I am fully aware of how important South Western Railway is to the hon. Lady’s constituency and to the economic performance of the south-east as a whole. I can give her good news: we have appointed a new integrated managing director of South Western, who is responsible for both the infrastructure and the train operations. I will be sure to write to the hon. Lady with more details about potential improvements to the signalling system, so that we can see the greater levels of reliability and punctuality that I know her constituents want to see.

Reliable transport links are vital to the prosperity of Blackpool. Although it is the most deprived town in the UK, we rely heavily on tourism, yet because of the Office of Rail and Road’s restrictions, Avanti announced before Christmas that it has slashed our direct routes to and from London by over 50%. There is now a direct service from Blackpool to London only at 7 in the morning, and then a return at half-past 6 and half-past 8 in the evening. This is not good enough, and it will damage our local economy. Will the Secretary of State please arrange for me to meet the Rail Minister to see how we can solve this issue? It will dramatically damage our local economy, and we need to get it sorted.

I would be very happy to ask the Rail Minister to meet my hon. Friend. I fully appreciate the importance of direct services to London, and we will make sure that we look at the detail of what has happened in this situation and see whether any mitigations can be put in place.

Yesterday in Parliament, I met a number of bus drivers who told me that in their research of 420 routes, 222 did not have any toilets on the route, and 155 of those had no procedures in place for drivers who needed to access toilets during their route. These drivers deserve toilet dignity in their workplace. Does the Minister agree that we need to ensure that those providers give their drivers toilet dignity, and will she meet me to discuss this matter further to ensure they get that access?

The Government confirmed over £92 billion of capital investment in transport infrastructure at the spending review to drive economic growth and put more money in people’s pockets. That includes £24 billion to improve roads, £15 billion in long-term funding for our largest city regions and £2 billion for local transport, boosting growth in towns, cities and regions across the country.

Taxis are an essential part of Blackpool’s transport network, yet the licensing scheme is failing both passengers and our local economy. Vehicles licensed outside the area continue to operate in Blackpool, undermining passenger safety, costing our publicly owned bus company nearly £1.5 million, and holding back wider economic growth. Will the Minister commit to urgently reforming the licensing scheme, so that vehicles and drivers licensed locally can operate in Blackpool, ensuring that public safety is protected and that vital taxi revenue supports our local economy?

Following the sobering recommendations of Baroness Louise Casey in her review on child sexual exploitation, this Government are more committed than ever to tackling this issue. We have committed to legislating to address inconsistency in driver licensing, and we are considering all options, including on out-of-area working, national standards and better enforcement, to ensure the best overall outcomes for passenger safety.

18. What steps she is taking to improve passenger rail performance.

I am all too aware that rail performance has been sub-par for many years in this country, but following a decade of decline, we are now starting to see train performance stabilise, with passengers returning to the railway. We are working with the rail industry on a performance restoration framework, with five clear focus areas to recover performance, including timetable resilience, staffing and keeping trains safely moving during disruptive events.

My hon. Friend has been a great advocate for his constituents on this topic and makes a strong case for the scheme. My officials are working with Cumberland council and across Whitehall to refine the business case he refers to. I know the Rail Minister looks forward to meeting him next week to discuss it.

In 1911, Blackpool was home to the busiest railway station in the world—a testament to our town’s rich transport heritage. Today, the Blackpool South line urgently needs a passing loop to enable trains to pass each other and deliver the reliable, frequent rail service that our community in South Shore deserves. The Government’s recent £4 million investment in Blackpool’s local bus services was welcome. Will the Minister meet me to discuss the long-overdue need for investment in the Blackpool South line to finally deliver that passing loop?

This Government are committed to investing in local transport around the UK. I am pleased that we have been able to make such a substantial investment in bus services in my hon. Friend’s constituency. Fylde council’s business case found that there was potential to increase frequency on the south Fylde line. I know the Rail Minister would be happy to meet him to discuss the matter further.

Following the incident at Heathrow, will the Secretary of State commit to investing in regional airports, such as Blackpool airport, to diversify our air travel options and support local economies such as mine in Blackpool South, and therefore reduce our reliance on major hubs?
