Universal credit ensures that support goes to those who need it, allowing 700,000 more people to receive benefits than did previously—this is worth approximately an extra £2.4 billion. Those who move to UC from legacy benefits and whose circumstances remain the same will be eligible for protection of their entitlement at the point of transition.

This is Challenge Poverty Week, and plenty of people are challenged by UC. They face what Citizens Advice Scotland describes as an “acute dilemma” between enforced hardship for five weeks, while there is no income whatsoever, and ongoing hardship if they choose to take out a loan and have to face reduced monthly payments while they pay back that loan for the first five weeks.

The situation is that this is an assessment period and no one has to wait to receive a UC payment; an advance of up to 100% is available to those in need, and significant funding has gone to Citizens Advice Scotland.

We believe that most couples can and want to manage their finances jointly, without state intervention. However, we recognise that there are circumstances in which split payments are appropriate and we will always put that in place when requested.

That is not within my specific portfolio, so I cannot comment on the details, but I do know that policy officials in the Scottish Government and in DWP engage on an ongoing basis to determine how workable the Scottish Government’s proposals on split payments are, and that work will continue.

If two people in the same household work for the same employer, they do not receive one wage; they each receive a separate salary at the end of every month. If the point of universal credit is to mimic wages to help people to get back into work, why on earth do the Government insist on not taking forward the idea of split payments for households?

This Government believe, as have every preceding Government, that most couples can and want to manage their finances jointly without state intervention, and it is not this Government’s policy to make split payments by default. However, we are looking at the proposed Scottish pilot and, at the same time, by the end of the summer all jobcentres will have domestic abuse specialists to support work coaches and raise awareness.

I agree that it is vital to ensure that people can overcome the barriers to work, including mental health problems and addiction. We are already investing in the skills and capability of the work coaches, but we have also trained 1,800 universal credit work coaches in how to support claimants with specific mental health issues.

Multiple impact assessments were carried out, in 1995, 2007 and 2011, and obviously these matters were debated at great length in both Houses of Parliament, on an ongoing basis.

I thank the Minister for advance sight of his statement, although, frankly, it does not say very much that is new. The Government seem unable to accept that, irrespective of their policy of abstaining in Opposition day debates, there is a clear majority in the House in support of the 1950s women. Five Conservative Back Benchers and six Democratic Unionist party Members voted for the Scottish National party’s motion on 29 November, which is the second biggest rebellion in this Parliament. Rather than engaging in more bluster and buck-passing, the Government should be bringing forward proposals to address what the motion called for:

“to improve transitional arrangements for women born on or after 6 April 1951 who have been adversely affected by the acceleration of the increase to the state pension age.”—[Official Report, 29 November 2017; Vol. 632, c. 366.]

That is the will of the House, clearly expressed time and again.

It is not good enough for the Minister to wave a red herring and pretend that the Scottish Parliament could somehow resolve the situation. This is about reform of the pensions system, and the state pension age is reserved—the Scotland Act 2016 is very clear that the Scottish Parliament cannot make benefits by way of old age. In any event, it is not the job of the Scottish Parliament to clean up a mess made by the UK Government, and it is certainly not the job of Scottish taxpayers effectively to pay twice to mitigate the impact of Tory cuts.

If the Government continue to ignore this House and the voices of the 1950s women, they should get ready for further debates, questions, petitions and amendments to legislation, because this is not going away. This week we have been celebrating the suffrage campaign, and it is not by coincidence that the WASPI—Women Against State Pension Inequality Campaign—women have chosen those colours for their campaign. The 1950s women have paid in, and it is time for the UK Government to do them justice and pay out.

The hon. Gentleman knows full well that the Scotland Act 2016 gave a variety of powers, under sections 26, 28 and 24. Crucially, if an individual is of working age, they can be addressed with assistance by the Scottish Government—those are not my words; that was set out in crystal-clear detail on 22 June by Jeane Freeman, my opposite number in Scotland. I remind the hon. Gentleman that the SNP’s manifesto included a commitment to assess the impact of these changes and the options open to the Scottish Government with a view to providing support to these women. I suggest that the support is there. I have written to my opposite number in the Scottish Government and the leader of the SNP at Westminster, saying, “Go ahead; the UK Government do not object to that in any way.” He should get on with it.

I am firmly committed to delivering the pensions dashboard. Its introduction will clearly transform how people think about retirement. I will make a statement in the spring that will tackle some of the delivery challenges, including the point that my hon. Friend raises. There is an ongoing feasibility study and there will be a stakeholders’ meeting on 11 December, which I urge him, as well as many interested stakeholders, to attend.

T2. How does the increased conditionality associated with universal credit, such as the requirement to attend at jobcentres more frequently, square with the DWP’s estates review and the decision to close jobcentres, starting with Maryhill in my constituency—which, incidentally, I have visited?
