Commons ChamberMy hon. Friend is a consistent and passionate advocate for Springfields in his constituency. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Watford (Richard Harrington), who is responsible for industry, will be visiting very shortly. It is a matter for the company where it sources its fuel, but I know that my hon. Friend’s representations will be heard.
I urge the Secretary of State to back small modular reactors, which could be the solution for lower-cost nuclear energy. Is there more the Government can do to help the industry bring forward these ideas so that we can be a leader in the world and not a follower?
My hon. Friend is absolutely right. We announced £56 million of research and development for small modular reactors last year, and we are now looking at the financing and the regulatory framework. I mentioned the forthcoming nuclear sector deal. He will see substantial reference to this point in that agreement.

Commons ChamberThe industrial strategy makes it clear that a competitive UK economy in which firms compete on price, service and innovation is one that serves consumers best. Our recently published Green Paper, “Modernising Consumer Markets”, sets out proposals to ensure that consumers benefit from new technologies and, in particular, that consumers’ data must be used to benefit them and not to act unfairly against them.
It is important that providers of services take into account the struggles of people suffering from mental ill health or dementia. The Green Paper sets out proposals requiring that minimum standards be applied, especially for utilities. In that regard, I applaud the work of the Alzheimer’s Society, which has launched the dementia-friendly utility guide, in which several companies are participating. That will help to make sure that people who deal with vulnerable consumers can assist them with bills, booking appointments and suchlike.
Does my right hon. Friend think that the competition regime that we have in the UK is fit for purpose, and are there sufficient resources to enable it to review all the major deals that seem to keep happening?
I do think it is necessary to keep it under review, hence the Green Paper, because with the rise of new technologies, there are new challenges for regulators and new perspectives are required on mergers. We have increased the funding for the Competition and Markets Authority. My hon. Friend will have noticed that I appointed as chairman of the CMA Andrew Tyrie, who I think everyone on both sides of the House would recognise is a good, robust champion of the consumer.

Commons ChamberMy hon. Friend makes an excellent suggestion. There are particular opportunities for start-ups and smaller businesses to locate in rural areas, where premises may be more available than in towns. Clustering them together so that they can support each other is an excellent suggestion and I will take it forward.

I think that the hon. Lady started by saying that the deal has been agreed, so let me first say that the deal has not been done. Secondly, no one could be under any illusions as to the vigour of our response. Of course, the Prime Minister will need to find the time in her diary for a meeting, but we are keen to continue the close contact we have had.
The various takeovers that were talked about over the weekend show the importance of having robust and enforceable rules on takeovers and mergers. When will the Government come forward with new policy so that we will know not only how we will handle takeovers when we leave the European Union, but how we can intervene in deals that we do not want to take place?
It is important to reflect on the context: our reputation as an open economy that attracts overseas investment is one of the foundations of our success. We need to maintain that success and reputation. We have said that we will bring forward proposals, as we will regarding corporate governance. We will do that in due course and I will update the House at that time.
I certainly will, and I am grateful for the hon. Gentleman’s attendance to this issue; it is very important. No two places are identical, which is the very insight we are having—we are having bespoke deals in each place—but it is important for his and other Members’ constituents to feel they have enough say in the election of people who are going to provide leadership for them.
Will the Secretary of State say how flexible he is prepared to be on redrawing the boundaries of certain cities to allow, perhaps, certain districts that may currently be in one area and that might prefer to be in a different area to choose to be in that new area?
As my hon. Friend knows, the principle that runs throughout the devolution Bill that we have been debating is one of consensus, so the Bill gives me powers to give effect to what local people put forward but not to impose something against their will. It is an enabling piece of legislation, and what it does mean is that Members such as my hon. Friend have the chance to shape the debate locally.

