Prosecuting people for not paying the minimum wage is absolutely the right thing to do, and what we have done is made sure that the resources are there for that to happen, and let me give the hon. Lady the figures: 3,200 penalties have been issued for non-payment of the minimum wage, amounting to nearly £3 million in fines. What we have seen is the maximum penalty being increased, we are naming and shaming non-compliant businesses, and we are getting that sort of action under a Government led by me.

Q11. Our long-term economic recovery plan for the north-east has seen wages up, apprenticeships doubled and exports up, and unemployment in every constituency in the north-east has fallen in the last year, and by 37% in Hexham. We are fixing the mess left behind by the Labour Government. Can the Prime Minister set out the future plan for the north-east?

We are setting out our long-term economic plan for the north-east. My hon. Friend is absolutely right about the figures in his own constituency: the claimant count in Hexham is down by 53%. But what is really fascinating about what is happening today is what is happening to youth employment, and I can tell the House a new figure: in the last year the UK saw a bigger rise in employment levels for under-25s than the whole of the rest of the European Union combined. That is what is happening with our economy recovering. The biggest risk to that economic recovery is the wrecking ball of the Labour party.

I will tell the hon. Lady what is immoral, and that is racking up debts for our children that we are not prepared to pay ourselves. That is what we inherited. We inherited the biggest budget deficit of any country anywhere in the world. That is the moral—or rather immoral—inheritance that we received from the Labour party.

Q10. Returning to the economy, is the Prime Minister aware that the region with the most tech start-ups outside London, the fastest rate of growth in private sector businesses over the last quarter, and the highest rise in the value of exports, is the north-east of England? Does he agree that we should stick to the long-term economic plan so that we can all have the benefit of that?

My hon. Friend makes an important point. It is notable when we look at things like small business creation, exports and investment that growth is coming from around the country, including the north-east. That is a huge contrast with 13 years of Labour when in our economy, for every 10 jobs created in the south only one was created in the north. That is the record of the last Labour Government. We need to increase entrepreneurialism and start-ups in every part of our country—that is what start-up loans and the enterprise allowance scheme are doing. There is a new spirit of enterprise in Britain, and this Government are backing it.

I agree with the hon. Gentleman on both counts. As ever, the Queen’s visit to Northern Ireland has been a huge success, and it has highlighted the economic renaissance that is taking place there. With over 800 foreign investors, Northern Ireland is now one of the top UK destinations for investment. May I just say that I am extremely envious of Her Majesty’s being able to see the iron throne on the set of “Game of Thrones”? That is now one of the most successful television productions anywhere in the world, and it is hosted in Northern Ireland.

The hon. Gentleman is also right about welfare reform. The point of it is to help people to get back to work, rather than just to cut budgets, and we need to explain to all the parties in Northern Ireland that we should be engaging in welfare reform to help to get people back to work.

Q9. On this side of the House, we have a long-term economic plan, with education funding at its heart and as a consequence. This can be seen in the enhanced £269 per pupil funding that all schools in Northumberland will receive next April. Does the Prime Minister agree that we need to continue to make progress on education funding, so that as the plan takes effect we get fairer funding for all the schools in this country?

My hon. Friend is absolutely right to say that education and better schools and skills are at the heart of our long-term economic plan. He should note that we are spending £18 billion on school buildings during this Parliament, which is more than Labour spent in its first two terms combined. Specifically on the issue of a fair national funding formula, we have made some progress by allocating £350 million to the least fairly funded local authorities. That will make a real difference in the coming year.

I have made clear my view about this issue many, many times over many, many years. I think the council tax is a much better replacement. The key now is to keep the levels of council tax down. That is why Government Members support a freeze.

Q15. In 2012, 150,000 people petitioned this House to stop charitable air ambulances having to pay VAT on fuel. May I thank the Prime Minister for his actions in the 2014 Budget which will mean that more missions are flown and more lives are saved? Does he agree that this is possible only because we are using the LIBOR fines for good purposes and because we have a long-term economic plan?

My hon. Friend is absolutely right. I pay tribute to him because he is the founder and chair of the all-party group on air ambulances. He has campaigned tirelessly on this issue, and he led a debate in the House in 2012. I am delighted about the result that was achieved in the Budget. As he says, it will lead to an expansion of the service. He is also right that you can only make these decisions if you look after the nation’s resources, control public spending, and get the deficit down—in short, if you have a long-term economic plan.

In the north-east, all 29 constituencies have seen an increase in apprenticeship starts since 2010. I recently opened an engineering academy in Hexham. Does my right hon. Friend agree that it is only through the provision of better skills and apprenticeships that we will improve the living standards of our young people?

