I cannot promise a debate immediately, but I will ask my hon. Friends at the Department of Health to contact NHS England about that. One of its responsibilities is to commission those primary care services, and it has a statutory requirement to try to secure equal access to services, so equal access to general practice is one of the central objectives it has to meet.

Last January the Government committed to legislate to introduce a statutory code of practice for the large pub companies. The following consultation showed that 67% of those responding want the Business, Innovation and Skills Committee’s market rent-only option, which is also backed by the majority of MPs in this House. Considering that there has been something of a lack of Government business, it seems very strange that we have had no announcement. Will the Leader of the House tell us what is stopping the announcement of this legislation coming forward and who is stopping that happening?

I must take issue with my hon. Friend on one point: there is no lack of Government business. We have three carry-over Bills that have just completed their Committee stage, for example. We have not yet been able to schedule an opportunity for them to come back to the Floor of the House. We have also had consideration on the Floor of the House of the Wales Bill and the Finance Bill, and the Second Reading of the High Speed Rail (London – West Midlands) Bill has now been scheduled. A substantial amount of business is still being dealt with in this Session. In response to my hon. Friend’s question, we have had a consultation and we are considering the results. It will not surprise him to learn that I am not in any position to pre-empt the contents of the Queen’s Speech, in which the issues relating to future legislation will be clarified.

May we have a debate on how we can encourage more families to adopt? Will the Leader of the House join me in welcoming Yorkshire and Humber’s adoption day—which was staged by an organisation called Being Family—given that there are currently 116 children in the Leeds area who would like to be adopted?

Many of us, as constituency Members, are aware of the benefits of adoption—particularly for the youngest children—and the need for it to take place more quickly. I hope the hon. Gentleman will find that the Children and Families Bill will make a substantial difference. There have been more adoptions in the last year than there were in the year before, but I expect the Bill to help more children for whom it is appropriate to be adopted, and to be adopted sooner.

It might be suitable for a case of that kind to be raised in an Adjournment debate, and the hon. Gentleman may wish to apply for such a debate. May we have a debate on the impact and application of the excellent “assets of community value” scheme, a very welcome measure that was introduced in the Localism Act 2011? It is clear that some councils—including, I am afraid, Leeds city council—are deliberately turning down applications on the basis that they do not believe that the community could have a bid. Surely that is against the spirit of this important legislation.

It is important for the new right that has been given to communities to be exercised positively. The Government are funding a support programme to help communities to make use of the right to bid for assets of community value, which includes expert advice on grant funding for the development of business plans. As my hon. Friend knows, this is a matter for local councils, but he has rightly raised it on behalf of his constituents because he wants assets of community value to be recognised, and I hope that his local council will listen to what he has to say about assets of community value in his constituency.

May we have a debate on the housing targets used by local authorities? The housing targets used by Leeds city council are being challenged, including by Dr Rachael Unsworth at Leeds university and Wharfedale and Airedale Review Development. May we debate whether the targets are accurate before we see huge swathes of north Leeds and Wharfedale being built on?

What my hon. Friend says is interesting. I will ask my right hon. Friend the Secretary of State for Communities and Local Government to look at it. One of the essential things for local authorities to do, as part of the national planning policy framework, is to ensure that they meet five years’ demand for housing in their areas. So what that demand is and what the targets ought to be are important questions, but of course, they can be challenged on appeal to the inspectorate if someone thinks that a local plan is inaccurate.

I did, of course, write to the Chair of the Backbench Business Committee noting that that petition had passed the point of 100,000 signatures. At the meeting on Tuesday that Committee received a submission from Members about a debate on that subject. It is now not for me but for the Backbench Business Committee to decide whether a debate should be timetabled.

Members across the House are helping constituent businesses with issues of bank bullying—I currently have cases involving Barclays, Lloyds and Yorkshire Bank. In the light of the Tomlinson report, may we have a debate on how we deal with that issue, which is high on the agenda of our constituents?

