Commons ChamberDoes my hon. Friend agree that we need a change of emphasis from the Government? Instead of improving broadband quality for those who have some broadband—which, by and large, is their current policy, on a value-for-money basis—should they not focus primarily on areas with no broadband, so that real progress can be made?
I am not sure that my hon. Friend’s characterisation of the Government’s policy is correct, although that may be its effect. However, the principle of addressing the needs of people who have no digital connectivity is absolutely right, and is a crucial feature of the debate and of my argument.