My hon. Friend is absolutely right. I saw for myself on a visit to Stockton and Darlington what a difference the extra apprenticeships and funding are making. We want the recovery to be shared right across our country. In the north-east, unemployment has fallen by 3,000 this quarter, but it is still too high. There are 28,000 more people in work than there were at the time of the election, but we have further to go and we must stick to the economic plan that is delivering.

The hon. Gentleman is absolutely right: it is in our interest to have a working and stable single currency on our doorstep, and that will require a banking union, just as we effectively have a banking union and single currency in the United Kingdom. Some progress has been made. In terms of our efforts, the most important thing for us is to make sure that, as that goes ahead in the eurozone, we are not left out in respect of the regulations that affect the single market. Financial services is, of course, a vital business not just for the City of London, but for the cities of Belfast, Glasgow, Birmingham and the like. It is there that we should focus our negotiating effort to make sure that we have real safeguards in how those regulations are written.

The north-east of England has a positive balance of payments. Did the Prime Minister have the chance to point out in respect of trade and employment that general unemployment in the north-east has fallen by 18% and youth unemployment by 24% over the last 18 months—due, I suggest, to the policies of this Government?

I thank my hon. Friend for standing up for the north-east. I had a good meeting in Brussels with Martin Callanan, the leader of Britain’s MEPs, who strongly represents the north-east in the European Parliament. We are seeing better employment figures and falls in unemployment in parts of the country, but we have more work to do to make sure that the recovery is spread right around the country.

I am grateful for the hon. Lady’s question. In some cases it is money—we have put in money for humanitarian aid to Lebanon, Jordan, and some limited resources to Turkey. As I said, however, it has also been about directly providing the Jordanians with specific pieces of equipment they have asked for. We have helped the Lebanese army, given quite a lot of advice, and we stand ready to help as we can. In the long term, it is untenable for countries such as Lebanon to see an increase of, effectively, a quarter in their population. We need a solution to the crisis so that people can go home.

On the economy, the Prime Minister spoke of repairing our broken banking system. Does he agree that the creation and expansion of regional and local banks are key reforms of this Government that will provide finance for small and medium-sized enterprises, address payday lending problems, and reinvigorate local community banking?

My hon. Friend is absolutely right. As well as looking at the big banks and how we nurse them back to health—some good progress has been made there—we also need to encourage what are called “challenger” banks, and new lenders into the British economy. Those can be crowdsource funders as well as new start-up banks, or businesses such as supermarkets that are getting into banking. We should be encouraging all those things for a more competitive sector.

I think my hon. Friend would agree that, while low tax rates are good for business and there is nothing wrong with healthy tax competition, when we set a low tax rate we should then say to businesses, “We have a low tax rate; now you must pay the tax.” I believe that the G8 agenda will help us in that regard.

People in the north-east will especially welcome the agreement on tax transparency and tax-dodging. Will the Prime Minister say more about the effect that that will have on future Government tax receipts and the war on poverty?

My hon. Friend is right to ask that question. Dealing more effectively with tax evasion, which is illegal, and with aggressive tax avoidance, which, as I have said many times, raises serious moral issues, while at the same time garnering more revenue, can help us to keep down taxes on hard-working people who do the right thing. That is what should drive our whole agenda. As I said earlier, we have recovered a lot of money from territories and bank accounts, and we should continue to do so.

I do not think that anybody in the EU doubts the very strong views of this House of Commons and of the British public about our relationship with Europe and the fact that we should not be having big increases in the EU budget. That is well understood and this Government reflect that very clearly, unlike the last Government, who endlessly gave away our money. I have explained that I will be saying more this year about the new settlement that we are seeking in Europe.

People in Northumberland will be delighted that it is this Government who are keeping the rebate, stopping the budget rise and working with the fiscal sensibles in Sweden, Holland and Germany. Does the Prime Minister agree that fiscal restraint and constraint are gradually becoming the prevailing argument in Europe?

My hon. Friend makes an important point. We must work hard to keep this alliance together, because there are many countries and parties in Europe that want to see an even bigger EU budget. Sadly, that includes the socialist party, which Labour belongs to. It is campaigning and fighting for an increase in the budget. This is what the leader of the European socialists says:

“If the EU budget is decided on the basis of Van Rompuy’s latest proposal—or an even worse compromise—it will be a budget of broken promises.”

That is the policy that Labour is signed up to, and it is only this Government who are preventing it from happening.

We had no defence review for 10 years, and now the Opposition want two in one go. That is absolutely typical of the opportunism of the Labour party. This is a day, as hostilities in Libya are coming to an end, on which we should be praising our armed services and all that they have done.

Q14. Schools in rural Northumberland were largely ignored by the previous Government. With the schools budget rising from £35 billion to £39 billion in 2015, will the Prime Minister welcome the finance bid put forward by Prudhoe community high school in my constituency?