I do not think that I sought to assure the House—I think that I have assured the House. I have made that clear. I reiterate my earlier point that the Public Accounts Committee report makes important points about the historic problems, and that is precisely why the Secretary of State and my colleagues have sought to ensure the safe and sound delivery of the programme by proceeding at a different pace for the roll-out. They and we remain committed to the achievement of universal credit on time and on budget, because the resources we provide should be directed towards supporting those who are most in need, and in the context of ensuring that it always pays to be in work.

May we have a debate on the Government’s policy on light rail? The excellent “Green light for light rail” report overturned the anti-tram policy of the previous Government but, unfortunately, Leeds is still being told that we cannot have a tram station and that we have to have a bus-based scheme, which was a decision made by the previous Government. May we have a debate on why Leeds cannot have a modern light rail scheme?

I will ask my colleagues at the Department for Transport to respond to the particular points raised by the hon. Gentleman, but he and his colleagues in Leeds may wish to secure an Adjournment debate on the issue. My constituency has a guided busway scheme that uses an old rail route. It has become very successful and is now exceeding its anticipated passenger numbers. Although there were considerable difficulties involved in establishing it, it is possible to have an effective public transport route, through a guided busway system, on an old rail corridor.

May we have a debate on how councils are responding to community applications for “assets of community value” registrations? Leeds city council recently turned down applications for a playing field and a swimming pool in Headingley and Hyde Park, where there are very few such facilities, on the grounds that the community would not realistically be able to buy them. I do not think that that is appropriate in terms of legislation. May we have a debate to establish whether the community could at least try to bid for those facilities?

That is an important point. I will ask Ministers at the Department for Communities and Local Government to respond specifically on how the new legislation should be interpreted in relation to what should be entered on to the register of community assets and whether some pre-emptive decision should be made about whether the community would be able to bid for that. It is important that assets of community value can include sports fields and sports facilities, and the right to bid really applies, of course, when that list of community assets is established, so the point my hon. Friend makes is important.

If the hon. Gentleman has not already raised the issue with the DWP, I shall be glad to secure a reply relating to those circumstances. However, the management of the processes involved in medical assessment for benefits has improved following the Harrington reviews. The Government are continuing to consider the important “fitness for work” report by Dame Carol Black and David Frost—which concerns, in particular, issues relating to GPs and helping people back into work—and hope to introduce measures as a result.

It has not been a bad week for the Australians when it comes to rugby league. They won the women’s, armed forces, police and student world cups in the festival of world cups, while France won the wheelchair world cup. There are exactly 100 days to go until the men’s rugby league world cup, which will be the first major sporting tournament in this country since the London 2012 Olympics. May we have a statement from the Sports Minister about Government support, and will the Prime Minister agree to adopt “Jerusalem” as the anthem for England?

The hon. Gentleman might have heard the Prime Minister make it clear on Tuesday—I think in response to a Member from Leicester—that we are working towards a pilot scheme of that kind. The Home Secretary will announce the details of that pilot scheme in due course.

There is unprecedented interest in the 100th Tour de France, which is currently taking place. I am sure that all Members would salute Mark Cavendish’s fifth stage victory. There is huge excitement in Yorkshire about the 101st Tour de France, which will start in Leeds and go around Yorkshire, through Sheffield and on to Cambridge and London. May we have a statement from the Government, who are working hard to make sure that it is a success, to ensure that we make the most of this thrilling opportunity next year?

Yes, there is great excitement, not least in my own constituency, which, as my hon. Friend says, the Tour de France will reach after the grand départ in Yorkshire. The Cabinet was briefed about it some months ago, and I thought it was an interesting and exciting proposal. I am pleased that the Government are backing it. I cannot promise a statement, but I urge my hon. Friend to be here when Ministers from the Department of Culture, Media and Sport answer questions on 5 September. That may be a timely moment to talk about further support for the Tour de France.

The hon. Gentleman was here last week and will have heard some of the exchanges on that point. Colleagues on both sides of the House have set out how strongly they feel about the contribution made by some of our national museums, particularly those relating to science and technology, railways and coal mining. Of course, his persuasion and influence no doubt encouraged Opposition Front Benchers to choose the contribution of the creative arts in the regions as the subject for the Opposition day debate next week.

