These vehicles generate a huge amount of data and one part of the authorisation process will be making sure that that data is properly managed and there is proper access to it by the investigators of any potential accident and the insurance industry to establish exactly what has happened in such circumstances.
I want to build on the question from the hon. Member for Strangford (Jim Shannon) about the situation where a driver is in control of the car at some point and at other points the car is autonomous. That will presumably result in drivers becoming less experienced, as they will not accumulate as much knowledge and experience of driving. When the automated features switch off and the driver needs to take control, those will be potentially immediate and challenging circumstances. Is my right hon. Friend assured that the driving test and refresher courses will give drivers sufficient capacity to take over in those circumstances?
My hon. Friend raises a good point. I am very comfortable with the driving test; it continues to be updated to make sure drivers are familiar with features such as satnavs, and the new technology will be added. The wider question about how often drivers drive and how experienced they are of course arises now. Someone can take a driving test and not drive very much but occasionally hire a vehicle, and we hold them to the same standard as those who drive day in and day out; they are still responsible. There might in these circumstances be a question about whether it would be sensible for people to take refresher courses and do further training, and we will want to monitor that and determine whether we should legislate for it or issue guidance. It is an interesting point for us to keep an eye on.
As well as the legal issues, making driving more convenient in this way also makes it potentially much more accessible, by for example giving those who cannot drive at the moment, such as the 340,000 people registered blind or partially sighted, new options to travel independently, opening doors to economic and social opportunities that have thus far remained closed. Interestingly, in the United States, where this technology has been rolled out earliest, it is those groups who have been most vocal in arguing for the technology, because it changes their lives for the better and opens up their opportunities.
The third area is learning and enforcement. This technology will get stronger, smarter and safer over time. The safety data will be collected by the vehicle, monitored by its operator and scrutinised by a Government regulator, which means we can take enforcement action when things go wrong or through sanctions and suspensions if a company withholds data. The Bill also includes measures to investigate incidents independently and ensure that lessons are learned. I have spoken about the context behind the Bill and addressed some of the key components and will turn now to some of the benefits self-driving vehicles will bring.

Commons ChamberIt is disappointing that the SNP’s first response to any tightness in the labour market is to want to import people from abroad. My colleague the Secretary of State for Work and Pensions, along with the fantastic officials in that Department and our jobcentre network, is ensuring that we provide skills training for those who are already in the United Kingdom so that we can deal with the skills shortages, as we did so effectively in the case of HGV drivers when, during and following the pandemic, we worked rapidly to get more of them into the industry.

Commons ChamberIn a recent episode of the “Green Signals” podcast, the former chair of the Strategic Rail Authority, Sir Richard Bowker, claimed that no Government included in the business case for HS2 the economic value of additional passenger and freight services that would run on the classic lines, enabled by HS2. May I ask my right hon. Friend to investigate whether this is the case and, if it is, why it has not been properly evaluated?
I thank my hon. Friend for his question. The phase 1 benefit-cost ratio process for HS2 captured some of the benefits of released capacity, including new demand for existing services. It did not include all the benefits from new services, but I know that the rail Minister will be happy to meet him to discuss that in more detail.

Commons ChamberI am grateful to the Secretary of State for his statement. My Committee colleagues and I will want to scrutinise a number of the measures in depth when he appears before us in a few weeks—it will be a bumper session. Today, however, let me focus on one issue regarding HS2. One advantage of the project was that it would release capacity on the west coast main line, not just between London and Birmingham, but right up the line. As it is stopping at Handsacre junction, there will be a severe capacity constraint on that part of the line; there will not be space for extra inter-regional services and freight services. The high-speed trains will be in a very congested part of the network, unless further upgrade work is done. I urge him to look at that capacity constraint; if HS2 is not happening on that part of the project, what additional measures might be put in place?
I am grateful to my hon. Friend for his question and, as always, I look forward to appearing before the Transport Committee to answer his questions and those of his colleagues, from both sides of the House. On his specific question, the first thing we have committed to doing is invest in remodelling Handsacre junction, so that those high-speed trains that go to Birmingham then get on to the west coast main line on the fast lines. The most congested part of the west coast main line is its southern part, which of course is having a significant capacity upgrade. However, I note carefully what he said and will bear that in mind. He should also note that we are investing in the upgraded connections east-west in the north of England, including from Liverpool to Manchester. One conversations I have already had was about the importance of making sure we are able to take freight traffic, including from the Port of Liverpool, and those are conversations we will take forward.

Commons ChamberAs we approach the end of the school year, many families will be looking forward to setting off on their summer holidays, but there are concerns that industrial action in Europe will lead to flight cancellations and delays. People will also be mindful of the disruption at our ports and airports in recent times. What assurance can the Secretary of State give me and those families that the system will be resilient to ensure that they can get away?
I am sure that my hon. Friend’s question was prompted by one airline making some modest changes to its flight schedule during the summer. No other airline has indicated to the Department that it will be cancelling flights ahead of the summer. We will continue to engage with airlines on that matter. The Aviation Minister is meeting with the chief executive officer of EasyJet later today to discuss its announcement. My team is meeting with the CEO of National Air Traffic Services to get an update on its operational readiness. We have already worked with the aviation industry to make sure that, this year, it is prepared for the busy summer period so that we avoid the problems that we had last year. We have received appropriate assurances, but I hope that we can reassure those whom my hon. Friend referred to in his question.

