that we are taking now are probably the most important in peacetime. They are far too important to be left to a Government paralysed by weakness, division and personal ambition. That is why Parliament must now fill the vacuum being left, step up to the plate and build a coalition around the national interest. This means adopting negotiating positions that will do the least damage to United Kingdom businesses’ trade with the European Union, being part of a comprehensive customs union and doing nothing that will undermine stability in Northern Ireland. Of course, ultimately, the decisions of the Commons must prevail, but it is right that the House of Lords fulfils its scrutiny role. It is frankly laughable to hear right-wing Conservatives who were always opposed to modernisation now calling for the Lords to do what they are told or run the risk of abolition. They simply do not have any sense of irony.

We face the biggest peacetime challenge, other than post war, in our history. More than ever we need politicians who can provide the leadership that this country needs. The Government have failed, so Parliament must now step up to the plate. It is true that the majority voted to leave the European Union, but this did not give any of us a mandate to allow ideological extremism to consign this country to decades of slow growth, wasted potential and permanent instability.

I hope my hon. Friend had an enjoyable Christmas and new year; he seems to have started in a slightly churlish manner.

I would make the point that we negotiated a cut in the EU budget, not just for one year but across the seven years of what is known as the EU financial perspective—in plain language, the EU budget year on year on year. We also protected what remains of our rebate, which is still immensely powerful and saves British taxpayers a huge amount of money.

If anybody thinks that what I am asking for is somehow easy or simple, they can come and sit around that table with 27 other leaders and see that actually that is not the case. I am not claiming elder statesmanship—I think I have now been to 42 European Councils because we have had so many of these things—but I would say that what I am arguing for is at the outside edge of what we can achieve.

Prime Minister, on the question of European funding, hundreds of my constituents in Radcliffe have had a terrible Christmas due to the flooding that has devastated so many people’s homes and businesses in Greater Manchester and across the north of England. Bury and other councils have to pick up the infrastructure costs. The European solidarity fund exists to help in such circumstances. It would be unforgivable to put Tory party management and posturing on Europe ahead of the national interest. When are the Government going to apply for the European solidarity fund money?

First of all, I send the hon. Gentleman’s constituents my sympathy for the flooding that they suffered. Let me say that we will do everything we can, including through the Bellwin scheme, to make sure that his council is fully reimbursed for all the emergency measures that it had to take. We will also make sure that we put in place the flood prevention measures and investment that are coming down the track.

I have looked very carefully at the question of EU funding; we looked at it previously in 2013. It takes a very long time to get hold of any money and it is very uncertain whether you get it. Indeed, you end up paying for it in many ways as well. I think it is quicker and better to give people the help they need from our own resources.

The horrendous events in Paris sent shockwaves through the world, as innocent people were butchered in one of the world’s most beautiful cities. Such carnage inevitably demands a response from France’s Government and closest allies, and it is perfectly understandable that the Prime Minister decided to seek support from this House to extend UK airstrikes against Daesh from Iraq to Syria. As my hon. Friend the Member for Halton (Derek Twigg) said, however, the problem with the Prime Minister’s response is that it has exposed the failure of the Government and the international community to adopt a credible strategy.

Let me be clear: Daesh must be defeated. It represents a direct threat to our national security, and its fascist ideology and barbarism leave no space for negotiation or diplomacy. However, this will not be possible without significant ground forces from the region. In turn, this will not happen unless and until a political agreement is reached to end the Syrian civil war, accompanied by reconstruction and a steady flow of humanitarian support. As other hon. Members have said, there must be a concerted effort to choke off the funding and weapons that are being made available to Daesh through a variety of sources.

In truth, extending our airstrikes will do little or nothing to increase the overall capacity to degrade Daesh. It is a short-term tactic that falls into the category of being seen to do something, rather than being prepared to do the heavy lifting necessary to produce a credible and coherent strategy. My right hon. Friend the Member for Wolverhampton South East (Mr McFadden), in his excellent speech, was right to say the Government have a duty to do that heavy lifting. I am not sure that that will exists.

It is rewriting history to equate being on the left with always opposing military action. I feel this more than most, as my grandfather fought in Spain for the International Brigade against Franco’s fascists. Like my right hon. Friend the Member for Derby South (Margaret Beckett), I am proud of the difficult choices that we made in Kosovo, Sierra Leone and Afghanistan. We saved hundreds of thousands of lives and, in the latter case, undoubtedly enhanced our national security. However, my generation of politicians must also show some humility. There were no weapons of mass destruction in Iraq and the post-conflict strategy was a disaster. In Afghanistan, it took far too long for us to adopt an integrated approach to security, political dialogue and development. In Libya, we had no strategy for dealing with the knock-on effects following the fall of the Gaddafi regime.

For some, the lessons of these conflicts is that military intervention is always wrong. I fundamentally disagree. Of course, military action must always be a last resort, but there are times when it is the right thing to do. However, a common denominator in recent years has been our failure, and the failure of our allies, to have a credible, sustainable strategy beyond our initial interventions, one that defeats tyranny but minimises the loss of innocent lives, and restores stability and belief in a better future. I am afraid that in the absence of such a strategy I am not prepared to risk making this mistake again. That is why tonight I will be voting against the Government’s motion.

Let me also take the opportunity to associate myself with the comments of the right hon. Member for Lagan Valley (Mr Donaldson) and my hon. Friend the Under-Secretary of State about the distinguished record of Lord Molyneaux. He was indeed a very distinguished parliamentarian over many years, and this is a sad loss to Northern Ireland.

The Chancellor is well aware of the campaign for the tax change that the hon. Lady would like to see. Tax reductions are difficult because the imperative must be repairing the public finances, but the Chancellor has relieved tax burdens on business by reducing corporation tax, introducing an employment allowance and, of course, helping people into work.

May I associate my party with the comments that have been made about Lord Molyneaux?

As the Secretary of State has said, economic progress and political stability in Northern Ireland are inextricably linked. Does she agree that the unravelling of the Stormont House agreement would be an unmitigated disaster for economic and political confidence in Northern Ireland, and that now is the time for responsible leadership which accepts the need for a reformed welfare system that mitigates the impact of cuts on the most vulnerable while also being affordable and sustainable?

I very much agree with the hon. Gentleman. Now is the time for level-headed consideration of how we can resolve this matter. In the autumn, Northern Ireland faced a budget crisis that was so serious that the very sustainability and future credibility of the institutions was at stake, and we were looking over a cliff at the possibility that devolution would collapse altogether. Returning to that position would be a huge step backward. The Stormont House agreement was a big step forward, and it is vital for all parties to work to ensure that it is implemented fully and fairly.

Does the Secretary of State intend to convene urgent all-party talks in an effort to put the Welfare Reform Bill back on track? By what date must the Bill be passed, if the Executive rather than civil servants are to set next year’s budget in Northern Ireland?

As I said earlier to the right hon. Member for Belfast North (Mr Dodds), I expect to meet the five party leaders in the coming days. I hope to do so tomorrow, but that will depend on when the First and Deputy First Minister return from New York.

It is vital for progress to be made on welfare reform. That is a key part of the Stormont Castle and the Stormont House agreements. I will press for such progress, not least because without it the Northern Ireland Executive’s budget will become unsustainable, which will hugely impair its ability to function effectively.
