1. What plans he has to establish a tourism sector deal under the Industrial Strategy.

This summer we should recognise the vital role that visitors play in the UK economy—particularly, I might say, overseas sporting visitors. Overseas visitors spent nearly £150 million in Devon last year, supporting jobs and growth throughout the county. Our new sector deal with the tourism industry was published last month, and includes commitments to an additional 10,000 apprenticeships annually and an extra 130,000 hotel rooms.

As the Secretary of State will know, the best place to visit as a tourist is, of course, North Devon. I welcome the publication of the tourism sector deal, but will he look favourably on the granting of tourism zone status to my constituency? Will he also join me in thanking all those who work so hard at this time of year in the tourism and hospitality industries, especially the North Devon Marketing Bureau, which does such good work in ensuring that people know that North Devon is the place to come to?

I value very highly everyone who works in my Department, whether they are directly employed or employed through contractors. Of course, we will always require our contractors to obey the law. What we have done, and what I have acted to do, is make sure that our contractor staff are paid at least the average level across London for their employment. I know that that has been welcomed. I take the issue very seriously and I am grateful to the hon. Lady for raising it.

T5. Do Ministers agree that improving the whole A303, A30 and A358 corridor would remove a significant barrier to growth across the south-west and North Devon?

As it apparently falls to me to do the finale, I say well done and thank you to my right hon. Friend the Secretary of State. I and many colleagues from across the south-west and from rural constituencies lobbied pretty hard, and we thank him very much for listening. We await the final figures. He might well be able to provide the figure for North Devon shortly—if I speak slowly enough. [Interruption.] Marvellous. However, does he agree that it is important that we never again find ourselves in a position where rural areas face discrepancies and unfairness compared with urban areas?

I am very grateful to my hon. Friend. He may be last, but Devon is certainly not least—it is a very important part of the country. His patience is rewarded: the funding that Devon will receive from the Government next year is £8.4 million, which will make a big difference to his area. North Devon will receive around £250,000 for its district council services. The opportunity to take a long, hard look at the resources that areas have, the costs they incur and the demands they have on their services is long overdue. I know that my hon. Friend’s county and his district will play a full part in that review, and I dare say he will too.

T1. If he will make a statement on his departmental responsibilities.

May I start by wishing a happy Diwali to everyone who will be celebrating the festival of lights later this week?

Since our last oral questions, we have agreed with the housing associations the extension of the right to buy to more than 1 million tenants; we have agreed devolution deals with Sheffield, the Tees Valley and the north-east; the Chancellor has announced that councils will keep 100% of business rates; and we have had Second Reading of the Housing and Planning Bill and the Cities and Local Government Devolution Bill. We will continue to develop new devolution deals with local communities in order to devolve more powers throughout the country, at the same time creating more homes and homeowners.

North Devon District Council has just started a final period of public consultation on its local plan. That has been some years in the making, and its absence has caused some difficulties, as the Secretary of State will know, as he kindly attended a meeting with me and a delegation from the council a few weeks ago. Does he agree that it is important for the council to get a local plan, and therefore a five-year land supply, in place, and will the Department give it every assistance in doing so?

We will indeed. My hon. Friend will know that local places have until 2017 to come up with their plans. If they have not done so by then, we will work with local communities to ensure that they have a plan.

1. What support his Department is providing to areas seeking a devolution deal.

May I wish Shanah Tovah to all Members, and to those in the wider community, who are celebrating the Jewish new year? May I also say how relieved I am to see that an Opposition Front Bench team willing to serve has turned up today?

This one-nation Government are determined to devolve power to every part of the country—town and country. In response to our invitation, 38 areas have submitted proposals for devolved powers and budgets. We will work with every area over the coming months to negotiate transformational devolution deals.

I thank the Secretary of State for his answer on this most auspicious day.

North Devon District Council and other local authorities in Devon and Somerset have submitted an expression of interest to the Government for combined authority status—a move that I welcome. Will the Secretary of State join me in welcoming it? Does he agree that granting greater regional powers is in the spirit of greater devolution for people in the south-west?

I do welcome it. I read the proposals from councils and businesses in Devon and Somerset. One of the benefits of devolved funding would be that infrastructure decisions were increasingly made locally. I know that the north Devon link road is close to my hon. Friend’s heart. In fact, I heard him talk about it on Radio Devon, and so confident is he that this investment will be made that he has invited Her Majesty the Queen to come and open it next year. That is the kind of positive thinking we need.
