I will. It is important when there is such a serious set of consequences for public money that the conclusions should be publicly available, and available to this House and to other Government Departments that may want to reflect on them.

Will the Secretary of State confirm that the Holliday inquiry will have reached its final conclusions and issued its final report in time for any lessons learned to be taken into account before the new contract process begins?

One reason I have asked Mr Holliday to make a report by October is so that that can happen. I will meet him in the coming days, as he sets out the scope and timetable, but that is one of the key reasons for the report, and I am sure he will want to make his recommendations available for the new process.

I had not planned to stand for topical questions, but may I urge my right hon. Friend not to be swayed by the arguments from the Opposition to spend a specific amount of our GDP on research for scientific projects? If the private sector is unwilling to fund those projects, we should ask serious questions about whether the public sector and my hardworking taxpayers should be asked to foot the bill.

Happily, the private sector—British business —is an enthusiastic and increasing supporter of investment in science and research. Sometimes that is done jointly with important publicly funded institutions such as our universities, and that is one of our strengths as an economy.

Does the Department intend to develop a single industrial strategy for the whole country or different industrial strategies for different parts of the country?

My hon. Friend makes a good point. It seems essential to me that we should have a strategy for the whole country, but place is incredibly important, and the challenges of places such as Greater Manchester are different from those of Cornwall. We should reflect more clearly the different strengths and opportunities of different places in how we do business as a Government.

From listening to the right hon. Gentleman, we would think he wanted to centralise the power and take the resources back to the centre. I seem to remember working with his colleagues in government who purported to be in favour of decentralisation. When I was in the Department at the beginning of the previous Government, of which his party was a member, the savings that were required of local government were higher than we are proposing in this settlement.

Does the Secretary of State agree that the ongoing need to control costs means it is more important than ever for local councils to look at innovative ways of combining back-office functions across local authority boundaries?

I agree with my hon. Friend and, as I have said throughout the statement, prioritising social care means savings do need to be made in other parts of councils’ operations. An excellent way to do that is to combine councils’ administrative services that cross borders.

It would not, because that would delay the progress we have made. With regard to the hon. Gentleman’s part of the world, if we go to local people and ask them to work together with their neighbours, right across the country we are seeing that they are able and willing to do precisely that. All the deals that have been struck have been proposed locally and are having a big impact on local economies, including in Telford.

Given that the voters of Bury, when asked in a referendum, made it quite clear that they were against the idea of having an elected mayor, and given that across Greater Manchester’s 10 local authorities there are already 645 elected councillors, if 645 elected councillors cannot solve the problems of Greater Manchester, what makes my right hon. Friend think that 646 elected officials will make any difference?

The proposal was agreed unanimously by all the councils in Greater Manchester. It is important to be clear that the mayor is taking powers that were previously exercised from Whitehall, so this is not about taking powers away from any of those authorities; it is about transferring to a successful city—that is what Greater Manchester indubitably is—the ability to advance its prospects even further.

Thank you, Mr Speaker. When university tuition fees were increased, some feared that it would result in a fall in the numbers applying to enter higher education, particularly those from poorer backgrounds. Will the Minister tell the House whether those fears have proved justified?

I am grateful to my hon. Friend for giving me the chance to point out that those fears have been completely unjustified. Since 2010, there has been a 17% increase in students from the poorest backgrounds, including an 8% increase in the past year. More students from disadvantaged backgrounds are going to university than ever before, and the gap between the richest and the poorest has never been smaller.

I am grateful to my hon. Friend for that intervention, but the Bill’s draftsmen included a requirement for a witness so they must have intended that witness to have a purpose, so what is that purpose? Surely the purpose of the witness, if there is a purpose, must be to give evidence to a court as to the identity of the person who executed the document, and about their state of mind and their position when they signed it. I accept that it may be the will of the House that such evidence can be given properly by someone without their having a special qualification. However, given the importance of such a document in the constitutional affairs of this country, I would have thought it reasonable to require witnesses at the very least to have some form of legal training in order to assess these matters and properly give evidence in court.

