I regularly discuss important issues on improving Union connectivity with ministerial colleagues. Earlier this year, for example, I co-chaired a roundtable discussion with Transport Ministers and Scottish stakeholders.

Connectivity between Scotland and England matters, especially for the area that I represent in Cumbria, and south-west Scotland. Does the Minister share my concerns that the Scottish Government are not helping to deliver the investment, especially with regard to the Borders rail feasibility report and roadbuilding generally?

Yes. I was pleased to be able to visit my hon. Friend’s constituency and see the value of the levelling-up projects in his area as part of the growth deal in and around Carlisle station. I am keen to see the feasibility study work commence on extending the Borders rail line. I have recently met the Minister of State for Transport, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), to progress that project.

11. What recent assessment he has made of the impact of growth deals on the Scottish economy.

All parts of Scotland have a growth deal in implementation or negotiation, with the UK Government committing more than £1.5 billion. These agreements are stimulating local economies to build back better after the pandemic, delivering thousands of jobs across Scotland and enriching communities.

I certainly agree with my hon. Friend that growth deals show what can be achieved when Scotland’s two Governments work together. That is what people want. They are just one part of the UK Government’s hugely ambitious levelling-up agenda, which last year saw the announcement of more than £191 million in investment projects in Scotland, supported by the levelling-up fund, the community renewal fund and the community ownership fund. In February, the levelling-up White Paper saw further good news for Scotland with the Glasgow innovation accelerator, which will create jobs and boost the regional economy. I very much hope that the Scottish Government will work with us on the levelling-up agenda, which covers a number of vital devolved areas and has the potential to transform the lives of people in Scotland.

The Borderlands growth deal has been very well received on both sides of the border. It demonstrates the benefits of a close working relationship between councils, MPs and Government. Given that success, would the Minister envisage a further opportunity for a Borderlands mark 2?

If the hon. Lady looks at the full package of investment that is going into the Borderlands deal, she will see that this Government are full square behind that area. It really is disappointing that it comes down to this petty point scoring when the whole point of the city region and growth deal is that all parts of government—local, Scottish and UK—work together on delivering the priorities that are determined by local people.

Talking about the Borderlands growth initiative and the growth deal, does the Minister agree that it is extremely important and beneficial to the whole region, and that Carlisle has become the regional capital of parts not just of England, but of Scotland? Does he also agree that south Scotland recognises the importance of Carlisle’s economic performance to the whole region? Does he further agree that that helps to support the Union?

I absolutely agree that the Borderlands growth deal is unique in that it straddles the border. The economic footprint of the region is incredibly important. Last year I held a meeting in Carlisle with local authority leaders and other stakeholders to discuss not just the growth deal, but how it can be the starting point for a proper economic partnership that straddles the border and delivers for my hon. Friend and his neighbouring constituencies.

What progress his Department has made on delivering growth deals for every region in Scotland.

We have made a commitment to deliver a deal for every part of Scotland. Five deals are now fully agreed and four are agreed in principle. We are in discussion with the Treasury to agree the parameters of the final two deals and the role that the deal programme as a whole can play more generally in our economic recovery.

The Minister will be aware that the Borderlands is considered a great success. However, to ensure that such initiatives are truly successful and properly implemented requires timely decisions by all parties involved, and that is something the Prime Minister certainly wants to see happen. Will the Minister commit to doing everything he can at UK level and the Scottish parliamentary level, particularly with regard to the Treasury, to ensure that the Borderlands initiative proceeds quickly and effectively?

Yes, absolutely, and I should add that my hon. Friend has been an excellent champion of the Borderlands deal. We are making good progress with it, including the consideration of individual projects such as the dairy innovation centre. We hope to be able to agree the terms of a full deal later this year. I should also mention that I am meeting the Campaign for Borders Rail team later this month to discuss that project, and I would greatly welcome his thoughts on that.

I am grateful for the opportunity to speak on this group. I will speak specifically to Lords amendment 18, but before I do so, Mr Deputy Speaker, I hope it is in order for me, having taken part in all the Bill’s proceedings in the House, to place on the record how much I welcome the progress that has been made, both here and in the Scottish Parliament; I particularly welcome the unanimous approval given by the Scottish Parliament on 18 April. I believe that the Bill as a whole embodies sensible evolutionary progress on devolution. It represents a measured and calm approach, which takes forward at a sensible pace the whole devolutionary process, and it avoids some of the risk and uncertainty that would be involved in more extreme constitutional change that some Opposition parties want.

On Lords amendment 18, the publication of an annual statement of progress on the transfer of fiscal powers is a welcome and sensible move. I do not think we should underestimate the scale of change that will occur when capital borrowing powers are devolved, when income tax powers are devolved, and when stamp duty and the other measures are passed down. A huge sum of money is involved and, as other right hon. and hon. Members have mentioned, it will mean that the Scottish Parliament is responsible for raising more than one third of its spending. When coupled with the actual amount of money involved, the process of disentangling what has been a unitary tax system should not be underestimated.

Does my hon. Friend agree that producing such a report will bring greater openness and transparency to the financial affairs of the Scottish Parliament, and that it will also allow greater scrutiny of issues relating to the Barnett formula?

My hon. Friend makes a very important point, as the essence of the Bill is that it creates additional transparency and provides for democratic scrutiny of the decisions made by the Scottish Parliament. That is important not only in Scotland, but in England. I am sure that constituents write to him to complain about some of what they see as the largesse given to Scotland. Some of what is reported to us is not accurate—the media tend to whip up a storm about the bounty that is provided to Scotland. Some of what is said may be true, but greater transparency will be healthy for democracy and it will remove some of the myths from the debate. I think that this measure will be good for the Scottish Parliament, for devolution and for the Union.
