Commons ChamberI would be delighted to have the opportunity to meet my right hon. Friend and his colleagues. I am always delighted to see so much energy in north Wales when it comes to questions of energy. I remind him that, when I say that we need to demonstrate cost reductions, the most recent reckoning on prices is that tidal stream is around £220 per MWh, wave is about £280 per MWh, and offshore wind is only about £40 per MWh. With scaling up and investment in the technology, we would expect those costs to come down, but I stress the current disparity between those sectors.
In order to get those costs to come down, though, we first have to have the ringfenced pot for tidal stream energy. At the Dispatch Box on 3 November—in column 926 of Hansard—the Prime Minister undertook in response to me that he would look again at this question. There is a hard deadline approaching at the end of the month with the contract for difference. When will we hear the outcome of the Prime Minister’s further look again at this question?
The right hon. Gentleman will have heard the Prime Minister’s words on this matter yesterday from the Dispatch Box, when he was asked about it in relation to his COP statement. I have nothing new to say on the allocation round. We announced the parameters for allocation round 4, which will open in just a few weeks’ time, on 13 December. Project developers will be able to declare their intention to bid, and the round very much includes technologies such as tidal and wave, and other pot 2 emerging technologies.

Commons ChamberThere will be more UK export opportunities for our food and drink industry with the removal of all Australia tariffs. We have considered the impact of additional market access for beef and lamb on UK farmers, which has been balanced by a lengthy 15-year staging period. An independently scrutinised impact assessment will be published prior to implementation.
Patrick Krause, chief executive of the Scottish Crofting Foundation, recently made the point that the real risk for Scottish crofters from the Australia deal comes from the fact that other countries with which we do trade deals will want the same good terms that we have given to Australia. As he said,
“Crofting is good for food, and also has very impressive environmental and climate-change mitigation credentials. And crofting is about the people—crofting has maintained communities in remote rural places.”
How much of that does the Minister think will be said of the products that will be imported to replace crofted lamb?
I thank the right hon. Gentleman for his engagement and his interest. I have engaged extensively with Scottish farmers, crofters and Martin Kennedy of the National Farmers Union Scotland. I have done various roundtables with constituency MPs as well. On the impact of Australian beef and lamb imports, we think it is very unlikely that there will be a surge in imports into this country. Currently, there are strong incentives for Australia to sell into Asia. For example, the lamb quota is not currently fully used. Beef production prices in Asia are twice what they are in the UK. Australia exports 75% of its beef and 70% of its lamb to Asia, which is why I would expect that pattern to be continued. But this is also why we have built safeguards and a staging period of 15 years into the deal.

Commons ChamberIt is very important that we have a broad and deep relationship covering matters such as trade, defence, security, energy and regional issues. It is important that the UK maintains that relationship overall. It does not prevent us from being critical, as we have been on occasions, in relation to human rights.
As is well documented, the Government of Saudi Arabia are indiscriminate in their use of the death penalty, including against minors. In recent years they have detained without trial members of their own royal family, and just recently they were found at the World Trade Organisation to be responsible for sports piracy through the company beoutQ. What makes the Minister think that the Saudi Government will have any regard for the rules of international law? Does he not agree that our new policy in relation to China would be seen in a much better light if we were seen to hold Saudi Arabia to the same standards?
I am not going to comment on China, because I think it is not quite within the scope of the urgent question. At all times, the UK campaigns actively in its foreign policy for the abolition of the death penalty. The right hon. Gentleman and I know that; he served in the Government not so long ago, and he will know that that is an important pillar of our foreign policy. These matters do not prevent us from having a good overall relationship with as many countries around the world as we reasonably can, where it is in the national interest to do so. I will look into the WTO complaint and write to him.

Commons ChamberAs I said, we are seeking a good, comprehensive, deep and wide trade partnership with the EU that is as frictionless as possible. That is why the right relationship is this deep, comprehensive and unique free trade agreement with Europe, based on the principles the Prime Minister set out throughout 2017 and in her speech a fortnight ago. We should oppose Labour’s latest Brexit policy of apparently keeping the UK in the, a, or perhaps any customs union with the EU. We want the greatest possible tariff and barrier-free trade with our European neighbours, as well as to negotiate our own trade agreements around the world.
In the pursuit of this future relationship, will the Minister update the House on what progress has been made on the continuity of trading terms for our food and drink producers, especially in relation to the protected designation of origin and protected geographical indication schemes? Last week, the Secretary of State for Scotland guaranteed that there would be absolutely no change, but yesterday the Minister for Agriculture, Fisheries and Food said that absolutely nothing could be guaranteed. Who is correct?
It is a bit rich for the right hon. Gentleman to vote against the European Union (Withdrawal) Bill and then to call for something that would be a consequence of that Bill: creating a new geographical indication scheme—by the way, we will be doing that in consultation with the devolved Administrations—to make sure that we continue to protect the UK’s 84 registered GIs within the UK. That is the Government’s objective, which I would hope he would support.

Commons ChamberI was amazed by Labour’s announcement in the Scottish Parliament yesterday about wanting to increase income tax. I think it would be a disaster for the Scottish economy and for the people of Scotland, so I wholly agree with my hon. Friend.
The Smith agreement was clear: the Scottish Government should bear the economic responsibility for their decisions; or, as the Scottish Deputy First Minister has put it:
“If we take on a responsibility and make a success of it, we should bear the fruit of that; if we get it wrong, we must bear the consequences”.
I want to make three main points. Why are we doing this taxpayer devolution? The answer is to give Scotland one of the most powerful and accountable devolved Parliaments in the world. The stress there must be on the word “accountable”. Since 2010, the amount of taxes raised in Scotland and spent by the Scottish Government will have increased from around 10% to around 20% under the Scotland Act 2012, and to 40% under these proposals. These measures would also allow the Scottish Government the opportunity to grow their economy, to use new devolved powers and to see the fruits of their efforts.
The Chief Secretary to the Treasury is right to say that accountability is at the heart of this matter. That is why we must have a deal, and if we do not get one, we in this House and those in the Scottish Parliament need to be told the reason why. Without a deal, the people of Scotland face the prospect of going to the polls in May not knowing exactly what powers will be given to the Parliament.
I thank the right hon. Gentleman for that intervention, which leads me nicely on to the fact that the UK Government are absolutely committed to getting a deal. I announced earlier today, before the Scottish Affairs Committee, that I will be going to Edinburgh on Monday to continue the negotiations. I am hopeful that we will get—
