My hon. Friend makes a very important point. Of course, the European convention on human rights was authored in large part by a British lawyer—a former Conservative Lord Chancellor, in fact. Whatever one thinks of the operations of the Court at different times, the rights contained in that convention are precious. I thank Judge Mahoney for his outstanding work, and I know that there are some brilliant lawyers who stand ready to replace him. I am sure that the Council of Europe will give careful thought, as ever, to ensuring that we have the right candidate in place to emulate Judge Mahoney’s outstanding work.

Constituents including the families of Jamie Still and of David and Dorothy Metcalf were dismayed after the report in the Telegraph that there would be an announcement on criminal driving in the Queen’s Speech turned out not to be correct. Will the Secretary of State give a clear assurance that the review will happen quickly and that we will finally get changes to give victims of criminal driving and their families better justice?

I hope that the Secretary of State, who takes a keen interest in this issue, will meet me and Brake to discuss my Criminal Driving (Justice for Victims) Bill. May I gently point out that the consultation on this started on 6 May 2014 —a very long time ago, and we are not expecting to hear anything back from the right hon. Gentleman until later this year?

I am grateful to the hon. Gentleman for the persistent and effective way in which he has continued to campaign for a change in the law. We had the opportunity to meet MPs from many parties to discuss the case for change. There was widespread agreement that change was needed, but no agreement about precisely what change. We will get back to him in due course.

University technical colleges are an increasingly important and positive part of our education system. Do Ministers share my dismay that, despite the Baker Dearing Trust making it very clear that one would be welcome in Leeds, Leeds city council refused to put one together for the important West Park centre site, which is now a pile of rubble?

I am genuinely sorry to hear that and I look forward to working with the hon. Gentleman in order to make sure that opportunities for children in Leeds are not thwarted by the Labour council.

I feel sorry for some seven-year-olds because they will have lived through years of Labour government when failure was all around them, but at last there is a Government who have high expectations for every child. I am sorry that the spirit of consensus that has prevailed so far has been shattered by the hon. Lady, because I had assumed that Labour was committed to ensuring that children in their earliest years had an opportunity to enjoy the very best teaching. It seems to me that it is not just in east Durham that there is a poverty of aspiration on the part of the Labour party.

I was interested to look at the Association of Colleges survey, which showed that an equal number of colleges were, in fact, attracting more students. The truth is that there is increased competition among colleges to attract students, with strong colleges, like the one of which the hon. Gentleman used to be the principal, doing a fantastic job, but with weaker colleges—of which, sadly, there are still one or two—having to up their game.

Last week, the governing body of the historic Prince Henry grammar school, which is a comprehensive school in Otley, voted by 10 to nine to become an academy, although one governor, who had made it clear that she was going to vote against it, was away. Regardless of that decision, does the Secretary of State understand the concern that such an important decision has been taken on such a close vote?

When schools become academies, it is important that governors are clear about the advantages and the issues. It is always difficult, when the vote is narrow, to discern what any individual who was not there, having heard all the arguments, might have done when the decision was taken. I would be happy to discuss the pros and cons of this case with my hon. Friend. If the school does become an academy, I am sure it will flourish as one, but if it chooses to keep its current status, I am sure it will benefit as well.

8. When he plans to announce his proposals for capital funding for schools.

I announced the capital allocations for schools for 2011-12 in December last year. The James review of capital funding is considering how we can get better value for money out of capital allocations in future years. When it reports shortly, we should be in a position to explain what capital allocations will be in place for all schools from 2012-13 onwards.

The excellent Prince Henry’s grammar school in my constituency was failed for many years by the wasteful Building Schools for the Future programme, so I warmly welcome that capital funding. How will the Secretary of State ensure that it targets schools such as Prince Henry’s, which have a clear need to get their buildings up to scratch—that is, to a standard that he and I would wish for?

My hon. Friend presents a very passionate and well-informed case on behalf of his constituents on this occasion, as he does in every case. The truth is, sadly, that the situation we inherited meant that money did not go to the schools that were most dilapidated but to those schools that were favoured for political reasons by the last Government. For that reason, we shall ensure that any system of capital allocation in the future focuses explicitly on need.
