The Electoral Commission does provide such guidance to returning officers and their staff, including those running polling stations. The handbooks from the commission specifically include a procedure for dealing with personation and guidance on dealing with other issues. I am disappointed to hear that Walsall Council does not wish to follow best practice, and I hope it might reconsider following my hon. Friend’s representations.

The coalition Government introduced a £173.5 million fund for a modern public mass transit system in Leeds, and I was delighted that this Government stuck to that commitment. With the election, of course, that has been thrown up in the air, so may I ask the Minister what will happen? Can he assure me that when this place is not sitting there will be proper scrutiny of Leeds City Council’s unambitious and poor plans for spending that money?

First, there will be elections in Yorkshire—certainly, in the Greater Leeds area—this year. The processes for the auditing and scrutiny of expenditure within Government will also continue, and Ministers will remain in office. What there will not be until the new Parliament assembles is the opportunity for Members of this House to raise cases where they think money has not been spent to best effect. However, we are talking of a matter of only seven weeks, so it will not be long before Members representing Leeds and every other part of the country can raise such points.

The Liberal Democrats welcome the opportunity to take on this divisive, destructive Tory Government and their hard Brexit, but how much will this general election cost; and if the Prime Minister wanted to do it, why did she not call it for 4 May? The decision not to do so is going to cost a lot of taxpayers’ money.

The timetable for any general election is laid down by the Fixed-term Parliaments Act and the Political Parties, Elections and Referendums Act 2000. A general election on the same day as the local elections would not be possible, given what the laws require.

It was very striking this morning coming into this place to see so many police officers on duty, not only protecting us but mourning their colleague, the hero PC Keith Palmer. His death in active service, protecting us here, is a reminder that there are families of murdered police officers and of lost loved ones from our armed forces who have still not received proper compensation. Can we look at that issue again, and ensure that the families of every single person who dies in active service in our police force or in our armed forces are properly compensated for the rest of their lives?

It would indeed be good to find a way in which one could spare people the need to go through long and complex litigation to get the compensation that they deserve. That may be something that the hon. Gentleman can raise either in Westminster Hall or through the medium of the Backbench Business Committee.

I wish to add my tributes, on my behalf and that of my party, to the late and much missed Father of the House, Sir Gerald Kaufman. He was an extraordinary servant of Manchester, which he represented for such a remarkable number of years, but, as the hon. Member for Huddersfield (Mr Sheerman) said, he was in fact originally a Leeds boy. He was born in Leeds, went to school in Leeds, and developed a lot of his political thinking in Leeds. Leeds is proud of him and pays tribute to him.

He was also the son of Jewish refugees who escaped pogroms in Poland. For the son of foreign refugees fleeing persecution to end up as Father of this House is not only an enormous tribute to him and his family but something that must surely send a very clear message today, in these troubled times. We should all reflect on it and be proud of his achievement. He was a great parliamentarian—a real defender of this Parliament. All of us who regard ourselves first and foremost as parliamentarians, ahead of our roles in government and party, have certainly lost one of our own.

With regard to my party, it has to be said that he was not always the greatest fan of Liberal Democrats. No doubt that was largely because of Manchester Liberal Democrats snapping somewhat unsuccessfully at his heels for many years. He was clearly never going to be shifted, no matter how long that continued. He had a large personal vote, in addition to representing a safe Labour seat.

Sir Gerald, as hon. and right hon. Members have said, spoke without fear or favour, and he will be long remembered for that. I think some of that goes back to his Leeds origin and famous Yorkshire bluntness. He had the courage to disagree with his own party leaders and colleagues. He had the courage to criticise journalists, as a former journalist. He had the courage, whatever people may feel about his views as a proud Jewish man, to speak out about the situation in Israel and Palestine. The legacy of that is that we must reach the stage where we feel obliged not to take one side or the other, but to fight, as he did, for justice, peace and resolution.

Sir Gerald, I am pleased to say, supported consistently the campaign for fairness in respect of pub companies and their landlords. I am proud to say that he was a parliamentarian who stood up for Parliament in the vote on the matter in November 2014, in which MPs defeated the Government on a three-line Whip after Ministers had not listened. I am proud of the fact that he was involved in that.

On that point, may I ask the Leader of the House for a debate on the way in which we tax pubs? In this country, 37% of pubs face a rates rise, and many thousands face paying £10,000 or more. That will put many pubs out of business. For pubs in Manchester, Leeds, London and all around the country, can we have a debate urgently in Government time about recognising the social value of pubs in the tax system? That simply does not happen at the moment.

Although I cannot offer a specific Government debate on that subject, I can assure the hon. Gentleman that I am confident that the debate on the forthcoming Budget statement will provide him with the opportunity to raise all those questions.

I think all of us who were Members at the time will recall the agony that constituents who lost their—usually modest and hard-earned—savings in that way went through. Obviously, my colleagues in the Department will want to consider the Law Commission’s report carefully. I note that questions to the Business Secretary fall on Tuesday 13 December, so the hon. Lady might be able to press her point then.