As we approach the first anniversary of the wonderful London 2012 Olympics, may we have a debate on what more can be done to strengthen the position of sports facilities and playing fields in the planning system? The Hyde Park Olympic Legacy Group in my constituency is campaigning to retain a field but finding it frustrating, so this is an issue that we should discuss.

My hon. Friend makes a good point. I hope that we are all actively pursuing the sporting legacy. I know that is something that Lord Coe is doing, leading from the Cabinet Office. In my area—I hope that this is true for others—we are working together, through the sports partnerships, to try to maximise the sporting legacy of the Olympics and Paralympics. My hon. Friend raises an interesting point about access to facilities. I think that some of our legislation, including that relating to assets of community value, will make a considerable difference. He will have an opportunity to raise the matter when Ministers from the Department for Culture, Media and Sport answer questions next Thursday.

The hon. Gentleman and the House will be aware that my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs has regularly reported to the House on these issues, including at this Dispatch Box. What he has said when he was here is still true: these are difficult areas and dynamic situations, and as a consequence the Government are not ruling out further changes and, in discussions over the next few days with our European partners we will be discussing how the arms embargo has been amended and may be amended in future. My right hon. Friend has kept the House fully informed, therefore, and I am sure he will take every opportunity to do so again in the future.

A few weeks ago we had a debate on the lack of accountability in the NHS and I am afraid it appears that we need another one. On 19 April, these comments were made in Computer Weekly about Sir Bruce Keogh’s decision to suspend surgery at Leeds:

“Keogh, first by requesting unverified data, then by ignoring the data's obvious faults, then by breaching usual procedure in not seeking to clarify those faults, then apparently wilfully misinterpreting that data, and then using the weight of all these errors to tell Leeds to close its heart unit, may have committed a serious breach of protocols he had helped establish.”

Why is the Secretary of State for Health still refusing to have an independent investigation into this matter?

My hon. Friend will have heard what my right hon. Friend the Health Secretary said in response to an urgent question about these issues. I share the Health Secretary’s confidence in the decisions that Sir Bruce Keogh took and, indeed, his precautionary approach. As my hon. Friend will recall, in a matter of days he and NHS England were able to agree with Leeds general infirmary on how to proceed in a way that offered parents and children the necessary reassurance about safety.

The hon. Gentleman should know that matters of this kind are inappropriate for public debate, but that does not mean that they are not the subject of—[Interruption.] The preparations for future funerals are not a fit subject for public debate, but they are the subject of detailed consideration, as were the arrangements for Baroness Thatcher’s funeral over a substantial period. I do not recognise the figures he mentioned; I have no knowledge of any basis for figures of that kind. We have made it clear that the figures will be substantially below what he mentioned and they will of course be published in due course. All the arrangements relating to Baroness Thatcher’s funeral seemed to me entirely appropriate and fitting in the circumstances.

Section 68 on page 21 of the General Medical Council’s “Good Medical Practice” states:

“You must be honest and trustworthy in all your communication with patients and colleagues. This means you must make clear the limits of your knowledge and make reasonable checks to make sure any information you give is accurate.”

Sir Bruce Keogh, the medical director of the NHS, failed to abide by that duty in his decision to suspend children’s heart surgery at the Leeds general infirmary. When are we going to get a statement from the Secretary of State for Health that will finally announce a proper investigation into this fiasco?

I do not agree with my hon. Friend in relation to Sir Bruce Keogh. I think that he acted as anybody, objectively, would believe he should have done when in receipt of that information, in order to take a precautionary approach while trying to establish all the facts and to put patient safety first.

On my hon. Friend’s question about a statement, I know that he was here in his place when my right hon. Friend the Secretary of State for Health responded to an urgent question on Monday. My right hon. Friend answered questions at that point, as well as making it clear that he would be willing to do so again in the future.

