The right hon. Member is absolutely right to highlight not only the increase, but the context of significant under-reporting. We all ought to be shocked.
This is Hate Crime Awareness Week, and the reality is that hate crime remains stubbornly high across the piece. Not least in the current context, given the despicable incidents of antisemitism and Islamophobic hate crime, we must rightly focus on religious hate crime, and race-related hate crime remains stubbornly high. That is before we consider the less looked-at but equally important disability-related examples or, of course, the widespread epidemic of violence against women and girls.
Despite a slight year-on-year fall in sexual orientation-based hate crimes, the total number of anti-LGBT+ hate crimes remains well above 2018 levels, with 28,834 recorded this year, a net increase of 217% since 2017-18.
I congratulate the hon. Gentleman on securing the debate and on sharing his own personal experience. Those of us who have faced homophobic or—as I have—lesbophobic abuse know that it takes it out of us, quite frankly. How many more people have to share their stories or experience violence before we see a regression? As the hon. Gentleman has rightly said, we are talking about hate crime in the round. Does he agree that if those at the very top of Government make statements that attack some in our community, that only makes it more dangerous for everyone and justifies hate crimes against everyone?
As the hon. Member knows, I totally agree with her. The scale of this issue is staggering. Those statistics in practice mean 79 incidents a day—one roughly every 20 minutes—in 2023. Of course, there is better police awareness and reporting in some cases, but there is significant under-reporting. Fewer than 10% of LGBT people told the national LGBT survey in 2018 that they felt comfortable reporting hate crimes to the police, so it is likely that the statistics are a drop in the ocean.

It is a pleasure to serve under your chairpersonship, Sir Robert. I thank my hon. Friend the Member for Bolton South East (Yasmin Qureshi) for securing this important debate, and I thank Members from across the House for this thoughtful and considered debate, in which important views have been expressed. There has been unity in remembering the genocide and wanting to learn its lessons for today. I thank my hon. Friends the Members for Putney (Fleur Anderson), and for Manchester, Gorton (Afzal Khan), for their interventions.
We heard strong speeches from the Chair of the Foreign Affairs Committee, the hon. Member for Rutland and Melton (Alicia Kearns), and from the right hon. Member for Ross, Skye and Lochaber (Ian Blackford). They talked about not only what happened, but what is needed today across the western Balkans. This House is at its best when we speak with one voice and in defence of core values. Despite political differences, we all share the values of democracy and stability, a commitment to preventing conflict and atrocities, and the defence of fundamental human rights.
I want to re-emphasise the words of the Leader of the Opposition, who said that we need to use Srebrenica Memorial Day
“and the memory of Srebrenica to not only remember those we have lost but to educate…future generations, bring our communities together and renew our efforts to tackle hatred and prejudice wherever they lie.”
Heeding those words is integral to forging a lasting peace in the western Balkans. I want to emphasise that that is a priority for me and our team, and would be for a future Labour Government. So too would be resolutely standing up for Dayton, and standing against those who would seek to undermine it.
I have visited the region extensively in the past and continue to engage with the views and perspectives of people across Bosnia to understand how we better promote dialogue and ensure regional security. We will be taking part in meetings this week. The shadow Foreign Secretary, my right hon. Friend the Member for Tottenham (Mr Lammy), is meeting the President of Bosnia today to listen directly to him.
I recognise the significance of the historic role that the UK and its armed forces played in working to secure a stable Bosnia and stability across the western Balkans more generally. The horrors of the 1990s are ingrained in the mind of many people across the country and across the House, particularly our armed forces personnel who served, such as members of my own family. I have visited Srebrenica, and I have met Remembering Srebrenica and Mothers of Srebrenica, which was one of the most profound experiences I have had while a Member of the House. Owing to my past career, I have engaged with many people who suffered in war and conflict and in horrific situations, but visiting the factory at Potočari, visiting the memorial, and in particular meeting a survivor of my own age, was a profound experience.
