I share the hon. Gentleman’s concern, which is probably the single biggest concern of hon. Members across the House. In the last analysis, we reserve the right to exercise the right of self-defence, as we always do. It is not quite right to say that we trust the Taliban or that we can trust the Taliban. We need to be willing to engage and set some early tests—of which this is one—and then monitor them carefully and judge them by what they do, not just what they say.

Like every Member of this House, I have many constituents who are desperately concerned that they have friends and relatives at imminent risk of reprisals by the Taliban. For them, the crisis is now, not evenly spaced over five years. Will the Foreign Secretary and his colleagues therefore show some flexibility to ensure that, as part of the scheme being worked up, we can rescue those at the time of need?

I understand my right hon. Friend’s point. It is right to have the resettlement scheme over a number of years, because history tells us that we will be dealing with this challenge for some time. We have also catered for and addressed the immediate short term. We have got more than 17,000 people out, including about 500 special cases of Chevening scholars, female judges, female rights activists, journalists and many others. We are trying to get the right balance between a sustainable long-term strategy and dealing immediately with those fleeing persecution.

Every one of the Nobel prizes in the sciences awarded this year was awarded not to an individual, but to a group of people from different countries and different institutions. It is clear that creative genius is international. Will my right hon. Friend tell us how British scientists can continue to operate in international, global and European networks?

The issue of 5G and high-risk vendors has raised the importance of making sure that the UK has the right fiscal regulatory approach to encouraging tech investment in this country so that, for both the present and the future, it is an area of competitive advantage. When we co-operate and collaborate with our North American friends, our Five Eyes friends and our European friends, it is important to ensure that we have the collaborative approach and the mobility arrangements through the tax and the research and development incentives to boost tech nationally. It is important that we work with our like-minded friends and partners.

I welcome my right hon. Friend the Secretary of State’s Green Paper “Modernising consumer markets”. When is a Government response expected? Does he agree that, from mobile phone bills to foreign currency exchange, we should use transparency and competition to end consumer rip-offs?

I agree with my right hon. Friend and I welcome his distinguished contribution to that consultation. We will be responding during the weeks ahead. It is very important that we build on our tradition of being one of the most open markets in the world, in which incumbents should not be protected from competition.

I will forgive the hon. Gentleman for that remark, because he has been absent from the House for the past five years, but if a central controller had been operating, they had been doing so from Whitehall under the previous Government. The fact is that we want to allow local communities to co-operate. Co-operation is something that people should do co-operatively, rather than by imposition. Although we will encourage co-operation, we will not tell communities what to do from the centre.

5. If he will review the extent to which the local authority funding formula accurately measures the funding requirements of local communities.
