Commons ChamberI find this conversation difficult, because we have electoral registration officers whose job it is to get people on to the electoral register. That is their day job. In South Derbyshire, registration stands at some 98.5%, which is absolutely excellent and shows that it can be done. I do not understand why the hon. Gentleman feels that the job is too difficult to do. It is not too difficult to do.
In a sense, the hon. Lady makes my point for me. Registration in her constituency may be at 98%, but in many constituencies in the land it is closer to 80%. That is precisely the problem, because—to meet the point that the hon. Member for Epping Forest (Mrs Laing) made—those are the places where there will be an inequity of representation if we proceed solely on the basis of what is proposed in the Bill.