I remember the week the massacres happened. I was on a beach in west Wales with my friends, having a wonderful time during a holiday from school—my first trip away from home. The survivor of my own age whom I met told me that he was loaded into the back of a truck, and that all the other men in the truck were shot; he survived among a pile of bodies, rolled into a ditch and, heavily wounded, managed to escape into the forest. He has never forgotten not only the tragic loss of his family and friends, but the terrible experience he had. For me, there was such a stark contrast between my holiday and the war and the atrocities that were happening just over a thousand miles away in our own continent. Today, I think of the horrors we are seeing in Ukraine. I will never forget my visit, and I thank Remembering Srebrenica, Mothers of Srebrenica and all those who seek to educate us and warn us of those experiences.
I thank the hon. Gentleman for that incredibly powerful contribution. I have been a member of the Council of Europe for nearly six years, and one of the Council’s most powerful events was Mothers of Srebrenica talking to us and sharing their experiences. I am proud that we continue to be members of the Council of Europe and proud that the Council continues to support that work.
I absolutely agree, and we should reflect not only on those who were murdered during the atrocities, but on those who suffered terrible sexual violence and rape, who have rightly been mentioned. We must remember that utterly horrific history.
This year’s campaign theme for Remembering Srebrenica is “Together We Are One”, and we need to highlight the fact that the conditions for genocide are built on a climate and a culture that allow hatred and extremism to breed, resulting in the dividing and fracturing of communities in this country, across Europe and across the world. We know that flourishing hatred and extremism can escalate from inflammatory rhetoric to attacks, persecution and, indeed, extermination, as we have seen in Bosnia, Rwanda, Ukraine and so many other conflicts around the world. We must combat that divisive rhetoric by focusing on the things that unite us as one.
I think of our dear friend and much missed colleague, Jo Cox, whom we have remembered in recent weeks. In our past careers with Oxfam, Jo and I worked on issues related to the terrible atrocities in Darfur, and here in Parliament we worked on issues related to Syria. The message that we have more in common and that we must work together is critical, and we must reflect on it.
The remains of more than 1,000 victims of Srebrenica are still unaccounted for. We must support families and others achieve a lasting closure, so I welcome the important identification work that is being done.
The war in Bosnia resulted in close to 100,000 civilians being killed, 2 million forced displacements and, as many colleagues have mentioned, the systematic rape of up to 50,000 women because of their ethnic and religious identity. If we fail to learn the lessons of atrocity prevention and, indeed, of investigating, prosecuting and bringing to justice those responsible, we will have made a grave mistake. Again, I think of Ukraine and what we need to learn in relation to that terrible situation.
Today, we see forces across Europe, and indeed across the western Balkans, seeking to sow disharmony, spread acrimony and stir up tensions. I pay tribute to the work of our envoy, Lord Peach, and of the EU’s High Representative in Bosnia, Christian Schmidt, who worked to prevent a return to the atrocities of the past. The work of the High Representative continues to warn of the real prospect of a return to conflict in the region. We have heard about the behaviour of Milorad Dodik, and indeed Russian attempts to aggravate already tense political circumstances.
On Saturday, we saw the High Representative annul two laws that the Bosnian Serb Parliament had adopted but that defied the constitution and the terms of the peace deal that ended the war in the 1990s. The High Representative concluded that:
“Recent decisions by the National Assembly of Republika Srpska directly violate the constitutional order of Bosnia-Herzegovina and the Dayton peace agreement”.
It is crucial that the Government work with the High Representative and, through Lord Peach, support his efforts to prevent a return to the darkness of the past. Will the Minister outline what support we are giving the High Representative and what recent meetings Lord Peach has had with him, given the importance of maintaining the integrity of Bosnia’s institutions, particularly after recent events?
Let me be clear that those seeking to undermine stability in Bosnia must face consequences. We will continue to support the targeted measures that the Government have introduced, including sanctions. I would be grateful if the Minister set out her assessment of the effectiveness of the sanctions levelled to date. What discussions has she had with officials across the western Balkans on how we can exert further diplomatic pressure on those who are attempting to undermine the Dayton agreement and the constitutional settlement in Bosnia?
