I accept that we are making progress in Northumberland, but my constituents in many parts, such as Kielder, Dalton, Stamfordham, Stocksfield and Byrness, suffer from very poor mobile and broadband reception, or zero coverage. May I ask the Minister to visit soon, to push BT and the other providers and, frankly, kick ‘em up the arse, and generally to push ahead so that we have a campaign whereby there are no no-go areas and no go-slow areas?

Wylam first school is a big supporter of the free school meals programme. It has purchased the specific equipment needed, but has still not received the funding it is entitled to, given the guidance from the Department for Education. I have a meeting on this matter fairly soon with the Minister, but will he expedite it with his civil servants to ensure a resolution in weeks, not months?

In my constituency of Woking, we have a Muslim burial ground, which, I am pleased to say, will be renovated in time for the commemorations of the great war. It was built to house the remains and give proper dignity to, and proper commemoration of, the sacrifices made by those from the Indian sub-continent. Indian soldiers or those from modern-day Pakistan who served in the great war are commemorated there. We are talking about the new Commonwealth as well as the old Commonwealth and the European countries that served alongside our Great British forces in both of those great wars.

As significant tribute has now been paid to the respective immigrant communities of the United Kingdom, and that is perfectly right, the hon. Member for Hexham (Guy Opperman), I am sure, will now wish to focus with a laser-like precision on the contents of the Bill as it stands at Third Reading.

Mr Speaker, I am delighted to say that you have prompted me to say that I am in the last minute or so of my speech. I could not finish, notwithstanding your strong instruction on matters of international domain, without pointing out that crucially this Bill will affect the 9,000 foreign and Commonwealth troops who are serving in our armed forces, 200 of whom are expected to fall foul of the five-year rule. It would be totally wrong of this House in the 21st century to allow a situation in which those 200 or 300 are disadvantaged and not treated as equals. They are no different from those troops who have so bravely served us in the past.

Returning from planet Bolsover, devolution has been one of the successes of the coalition Government, and the city deal for Newcastle and the north-east local enterprise partnership are two of the finest successes in the north-east, but will the Deputy Prime Minister go one step further and consider expanding the city deal to a rural deal so that the most sparsely populated counties, such as mine in Northumberland, get the same opportunities as cities?

In the north-east, all 29 constituencies have seen an increase in apprenticeship starts since 2010. I recently opened an engineering academy in Hexham. Does my right hon. Friend agree that it is only through the provision of better skills and apprenticeships that we will improve the living standards of our young people?

Does the Minister recall that in April last year, the Labour party, taking its lead from the hon. Member for Nottingham East (Chris Leslie), who is sat in a sedentary, chuntering position on the Opposition Benches, voted against the implementation of the competition regulations that would have made regional banks happen?

Order. The notion of somebody sitting not in a sedentary position is a challenging one, but I am grateful to the hon. Gentleman for raising his point while on his feet, rather than from his seat.

My hon. and learned Friend is making a very good case. Does he agree that the PCC was notoriously fallible when resolving large newspaper disputes, but very effective at resolving disputes involving local media and newspapers, which genuinely respected and obeyed its procedures? The danger with the new system, which my hon. and learned Friend is outlining eloquently, is that the local paper will be stuck with the same regulatory process, which is clearly meant to be a sledgehammer, as large national newspapers such as The Sun and the Daily Mirror. I suspect that that will result in the process being more expensive for the smaller paper—

It is rare to have three mentions of John F. Kennedy, or for the philosophers Hobbes, Paine and Burke to feature so heavily in such a debate, for T. S. Eliot to be quoted at will, and for Deng Xiao Ping and Gulliver to slide in at the end, as though important to that part of the debate. It is meant to be about free schools and the Localism Bill. The internet creates an environment that makes it possible for this option to be the way ahead, and for a national citizens service, as well as all the other matters that we are concerned with.

My hon. Friends the Members for Pudsey (Stuart Andrew) and for Crawley (Henry Smith) spoke at length about their background in help for hospice care. My hon. Friend the Member for Pudsey talked about his seven years working at a hospice which had 90% of its support from the public. My hon. Friend the Member for Crawley said that big government must be an enabling Government. Four Members took us on an intellectual high road. The hon. Members for Walthamstow (Stella Creasy) and for Stoke-on-Trent Central (Tristram Hunt), and my hon. Friends the Members for Penrith and The Border (Rory Stewart) and for Hereford and South Herefordshire (Jesse Norman) traded frameworks, criticism, 300 years of history and the extent to which Paine did or did not belong to them. It was an education, to say the least.

The hon. Member for Stoke-on-Trent Central accepted that the Labour Government were over-regulatory and over-zealous in their last few years. It was noticeable that the hon. Member for Darlington (Mrs Chapman) made clear her love of the organisation but posed constructive alternatives, as did the hon. Members for Glasgow North East (Mr Bain), for Makerfield (Yvonne Fovargue) and for Leicester West (Liz Kendall). They all spoke at length and with great bravery and concern of their views on the matter. My hon. Friend the Member for Bristol North West (Charlotte Leslie) came up with a couple of prize comments, such as that we should trust people, as they are more than capable. She wanted a competent state, not a flabby state.

This was a cross-party debate. The hon. Member for Ceredigion (Mr Williams) described how some of the regulations had been relaxed. The Government have made progress. Only two weeks ago I held a debate in Hexham, where 150 people came to talk about the big society. Ten organisations fronted up and several deserve particular citing. I name just one—Humshaugh village shop, which won the Countryside Alliance award for the whole of the north-east for the way it went forward.

We are grateful to the Backbench Business Committee. My hon. Friend the Member for Dover (Charlie Elphicke) deserves great credit for bringing the matter before the House. Interestingly, he was supported by Members from all parts of the House. Everybody should support the motion.

That this House supports the Big Society, seeking stronger communities where power is decentralised and social action is encouraged.

In the Prime Minister’s absence last week, he might have missed two surprising events. First, the shadow Chancellor made a speech that contained lots of criticism, but not one recommendation for reducing the deficit. Secondly, we saw a five-minute silent cameo from the former Prime Minister, although amazingly, for such a fiscal champion, it was during Environment, Food and Rural Affairs questions.

Order. It is always a pleasure to listen to the hon. Gentleman, but the Prime Minister is not responsible for speeches made by the shadow Chancellor, nor even for the former Prime Minister, so I think that we will leave it there.
