Commons ChamberIt is a sad reflection that the job creation that has taken place in Scotland lags behind that in the rest of the UK. I fancy that one reason for that is that Scotland has acquired a reputation for being the highest- tax part of the UK. So I hope the hon. Gentleman would reflect on these causes and advise his colleagues in Holyrood to take a different course.
I am aware of the advice from the committee, which we will consider carefully. My hon. Friend will know that the energy company obligation has been reformed to concentrate on fuel poverty, but we are grateful for the committee’s advice and we will respond shortly.

Commons ChamberI am disappointed in the right hon. Gentleman who, as a former Secretary of State, I would have thought knows the changing economics of the energy market, which I set out pretty clearly. I gently remind him that, as Secretary of State, he was responsible in his time for the negotiation of the terms of the Hinkley Point C agreement, so it is surprising to hear him being so critical of it.
The right hon. Gentleman wants to take credit for one of the policies for which he was responsible but not the other, which I might uncharitably say is characteristic of his party. As with Hinkley Point, there was a recognition that financing such significant projects—£16 billion from a private company—is hard to do through the conventional channels of private investment. It is desirable to have nuclear as part of a diverse energy mix. If I might put it this way, having a substantial mix of technologies has an insurance quality. We should recognise that, but there is a limit to what we can pay for the benefit, which is reflected in my statement.
Sizewell C is an important component of the world leading low-carbon energy sector emerging along the north Suffolk coast. Can the Secretary of State confirm that the Government remain committed to Sizewell C and to negotiating a value-for-money deal with EDF?

Commons ChamberOffshore wind has been a fantastic UK success story. Costs have halved and jobs have been created. In my hon. Friend’s constituency, the port of Lowestoft has been a construction base for the Galloper project. It will shortly become the base for East Anglia ONE’s 25-year operations and maintenance work. We want to build on that success. Our clean growth strategy said that we could see a further 10 GW of new capacity in the 2020s. There is the opportunity for additional deployment if that is cost-effective.
I am grateful to the Secretary of State for that answer and I will be at the opening of the East Anglia One operations and maintenance base on Friday in Lowestoft. Offshore wind, as he said, is bringing significant benefits to coastal communities, though to realise its full potential there is the need to ensure that local people and businesses have every opportunity to take part in the success story. Can he confirm that this will be the Government’s No. 1 priority in the forthcoming sector deal?
My hon. Friend makes an excellent point. I hope that the event later in the week goes well; I am sure it will. He is absolutely right that part of the industrial strategy, in particular the local industrial strategies, is to make sure that the benefits of these investments are available to the local workforce, and I know that he will work very closely with new Anglia local enterprise partnership to ensure that that is the case.
A big part of the White Paper is the commitment to a common rulebook. Our sophisticated supply chains allow goods to be sold throughout the European Union, and businesses have made it clear that they want to continue to do that after Brexit, which is why they have welcomed the White Paper so warmly.

Lady is right in identifying that there are big regional disparities in productivity, and the long-term purpose of the industrial strategy is to work together with our leaders right across the country, with industries, and with universities and colleges to make sure that the drivers of improved productivity are in place. I know that the Government in Wales have participated in and endorsed the approach that we are taking, and I take her endorsement of our direction as further encouragement.

Commons ChamberYes. The Prime Minister and my colleagues have been very clear about that. Of course we want people from the European Union who are here to continue to stay, but it is important that this is part of the discussions that we have to make sure that the rights of UK residents overseas are also recognised.
My right hon. Friend is quite right to address the importance of the oil and gas industry to Scotland, and it is also important to East Anglia. In the North sea, there are significant tax issues, which are making it harder to transfer some assets to new investors due to their near-term exposure to decommissioning. Will he liaise with his colleagues in the Treasury to come forward with proposals in the autumn statement to remove this constraint to much- needed investment?
T2. What steps is the Department taking to ensure that the planning process not only responds to the demands of local communities, but provides an efficient supply of housing and employment land?
We are getting rid of the Soviet-style planning system—repealing Gosplan—precisely so that local communities such as my hon. Friend’s can get together in the right way. For example, there is no sense in linking his area with Hertford because that is not a natural economic area and it is difficult to plan employment in such a way. His community is now free to liaise with neighbouring authorities, as it always should have been.