Leaving that aside, the amendment would go some way to dealing with the matter. Two peers would indeed be able to give good evidence to a court about the identity of the person who signed the document, and state that the person was who they purported to be, but whenever a witness is required to sign a document, there should be a requirement—as an absolute minimum—not just to sign it but to state legibly their full name and present address. They can then be found if necessary, and contacted to give evidence to a court about the circumstances in which that document was signed.

Amendment 7 demonstrates the great dangers in tinkering with the unwritten British constitution. I often describe the constitution as a delicate flower, and when we start to unpick it and tinker with one aspect of it, unintended consequences inevitably flow from the proposed changes. We saw that some years ago when it was proposed that the office of Lord Chancellor be abolished. It suddenly became apparent, after a relatively short time, that it was not quite that simple, and the office remains to this day. For that reason, I support the remaining amendments tabled by my hon. Friend the Member for North East Somerset, and I commend them to the House.

It is a pleasure to respond to the amendments tabled by my hon. Friend the Member for North East Somerset (Jacob Rees-Mogg). He is in the happy difficulty that his contributions undermine his arguments. He purports that it is necessary to have wisdom, learning and erudition, or to be possessed of a grey beard, or at least flowing grey locks. I do not know whether he would fit his own description of a scribbling youth, but he is a youthful Member of the House, yet every time he speaks he does so with a depth of wisdom, learning and reflection on these matters that rather undermines his case. However, it is a delight to have him move these amendments this morning. I pay tribute to my hon. Friend the Member for North Warwickshire (Dan Byles) for his skill in steering the Bill to this stage of proceedings, which is relatively unusual for a private Member’s Bill, especially in this area. My hon. Friend the Member for Bury North (Mr Nuttall) brought the usual stringent scrutiny to these matters that we always count on him for, and it is right for these issues to be closely examined.

Amendments 2 and 3 would require a peer to serve 10 years in the House before they can retire, and amendment 3 adds an age requirement of 65. I completely understand and agree with the desire of my hon. Friend the Member for North East Somerset to ensure that noble Lords in the upper Chamber play a full and lengthy role—indeed, the term “life peerage” is, as he correctly pointed out, significant in that respect. Peers should not come into Parliament for the legislative equivalent of a weekend break; they are here to serve the country for the remainder of their life, and I am concerned that they should take their commitment to the House seriously.

The purpose of clause 1 is to ensure a mechanism that entitles peers, who take seriously their responsibilities, to act with honesty and honour by reflecting the circumstances in which they may no longer find it possible to answer the summons, and to discharge that responsibility. My hon. Friends the Members for North East Somerset and for Bury North were right to point out that mechanisms such as leave of absence or simply not turning up are available to people who find themselves unable to attend and respond to the summons, but the essence of the Bill is to recognise that, in some circumstances, such mechanisms are deficient and do not provide an accurate reflection of reality. For some people, a leave of absence is not temporary but involves, in effect, a permanent inability to perform the duties that are entailed in membership of the upper House.

As my hon. Friend the Member for North Warwickshire said, such circumstances can be deeply personal or the result of poor health that is unlikely to improve. Members of the other place could be in the service of others, or have family circumstances that require them to move away permanently. To recognise that, there should not be any device; a straightforward declaration that someone’s service is no longer possible to be discharged is right and appropriate.

The Government’s view is that an arbitrary 10-year period during which resignation or retirement could not be tendered is inappropriate and could cause distress to peers who find themselves in the circumstances that I have described during that initial 10 years. Like the shadow Minister, I do not believe that it is likely that a great flood of Members will avail themselves of this option in the first 10 years, but it may be appropriate and necessary in some circumstances.

Amendment 4 would require two fellow peers to witness a peer’s notice of resignation. Admirably, the Bill is as simple as it is possible to be in its drafting and its promotion by my hon. Friend the Member for North Warwickshire. To have a signature witnessed seems a proportionate requirement of the legislation. My hon. Friend the Member for Bury North is a scourge of the Government on over-regulating, gold-plating or other excesses in legislation, but his support for the amendment takes him in a different direction. There is no particular reason to suppose that the witness chosen by a peer should be suspected of incompetence so that they require another witness to witness the witness to the signature. In fact, it is possible to see an infinite regress, with further witnesses being necessary in case the reliability of the earlier witnesses is not sufficiently established. It would be disproportionate, and Occam’s razor should be applied to this theoretical problem, so that we take the simpler solution.