Commons Chamber1. What discussions he has with the D2N2 local enterprise partnership on devolving powers and responsibilities from Whitehall.
During negotiations on the growth deals, I met all local enterprise partnerships, including D2N2. The growth deal in my hon. Friend’s area will mean that £174 million previously held by central Government will be devolved to his area, creating jobs, investing in the skills needed by local employers, improving roads and supporting small businesses. I am determined to build on that deal and will visit the area shortly to discuss what further powers and resources can be devolved.
D2N2 has made Nottingham road in Ripley in my seat one of its key sites for growth. The area suffers terribly from traffic congestion. Is funding available to complete a bypass for Ripley and Codnor so that we can relieve that congestion?
I am familiar with that proposal. It was not put forward as a priority by the local enterprise partnership but, as I have said, I am keen to have a further look at what other schemes will make a big impact locally. My hon. Friend has made a powerful piece of advocacy for it today, and perhaps when I am in the area I will look at it.
I am disappointed that the hon. Gentleman takes that line. The protection for the English countryside is very clear. We have taken the words in the PPS to which he refers and reproduced them in spirit in our document.
My constituents will be heartened to hear that there will now be an explicit instruction that brownfield sites should be developed before greenfield ones. What else can the Government do to make that more practical and cost-effective, and to make developers want to do it rather than develop easy and cheap greenfield sites?
Of course, it is open to local authorities, in allocating the land that they have to be developed, to allocate land that is derelict, and to do that rather than allocate green fields. If that is how they specify it, that is the land that has to be developed.
My right hon. Friend gives many words of encouragement to those of us who have tabled amendments. Does he have any such warm words for neighbourhoods that happen to be in a coal mining area and face the threat of open-cast mining applications? They would like to be able to include that matter in their neighbourhood plans.
I was going to come on to my hon. Friend’s amendments, but since he raises the matter I will turn to them now. I will have to disappoint him. Neighbourhood plans are conceived as being about issues that just affect neighbourhoods. Although mineral extraction has consequences for particular neighbourhoods, it is clearly larger than a local matter. It has consequences for the wider authority and, in many cases, for national Government. It is not right to expect neighbourhood plans to govern mineral extraction, which goes beyond their scope.
No, the hon. Lady has got it wrong. We are talking about neighbourhood planning, but of course a whole panoply of other planning policy applies. There is absolutely no intention to remove the test of sustainability for mineral extraction or any other proposal, and that will be a matter for national policy. I do not underestimate in any way the importance of open-cast mining for the communities in which it takes place, but neighbourhood plans are not the mechanism to control it. I hope most hon. Members will see that.
I will make some progress, and then perhaps my hon. Friend can come in again. I know that a lot of Members want to speak.
The hon. Member for Scunthorpe (Nic Dakin), who made many helpful and constructive suggestions in Committee, has tabled two amendments. We will require the examiner of plans to take oral evidence if people want to submit it, but we will leave him or her to make the judgment about whether that is an attempt to delay the process or reflects a genuine appetite. Similarly, his amendment 12 is unnecessary because the Bill already allows prescribed steps to be taken in the examination of a neighbourhood plan, including the consideration of questions about participation. However, we will carefully consider whether an equalities impact assessment is appropriate.
On heritage issues, our amendments correct a misdrafting that seemed to put in doubt the protection that conservation areas and listed buildings receive in the neighbourhood planning process. That was never our intention. Happily, working with the heritage groups, we have been able to agree a set of measures that address that problem.
I wish to say a little about town centres, because I know that an amendment on the subject has been tabled. Policy on town centres has always been part of national planning policy, and I believe that is right. However, as I have done on the subject of sustainable development, I wish to signal clearly the importance of having robust policy, including the sequential test that is currently in planning policy statement 4. That will absolutely be in place, and it will be clear in the new national planning policy framework.
The Association of Convenience Stores wants, to its credit, to keep this issue live and in the forefront of our minds. I am happy that it does so, but it need have no concerns. This Government’s attitude to town centres is absolutely clear: they are at the heart of our communities and nothing should be done that would disadvantage them or jeopardise that.
Government new clause 15 deals with local finance matters, which has caused the hon. Member for Birmingham, Erdington and his colleagues some concern in recent days. The proposal makes it clear that local finance matters that are relevant to planning considerations can be taken into account. It does not change the law in any way, and it is not some stealthy way in which to introduce a new basis for planning policy. Everyone knows that section 106 payments that are material in planning matters can be taken into consideration. The new clause reflects the fact that the introduction of the community infrastructure levy, and, potentially, other rebates to the local community, as I like to call them, can be used for planning purposes. It is important to be clear, lest there is any doubt on the part of local authorities, that such rebates, just like under section 106, can be made when they are relevant to planning considerations.
Amendment 369, which was tabled by my right hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes), suggests that CIL should be used more widely for housing and other local infrastructure. It is important that planning committees, which are sometimes nervous and conservative about such matters, are reassured that the use of the CIL for appropriate planning purposes is perfectly legitimate and that it can be taken into account in planning decisions.