I will certainly welcome that bid. It is important to note that, because we are protecting the per-pupil funding, even at a difficult time for the economy and public spending, the education budget will be rising and not falling—[Interruption.] As ever, the shadow Chancellor is wrong, even when he is sitting down. He talks even more rubbish when he stands up. I digress. As well as the extra investment in the schools budget, there is also the opportunity for free schools, which I think are going to be a major reform in our country, to bring in more good school places. Perhaps when a future shadow Chancellor attends one of those schools, he will learn a few manners. [Interruption.]

I do not agree with that. We consulted very carefully with the police and the security services in order to try to get to a better position, because frankly, control orders did not have the confidence of the public and did not work in far too many cases. The arrangements that we have put in place will keep this country safe and have greater public confidence.

May I thank the House and all my Hexham constituents for their messages of support while I was temporarily in hospital? I am now fully recovered, thanks to the outstanding care of the NHS and its hard-working doctors and nurses. Does the Prime Minister agree with me, as many doctors and nurses did, that it must be our mission to improve and reform the NHS, so that the service that we so cherish will improve with the challenges ahead?

May I say how good it is to see my hon. Friend back in his place and fully recovered? He is right: the point of our health reforms is to put doctors in charge, give patients greater choice, and heal the divide between health and social care. I believe that they will lead to a stronger NHS and better outcomes for patients.

I remember the visit that the hon. Gentleman mentions, and one of the things we said was that we would sort out the Presbyterian Mutual Society, and I am proud to say that we have done that and delivered that important pledge to people in Northern Ireland. Everyone in Northern Ireland knows that we have got to rebalance the economy: the public sector is too big, the private sector is too small. My right hon. Friend the Northern Ireland Secretary is looking at all the potential of things such as enterprise zones and different tax rates to try to help to bring that about. That is exactly what we are committed to.

Q12. During my recent visit to Ponteland high school, pupils told me that apprenticeships were their No. 1 priority. With strong ongoing local schemes already operating in the area at Egger and SCA, will the Prime Minister back the skills for work campaign to encourage more youngsters in the north-east to take up the apprenticeships that are there?

My hon. Friend is absolutely right to raise this. We have made some difficult decisions in this spending round, but we have increased the funding for apprenticeships so that we will be funding 75,000 more apprenticeships than what was planned under Labour. We think this is absolutely vital not just to help young people into work for the short term but to make sure they can have good and worthwhile careers in our rebalanced economy.

In the Prime Minister’s absence last week, he might have missed two surprising events. First, the shadow Chancellor made a speech that contained lots of criticism, but not one recommendation for reducing the deficit. Secondly, we saw a five-minute silent cameo from the former Prime Minister, although amazingly, for such a fiscal champion, it was during Environment, Food and Rural Affairs questions.

The hon. Gentleman makes a good point. My views about this issue are on the record, and they have not changed. I would like to see if we can make the argument. There is not a case for Sinn Fein Members not to take their seats. I think that at the moment we let them off the hook, so I would like to re-examine the argument and see if we can find a new way of doing this.

Q12. Saturday is Armed Forces day. In my constituency of Hexham in Northumberland we have hundreds of Royal Artillery servicemen who have recently returned from Afghanistan and will receive the freedom of the town. When they are off duty, they will receive multiple discounts from dozens of stores, restaurants and pubs that are doing their bit locally. Does the Prime Minister agree that it is everyone’s duty, not just in the House but all around the country, to go the extra mile and show the gratitude that we all have for our brave troops?

I very much agree with my hon. Friend. As I said earlier, this is something that the whole country needs to do, not just the Government. Yes, we have our responsibilities to make sure that we are living up to the military covenant and are doing all that we can for our armed forces and their families, but it is something that communities, individuals and businesses can do, too. I understand that in Hexham, there will be a nine-hour forces celebration. When those servicemen and women are off duty, there will be discounts, as he said, from restaurants and pubs, so I expect that it might get a bit lively, and I am sure that he will join in the fun.

I was focused and listening to every minute of the discussions. We want to get it right in dealing with deficits and encouraging growth, but the conclusions make it clear that those countries with really bad deficit problems have to take action. When one sits at the table and looks at the problems in Greece, and at the difficulties in Spain, one asks oneself who has the biggest budget deficit, and the answer is Britain, because we were left it by the Labour party.

The right hon. and learned Member for Camberwell and Peckham (Ms Harman) accused the Prime Minister of pandering. Does the Prime Minister agree that the only people who are behaving like pandas, which have notoriously bad vision, are the Opposition, who have signed away so much over the past 13 years?

My hon. Friend is right. Over the past 13 years, we have had a succession of treaty changes, whether Nice, Amsterdam or Lisbon, but we have not had the action that we needed to complete the single market to make the differences that would help our economy. We should aim for fewer institutional changes—not more treaties—and getting things done in Europe that will benefit the British economy.