The hon. Gentleman will be pleased to know that the general anti-avoidance measure will come into force in April—an important strengthening of our reduction of tax avoidance. If the hon. Gentleman does not have the opportunity to discuss these issues beforehand, he might find that they are relevant to the debate on the Budget.

We always knew that the decision to close the children’s heart surgery unit in Leeds was flawed, biased and unacceptably opaque, and today we have found out that it was unlawful. In addition, the safe and sustainable consultation as a whole has been declared unlawful and the conduct of the Joint Committee of Primary Care Trusts has been called into question and accused of failing in its duty. I say to the right hon. Gentleman that we must have a statement in this House, because the whole review is now in chaos, and part of that statement should say that JCPCT members should never take part again in any consultation on major changes to the health service.

The High Court’s decision on the failure to disclose the sub-scores of the Kennedy scoring system was announced only this morning, but the judge has not made a further decision on the implications for the review itself or on the order she might make in that regard. I reiterate to my hon. Friend that it would be premature for Ministers to make a statement. Indeed, it is not for Ministers to make a decision in the first instance, as this is an independent review conducted by primary care trusts. They should decide how to proceed once the court has made its decision.

I am indeed aware of the disestablishment of the Church in Wales, but it does not mean that specific legal arrangements relating to that Church will not prove necessary, given its responsibility to provide opportunities for marriage for the whole population of Wales. I am not an expert on the subject, but I am sure that it will form part of the debate on the equal marriage Bill, and I hope that the hon. Gentleman will have a chance then not only to make his points, but to be given good answers.

In January this year, the House voted unanimously for a review of the Government’s much-criticised decision to retain self-regulation for the big pub companies. Last week we learned from the British Beer and Pub Association that self-regulation has no role in tenant profitability, which was the big problem identified by the Select Committee. Now that we know that self-regulation cannot work, may we have that review, and may we have a statement from a Minister?

I imagine that the hon. Gentleman will therefore have been appreciative and attentive when the Secretary of State for Energy and Climate Change gave evidence to the Select Committee. He made it clear that—as the Prime Minister and Ministers have said at the Dispatch Box, and as I repeated at previous business questions—we will ensure that people have access to the best possible tariffs. That is exactly what the Secretary of State has now made clear we will do, and further announcements will be made shortly.

We were all inspired by the success of our sporting heroes this summer. The challenge now is to get ordinary people involved in local sports, so can we have a debate about grass-roots community sport and the vital work of our county sports partnerships? Will the right hon. Gentleman also commend West Yorkshire Sport in my area for putting on the first Olympic legacy “Be Inspired, Get Involved” community sports fair next Wednesday at Lawnswood school?

Yes, I very much appreciate that. In my experience, sports partnerships have made tremendous strides in enabling competitive sport to prosper in schools around the country and have not limited but encouraged wider participation in sport among young people. That is why, as Secretary of State for Health, I provided additional financial support to organisers of sports partnerships. I share my hon. Friend’s view. We have discussed this point previously at business questions, and I hope that initiatives will emerge that enable us to debate the sporting legacy and the future of sport in this country, given the tremendous opportunity we have following the Olympics and Paralympics.

I hope there will be opportunities to discuss these issues. The hon. Gentleman might talk to his colleagues on the Opposition Front Bench. Instead of a debate on regional pay in the NHS, which is not proposed, he might have invited his colleagues to have a debate on improving outcomes in the NHS, which is what this Government are setting out to do. Where diabetes is concerned, that is one of our priorities.

May we have an urgent debate on the nonsense of empty properties having to pay rates? It is hugely damaging and is preventing business. Wharfebank business centre in my constituency renovates old mill space to provide wonderful office space. The business is desperate for tenants, yet it cannot renovate further space, because if it does it will be forced to pay full rates on it. It does not make sense and is holding back growth.

Many Members will be aware of this issue, and my hon. Friend makes an important point. I will not dwell on the arguments, but he might note that, given the importance of the issue to small businesses, there will be an opportunity to consider it in the context of the Growth and Infrastructure Bill, which I have announced is due for debate on Monday.