The Secretary of State for Business, Energy and Industrial Strategy was sent proof that Paul Newby, the adjudicator, has existing loans and shares that are dependent on income from the pubcos he is supposed to adjudicate, yet it took four months for the Secretary of State to respond to the then Business, Innovation and Skills Committee’s recommendation that the appointment be rescinded and to say simply that he was not going to look at the matter. That is not good enough. People are being denied the right to the market rent-only option that this House voted for, and Mr Newby is doing nothing about it. May we have an urgent debate in Government time on this matter?

That appointment, like all other Government appointments, is made through a process that is designed to ensure that all due diligence is adhered to when putting forward a long list and then a short list of candidates. My understanding is that, following the criticisms that were made, a look was taken at the appointments process in this case, and it was found that absolutely nothing untoward took place in making that appointment.

I will ask the relevant Minister in the Justice Department to contact the hon. Gentleman about this case. No one in the House today will have anything but unreserved sympathy for the family involved, or indeed for any other family in the same appalling situation. There will be also opportunities for him to highlight this issue further through Adjournment debates.

It has now emerged that the person appointed to the quasi-judicial role of Pubs Code Adjudicator has made personal loans of more than £230,000 to Fleurets, a company that is dependent on income from the pub companies that he is supposed to regulate. Having taken four months to respond to the Select Committee, which said that the adjudicator’s appointment should be rescinded, the Secretary of State has now said that he is not going to look into the matter. That is not good enough. May we have an oral statement at the Dispatch Box from the Secretary of State?

At this time of year, when we remember those who died and their families, it is a national disgrace that there is a group of women who still do not receive any support from the state because after grief they again found love. May we have a debate on this injustice and an announcement from the Government that this will finally change?

My hon. Friend is renowned for his modesty on these matters. I am happy to add my congratulations to yours, Mr Speaker, and I suspect that most of us are somewhat in awe of the YouTube video of the Sports Minister demonstrating her footballing skills, which appeared online in the past 24 hours. There will be an opportunity on Thursday 3 November for questions to the Department for Culture, Media and Sport. That will give my hon. Friend the opportunity he seeks.

May we have a debate on the Government’s policy on light rail schemes? We do not know what the policy is. In Leeds, we have a crazy situation whereby the Government made the brave decision to say that Leeds could keep £173.5 million and not waste it on the trolley bus scheme, but now seem to be allowing Leeds to fritter the money away in another way, when what we really need is light rail, so may we have a debate on this important issue?

As I said earlier, under this agreement, if it can be finalised next week, we will for the first time break the link between people getting into a boat or being rescued from a boat in the Aegean and their gaining the right to enter a resettlement or relocation process inside the EU. Instead, there will be an agreed legal route for people to go from the camps to European countries. That will provide a serious disincentive for people to place themselves in the ruthless and exploitative hands of the people traffickers.

On the matter of legality, the statement of the Heads of State or Government says in terms that whatever arrangement they might reach next week should be in accordance with both European and international law.

I wish to associate the Liberal Democrats with the comments on free speech and also with those we have just heard about the very troubling one-for-one refugee agreement, which raises both practical and moral concerns. The Minister is a very honourable man; surely he cannot be comfortable with an agreement that requires refugees to risk their lives travelling to the EU in return for another refugee, but only one from Syria, to get safe passage. That is entirely unacceptable.

The purpose is to put in place a set of arrangements that remove the incentives for people to entrust their safety to the people traffickers. Unless we are able to do that, the risk is exactly that the flow of people and the appalling casualties that result from that flow of people across the Aegean will continue.

We are right not to be part of Schengen, and we are right to call for reform, but does not the invoking of the EU mutual defence clause remind us why we have to be part of a reformed EU as well as part of NATO?

What France has done by invoking that article in the treaty is ask other member states—and crucially not the European institutions—to come to its assistance in all possible ways, to react to the terrorist onslaught on Paris the other week. It is important that we bear in mind that that treaty article refers to the need for the EU always to co-ordinate its work with that of NATO.

My hon. Friend makes an extremely good point. The Government are accountable to this House. The Prime Minister said very plainly on Monday that he wants to give the maximum information to the House, and that he is not afraid of Parliament debating and voting on any Government decision about military action. However, the Government cannot delay reaction in an emergency when British lives might be at risk in order to wait for the House to assemble first.

British Kurds, including those in Leeds, are desperately concerned about what is happening. Kurdish fighters are fighting courageously with inadequate international support. What are the Government doing to support the Kurds and to seek greater recognition for a stable Kurdish land that would be part of stabilising the entire region?

As I said, we have given a considerable amount of assistance to the Kurdish Regional Government, and we continue to do so. We will also continue to work with it bilaterally and through the European Union and various international bodies to try to make sure that there is good governance within the Kurdish region.

Now that legal routes seem to have been exhausted following the disappointing High Court judgment on investment scams in Northern Cyprus, will the Secretary of State confirm that the Minister will take up the matter, and will he meet me, my constituent Sandra Kacinski and other victims to discuss it?