Will the Minister also say a little about outside attempts to influence the situation? We know that Dodik and Putin, and many of their aiders and abetters, share the same goals: they want to strengthen the Serbian-Russian alliances, extend Russian influence in the Balkans, block Bosnia from securing membership of the European Union and NATO and undermine the legitimacy of state institutions that have preserved the delicate balance of peace. We see huge Russian disinformation operations in the region, including in Bosnia and Serbia, and of course Kosovo and elsewhere, which the hon. Member for Rutland and Melton, the Chair of the Foreign Affairs Committee, mentioned. Does the Minister share those concerns? What are we doing to support local partners to combat disinformation and all those seeking to undermine stability and peace? Will she respond to the comments that were made about military support in the region, where that is from NATO, the EU forces, or directly from UK armed forces, and say what steps we are taking both to ensure stability now and to prepare for the situation worsening?
Today, let us reflect on Srebrenica, the lives lost and how the aggravation of ethnic tensions led to appalling evil that should never be forgotten or repeated. There are those who still deny the scale of the atrocities that occurred in the war in Bosnia and those who have avoided justice. One of the most powerful ways to hold those individuals to account is to remember Srebrenica, pay tribute to the lives lost, tell victims’ stories and ensure that the future does not come to replicate the past.

That is a crucial point. My hon. Friend, who has been a leader on the co-operative ideal in this Parliament, across the country and within the Co-operative party itself, led the campaign for a military credit union. I would certainly be interested to hear from the Minister about that. As a member of a credit union myself—Cardiff and Vale Credit Union—I know that many Co-operative supporters also belong to and promote credit unions in their communities. I also recognise that fair lending and fair access to finance can help different sectors: particularly, as my hon. Friend pointed out, veterans and those serving in our armed forces. It is crucial that they do not fall prey to the payday lenders who create such a problem in our economy.
We have seen progress not only in fair lending but in fair tax, an issue on which the co-operative movement has shown leadership. It is worth noting, and the House will be interested to know, that Britain’s top five co-ops pay more UK tax than Amazon, Facebook, Apple, eBay and Starbucks combined. That is very much in line with where the public stand. Only 34% of the British public believe that most big businesses in the UK pay their fair share of tax, and, sadly, just 6% trust a company of any size to provide accurate information on the tax that it has paid. Recent research undertaken by KPMG shows that trust in companies’ approach to tax is the fourth most significant factor in how much overall trust an individual places in a company or brand.
The Fair Tax Mark campaign has been established to set a new standard in responsible tax practice, from the smallest shop to the biggest multinational. The pioneers of the campaign have, as we would expect, been co-ops and social enterprises. From the beginning, the Co-operative party, Co-operatives UK and Social Enterprise UK have been highly supportive of the fair tax mark. I am proud to say that the Co-operative party is the first political party to achieve the mark. That is something that we could all aspire to. Co-operative retail societies such as East of England, Midcounties, the Co-operative Group and Scotmid have also achieved the fair tax mark. It is clear and evident that co-operatives have seized the opportunity to benefit from the public’s willingness to punish tax avoiders.
The co-op movement’s enthusiasm for adopting fair tax policies further demonstrates that the co-operative model is an inherently social and responsible form of business. I would certainly be interested to hear from the Minister what lessons he thinks there are for the rest of the economy in the example being set by co-operatives and those leading the Fair Tax Mark campaign. Achieving the mark certifies that a company is making a genuine effort to be open and transparent about its tax affairs and pays the right amount of corporation tax at the right time and in the right place. I am proud of the work done on that.
Co-operatives clearly provide new and innovative solutions to some of the other challenges of our changing economy, one of which is the growing number of self-employed workers. There are now more self-employed workers than at any time since modern records began. Some 4.6 million people, around 15% of the workforce, are now self-employed. Data from the Office for National Statistics show that two thirds of new jobs created in the UK in recent years are down to self-employment. Current projections are that by 2018 self-employed people will outnumber those working in the public sector. That is a huge challenge for Government, for tax authorities and for trade unions, but a challenge that the co-operative movement has risen to. Self-employed workers often do not enjoy the employment rights and protections at work or any of the implicit services associated with being an employee, such as payroll or workplace insurance, let alone such things as pensions or sick pay. They also face additional challenges related to being paid on time, the right to contracts and so on. As we all know, self-employed workers often end up being some of the lowest-paid and most put-upon workers in the country.