Commons ChamberIn the absence of legislation, will my right hon. Friend consider setting up GBR as a shadow authority. That could, for example, end the unsustainable practice of costs sitting with one part of the industry and revenue with another. The rail industry has a great appetite to move forward, so will he consider something like a shadow GBR?
My hon. Friend, who ably chairs the Select Committee, makes a good point. Joining up the profit and loss account, revenues, and costs can be done without legislation, and we are actively working to do that. I have tasked my officials to move at pace on this, and we are identifying where in Derby the GBR HQ will be. We will continue to deliver rail reform every day to ensure that we can respond to market conditions and have a successful, thriving railway, and I want everyone in the sector to join us in that endeavour.

Commons ChamberMay I start by welcoming the resolution of the industrial dispute? I congratulate my right hon. Friend and the Rail Minister on their constructive work to bring that about.
In his statement, my right hon. Friend rightly pointed out that there are many reasons behind train cancellations and delays, including infrastructure works and failures, industrial action and the weather, as well as those that are the responsibility of the train operating companies. Would it not help scrutiny and accountability of those operators—not just Avanti and TransPennine Express, but all operators—to have available a clear breakdown of the reasons behind poor performance, so that we can hold to account those who are responsible for which bits of the delays?
I would say two things about that. I will look carefully at whether there is more we can do to show the public clearly and transparently the reasons for delays, so that they can understand their cause. To some extent, I do not think that it is that important to passengers, because they do not really care whether the train operating company or Network Rail has caused the problem—they want it to be fixed. My hon. Friend makes the case for reform. It is exactly why we need to bring together the guiding mind on track and train operators—to join up the system, make better decisions for passengers and, ultimately, deliver a better service, which is what passengers are interested in.

I welcome the Chancellor’s announcement last week that capital transport investment will be a central pillar of the Government’s growth agenda. May I ask my right hon. Friend the Secretary of State when he will be able to set out a little more detail on which projects he will be prioritising, and make a bid for the next stages of East West Rail to be among the early ones?
First, I am very pleased to welcome my hon. Friend to his place as Chair of the Transport Committee. I look forward to working with him and with all members of the Select Committee, whichever party they come from, to focus on these important transport issues.
Over the coming weeks my colleagues and I will be looking at our priorities across the whole portfolio of capital projects, and we will set those out in the House in due course. I have noted his bid; he will know that the Chancellor committed to East West Rail in the autumn statement, and I hope that gives him some comfort.

Commons ChamberIt is always a pleasure to follow the hon. Member for Perth and North Perthshire (Pete Wishart), and I accept much of what he said. I do not often agree with the Scottish National party, but I agree with him that his party has a neat solution at least to the Scottish dimension of the West Lothian question, namely that Scotland should become separate from the rest of the United Kingdom.
I will not be tempted into a debate on the merits or otherwise of separation; suffice it to say that I completely oppose it. I am a proud Unionist, and I will do all that I can to prevent it from happening. However, the Union is under threat. That is why the Bill is so important, and I congratulate my hon. Friend the Member for West Worcestershire (Harriett Baldwin) on presenting it. The Scottish nationalists secured an overall majority in the election in May, giving the lie somewhat to Labour’s assertion in the devolution debate that devolution had killed nationalism stone dead. In fact, nationalism is in rude health, and if we are not careful, we will be going down the road of separation.
Part of the problem lies not in Scotland, but in England. I have the advantage of being a Scot representing an English constituency, and a fair number of constituents complain to me about the fact that certain matters affecting only England can be determined by Members from Scotland. I am not suggesting that we have reached a crisis point, but bit by bit the resentment is growing. If we do nothing and let it lie unchecked, at some point in the future we will find ourselves in very difficult constitutional waters, and the Union will be threatened.
My hon. Friend demonstrates something. It is sometimes said by those in the House that only Conservative Members are concerned about the issue, but the reason they are concerned is that our constituents are concerned. We do get a significant number of letters about the matter. I do in relation to a range of issues, including tuition fees, and decisions that are made. If we do not deal with the matter, we will have a problem. My hon. Friend has made an important point.
I am grateful to my hon. Friend for making that point. It is important that we address these points when we are in relatively calm waters. There is not an impending crisis, so we can take some time to consider the matter carefully. I welcome the announcement yesterday of the commission. I await with interest the answers to the pertinent questions that my hon. Friend the Member for West Worcestershire asked about the composition, remit and time scale of that commission. It is right that it should take its time and examine carefully the complex issues that it will deal with, but I sound a slight warning note: that should not be an excuse to kick the issue into the long grass and so far into the future that it never reaches a conclusion. I would like to see a specific timetable showing when the commission will report and we can take matters forward because, as I say, doing nothing will stoke up big problems.
We have heard from several Labour Members their objections to the Bill and to other possible solutions to the West Lothian question, but we hear absolutely nothing about what their solution would be.

Commons ChamberI am grateful to the hon. Gentleman, who clearly has a greater detailed knowledge of the Bill than me. My question is therefore answered and I shall resume my seat.
Let me deal with the questions that I have been asked. The hon. Member for Rhondda (Chris Bryant) was quite right to refer to paragraph 7 of schedule 6, which explains about the elimination of candidates. If they are equal number at the bottom and all the preferences are the same, they will be eliminated by lot. If the hon. Gentleman had read a little earlier in that schedule, he would have been able to answer his first question, which was about voters who have made a mark. As page 146 makes clear:
“A ballot paper on which the voter makes any mark which…is clearly intended to indicate a particular preference for a particular candidate, but…is not a number…shall be treated in the same way as if the appropriate number…had been marked instead.”
As long as the voter makes a clear choice, even if it is a smiley face, that will count.
