Commons ChamberAs I have said, the Government have made discretionary housing payments available to local authorities so that they can take specific facts into account, because they are obviously better acquainted with what is happening on the ground. What I would say to the hon. Gentleman’s constituent is that he should talk to his local authority.
Will my hon. Friend and his Conservative ministerial colleagues stop blocking the Affordable Homes Bill tabled by my hon. Friend the Member for St Ives (Andrew George) and allow it to be passed before the end of this Parliament, so that some of these issues can be resolved?
I am afraid that the estimated cost of the Affordable Homes Bill is about £1,000 million. As well as having to find the money to pay for it, the hon. Member for St Ives would have to identify the other benefits that would need to be cut to enable us to stay within the welfare cap to which both Government parties and the Opposition have signed up.

Commons ChamberWe must of course ensure that our visa system is fit for purpose, but will the Minister acknowledge the importance of non-EU students not only to the national economy but to local economies? There are 33,000 in Yorkshire and the Humber and 5,795 at Leeds university alone, and they make a huge contribution to the local area.
I do acknowledge that, and, as I made clear in answer to an earlier question, we have no plans to cap the number of students who come to our excellent universities and make a valuable contribution to growth. The best of them will have an opportunity to remain here after their studies if they find graduate-level jobs that pay decent salaries, and they are very welcome to do so.

Commons ChamberThe hon. Gentleman will know that the Department does not say that at all—it is not what is stated in the impact assessment that Ministers have signed up to. I do not believe either that that is what the article in the newspaper said. On enfranchisement, we are very clear: our proposals will make it easier for people who are entitled to be registered to be registered. He will know that we are carrying out data-matching pilots across the country, and we will take forward and roll out any lessons from that to make it easier for people who are eligible to be registered.

Commons ChamberThe whole point of using the data-matching pilots and so forth is so that the electoral registration office can identify eligible voters and encourage them to register to vote. It would not be right to use population data because constituencies should be based on eligible voters and not everyone who lives in a certain area is eligible to vote in parliamentary elections. That is why it is not right to use census data. We should use electoral registration data instead.
Will the Minister look at the specific issue of college and university students who live at both a term-time address and a different address during the rest of the year? Some are registered in both places, some in one place, and others in none. The result is that, as in Leeds North West, the turnout figures are misleading because quite a number of those people have voted elsewhere. I feel this needs particular consideration. May I have a conversation with the Minister about it?
The hon. Gentleman makes a good point. It is, of course, perfectly lawful for individuals to be registered in more than one place—they may do so if they occupy two properties, for example—although it is not lawful for them to vote more than once for the same body. The much-quoted survey about people who are not registered did not address one particular aspect of that issue: quite a lot of students who it said were not registered to vote at their term-time address are, of course, registered to vote at their home or parental address. The hon. Gentleman raises an important point, and I would be very pleased to meet him to discuss it.