As the hon. Lady will be aware, since the election we have been able to timetable more opportunities for debate on Report, and I pay tribute to my predecessor and the Whips for ensuring that. Often, not just one but two days have been allocated for the Report stage of major Bills. As the hon. Lady says, the children and families Bill is very important. It has not yet been introduced, although we look forward to that.

May we have a debate on the issues faced by older people who are seeking to save money for retirement? The all-party group for ageing and older people has just launched a report on older savers which shows that £13 billion is lost through poor advice and a failure by banks to switch accounts.

I take note of what my hon. Friend says. People feel strongly about that very important issue. We will of course look at the business, and no doubt the Opposition and the Backbench Business Committee will also consider the matter. It could be considered in the context of the Parliamentary Commission on Banking Standards and the approach taken by banks to their customers.

May we have a statement from the Sports Minister on what is happening to deliver the Olympic and Paralympic legacy at community sports level? May I bring to his and the House’s attention the “Get Involved—Be Inspired” initiative, which organises events to get people involved in participating and volunteering, the first of which will be held at Lawnswood school in my constituency?

I am delighted to hear about how the Olympic legacy is giving rise to additional sporting activity in my hon. Friend’s constituency. I know that that will happen across the country, because the Olympic legacy is being followed up by my colleagues in the Department for Culture, Media and Sport and the Department for Communities and Local Government, and by Lord Coe. That is happening not only through activities such as the school games—which this year, for the first time, demonstrated the fantastic capacity for sporting participation across the whole school system; half the schools in this country took part, and back in the early summer I went to the Olympic park to see 35,000 children participating in the finals—but more generally, not least through the measures being taken by the Department of Health to encourage physical activity for every child, particularly at primary school level, so that when children are contemplating taking part in physical activity in later years they have a grounding that enables them to do so.

In an Adjournment debate last year on the safe and sustainable review, the Minister of State, Department of Health, the right hon. Member for Chelmsford (Mr Burns) confirmed the minimum number of operations at 400 a year, saying that it was based on the level of activity needed to provide good quality care around the clock. Does he share my astonishment that the chairman of the joint committee of PCTs has said that he can give no assurance that that will be included in the final review? Does that not undermine this unhappy process?

My hon. Friend will be aware, as other Members are, that this is an independent review conducted by the joint committee of primary care trusts. On that basis, I will not comment directly on anything said in that context. I simply reiterate what was made clear in last year’s debate that the joint committee will not conduct its review solely on the basis of the options set out in its original consultation.

The review of adult congenital heart services is a clinically-led NHS review, independent of Government. I understand that an expert advisory group has been established and its first task will be to develop designation standards and a model of care that commissioners can use to help determine the future pattern of services.

I thank the Secretary of State for that answer, but adult cardiac patients in Yorkshire are both disfranchised and extremely worried because of the review of the children’s heart unit, as if it is closed, they, too, would lose access to surgeons. Does the Secretary of State agree that it does not make sense to have two separate reviews, and that they should instead be brought together?

My hon. Friend will know that no decision has yet been taken on the location of children’s or adult congenital heart surgery centres in England. Neither the draft adult clinical standards nor the proposed standards for children’s services require services for children and adults to be collocated.

I find the hon. Gentleman’s cheek astonishing. It was his party which, before the election, announced its intention of making up to £20 billion of efficiency savings, it was his party which told us after the election that the NHS should be cut, and it is his party which is actually cutting the NHS in Wales. It is the coalition Government who have made decisions that will give the NHS £2.9 billion—a 3% cash increase—and, because of the way in which we are tackling the costs of management, will put more people on the front line. Following the election, there are 3,500 fewer managers and 2,500 more doctors and nurses.

T2. The Secretary of State is well aware of concern in the Yorkshire area about the review of children’s heart units, and I thank him for his recent letter, but does he accept that there is a contradiction between the logic applied to the south of England and that applied to the north, where 14 million people rely on the fact that the children’s heart unit in Leeds is only a two-hour drive away?
