What is so puzzling about the hon. Lady’s question is that she cannot explain why every attempt that we have made to make it easier to convert existing property—offices, shops and agricultural buildings—into housing has been opposed by the Labour party. Labour Members cannot have it both ways: either they want to maximise the number of houses derived from existing property or they do not; but they cannot preach one thing and do the other.

The community in the Headingley and Hyde Park area of Leeds was dismayed last week when councillors disgracefully voted in favour of the development of a supermarket and housing on a playing field, which could have been a once-in-a-lifetime opportunity to secure the Olympic legacy. An asset of community value application was in place, so what advice can the Minister give the community on urgently challenging the decision and stopping the development going ahead until the ACV application has been heard?

My hon. Friend will understand that I cannot comment on any particular application. Of course, I do not know precisely where that decision is, but he is always entitled to write to me or the Secretary of State to ask us to call in a decision, especially if it is more than locally controversial or challenges an important national policy area, such as the protection of playing fields.

The national planning policy framework, taken together, constitutes the Government’s view of what sustainable development means in planning.

I thank the Minister for that brief answer. He visited north Leeds and Wharfedale—and we were pleased to have him—an area facing the prospect of hundreds of new homes at a time when there are already congested roads and not enough school places, doctors and dentists. What more will he and the Department do to ensure we have genuine sustainable development that includes all those things before houses are built?

I understand that the local plan submitted by Leeds council is now under examination. That process will test whether the provisions for infrastructure are adequate to support the level of development the council has decided it needs. He and his constituents will have every opportunity to put their case as to why they need investment in more infrastructure to support proposed development.

We need more social housing and more affordable housing, but does the Secretary of State understand the anger in north Leeds at the fact that Labour-run Leeds city council is bringing forward plans to concrete over much of our green belt with hundreds, if not thousands, of new homes?

The protections in the national planning policy framework for the green belt are very, very clear and very, very strong. Only in exceptional circumstances can development take place on the green belt, and the local authority will need to consult extensively with the local community to gain its support for any proposed change in the green belt.

The Department for Culture, Media and Sport is reviewing the whole situation for betting shops, but we have no specific plans to do as the right hon. Gentleman suggests at this time.

The Minister is right to say that local authorities can, and indeed should, introduce local planning policies to deal with the kind of problems that we have heard about. Will he therefore join my condemnation and that of the all-party save the pub group of the extraordinary decision taken by the British Beer and Pub Association to seek to overturn Cambridge city council’s elected policy for pubs, given that that is what the council wants to do and the people want it as well?

If the policy of the city of Cambridge is properly arrived at as an expression of local feeling, I am sure that it will be able to defend it from any challenge from whatever quarter.