With that in mind, it is particularly interesting to note that throughout the country freelancers and self-employed people are coming together to form co-operatives for shared services, in some cases with support from entrepreneurial trade unions that see the opportunity to support members who are self-employed, not just those who are employed in traditional workplace arrangements in larger businesses.
I have some interesting examples. In Wales, the Oren Actors Management co-op allows actors to work between roles as agents for other co-op member actors, marketing their services—a two-way process in which they mutually support one another. That is a very good example of co-operative principles in practice. In Swindon, 50 music teachers have come together to form a co-op to market their services to schools with support from the Musicians Union, with which I enjoy a proud association—indeed, I should state for the record that my register of interests shows that I have enjoyed support from it in the past. The Musicians Union does an excellent job in that respect and I am very excited to see it working to help self-employed music teachers. In London, interpreters came together in a co-op in November 2012 after changes in their terms and conditions when the firm Capita took on the contract to provide interpretation services in judicial courts. I do not want to get into a lengthy debate about Capita and its good and bad aspects, but that is a fascinating situation of a co-op of interpreters coming together.
Compared with practice in some countries overseas, these initiatives are only in their infancy. They have to potential to grow tremendously, like other models witnessed in other parts of the world. I am certainly interested in whether the Minister thinks we could play a bigger role in promoting best practice and supporting such initiatives from other countries. In the United States, for example, Freelancers Union, which was formed for the self-employed, has attracted over 280,000 members. In the Netherlands and Spain, general unions for self-employed workers have emerged and developed since the late 1990s and provide a range of services as well as representation. The Assemblée Nationale in the French Parliament has also introduced legislation, which came into force this January, to recognise the role of 72 business and employment co-operatives, supporting members with accounting and access to the sickness pay and benefits of conventional employees.
It is worth highlighting that the Wales Co-operative Centre, another body with which I enjoy a close association—I work closely with its head, Derek Walker, locally—and Co-operatives UK have recently published the “Not Alone” report, which sets out some key findings on how the co-operative movement and trade unions can come together in the UK to build support for self-employed workers.
Does the hon. Gentleman agree that recent legislation that erodes travel and subsistence benefits for freelancers and that affects their tax reporting will hinder our freelancers and those working in the environments he describes?
I absolutely agree. The challenges, the additional pressures and the disproportionate impact that legislative and other changes can have on the self-employed are often not highlighted enough in this House; they can have a much bigger impact than they would have on a larger company, for example. We need to do all we can about that, and the co-operative movement is clearly playing an innovative and key role in trying to address those changes. The interests of self-employed workers are not well represented in our policy making, with the result that they face unnecessary regulatory burdens and barriers. I am proud that the co-operative movement is championing our self-employed, who make such an invaluable contribution to our economy and represent such a growing proportion of our labour market.
As a Welsh Labour and Co-operative MP, I want to highlight some of the work that is going on in Wales and the contribution that co-ops make to the Welsh economy. In 2015, the Wales Co-operative Centre launched its report on social businesses in Wales. That report outlined the scope and scale of the sector, its performance and the many opportunities for further development. The term “social businesses” includes social enterprises, co-operatives, mutuals and other employee-owned businesses. We have seen the statistics for co-operatives’ contribution to the UK economy as a whole; the report found that the total value of the social business sector in Wales is £1.7 billion and that it employs over 38,000 people. Social businesses tend to be more active in deprived areas than other small and medium-sized enterprises and to employ and procure locally, which suggests that they make an important economic contribution—perhaps a disproportionate contribution—in some of the poorest areas of the country.
Social businesses are a robust and dynamic sector, confident about the future. Indeed, 69% of social businesses in Wales expect turnover to increase in the next two to three years. Women are also keenly represented in leadership positions, with 35% of social businesses reporting a majority of women in leadership roles, compared with 19% of SMEs. Women’s leadership in business and the corporate sector is often discussed in this House, but here again we see the co-operative sector leading the way in putting principles into practice and ensuring that women are occupying a majority of roles. Some of the larger corporates and businesses in this country would do well to learn from that example of the benefits that come from ensuring that the equality that exists in the country is reflected in the boardroom, in decision making and in economic practice locally. It highlights how the co-operative movement is at the forefront of addressing some of the key problems that exist in our labour market as a whole and shows innovative practice in moving forward.