I do not think it has been suggested that the second peer is witnessing the signature of the first peer: it is simply that both peers are witnessing the event. It is not a continuum of peers. We are not trying to suggest that the second witnessing peer authenticates the first witnessing peer. Both of them are simply witnessing the first peer. Perhaps my right hon. Friend would care to comment on the point that I made about including the address and printed name of the witnesses, because that would be very useful.

I take my hon. Friend’s point, but the need for the second witness—if they are to have any purpose at all—must be something to do with the first witness not being sufficient. If one witness is not sufficient, why should two witnesses be sufficient? We could be drawn in that direction.

In order to witness a document, it is necessary that the witness—through the case law that has been established—should be identifiable. They will need to disclose their identity, and that means that they should be capable of being found if recourse to them is needed in the event of any proceedings or challenge. So there is no requirement for any additional safeguard in this case.

As I have just said, £4.2 million has been made available across the country, the majority of which has gone to the electoral registration officers in local authorities, who know their area best. They have been invited to concentrate on the areas of under-registration, which have historically included schools. There are good examples of lessons and materials that can be used in schools that have a demonstrated record of achievement in enthusing young people and getting them to register, and I hope that the hon. Lady will be able to do the same in Derbyshire.

The Minister is clearly doing a good job of ensuring that the register is accurate, but may I urge him to check that the people who turn up to vote are actually the people on the register?

My hon. Friend makes an important point about accuracy. The duties of electoral registration officers involve ensuring accuracy as well as completeness. The transition to individual electoral registration is precisely to ensure that the identity of people on the register can be confirmed, which does not happen at the moment. That will be a major step forward for the security of our electoral system.

I was about to say that the Bill contains modest proposals that the Government are prepared to support. Obviously, it needs to be scrutinised closely in Committee. My hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman) has ventured into the Bermuda triangle himself on occasion—whether he was singed or not is for him to say, but I am pleased to see him in his place today and look forward to his contribution.

The changes that are set out, as the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett) said, are relatively straightforward and represent common sense. There are those who argue that no change should be made until the wider case for reform, or improvement, as the right hon. Gentleman had it, or change, as other people might have it, can be agreed, but there is a clear consensus, after five attempts in the House of Lords, on the need to describe some arrangements that constitute incremental but nevertheless practical changes. It is only right that this House should listen to that call and take time to scrutinise it.

Bearing in mind that these proposals had already been considered on a number of occasions by the other place before the Government introduced the House of Lords Reform Bill, does the Minister agree that had these measures been introduced in this place at that time, they would now be on the statute book?

The hon. Gentleman is aware that I am always happy to debate with him, especially on the Floor of the House, which I very much prefer. He will know that at this time in the parliamentary Session, as we approach the end of the Parliament, the business managers—the Leader of the House is here—are particularly jealous of the Chamber’s time, including in respect of the sorts of debate we have had today. They had the foresight, however, to anticipate being fortunate enough to have some time today on the Floor of the House. It was right, therefore, that we agreed with the proposal, and here we are today.

As I said, we have economically re-versioned the Budget 2013 document to set out the Government’s assessment of the UK’s medium-term economic and budgetary position. As confirmed by the independent OBR, the UK economy is still recovering from the biggest financial crisis in generations, one of the deepest recessions suffered by any major economy and a decade of hollow growth built on unsustainable debt levels. In June 2010, the Government set out a comprehensive strategy to deal with the deficit, protect the economy and provide for the foundations of recovery. This economic plan combines monetary activism with fiscal responsibility and supply side reform.

The Government are making progress. We have restored fiscal credibility, thus enabling an activist monetarist policy and the automatic stabilisers to support the economy. The deficit has been cut by a third over three years and is projected to fall in every year of the forecast. The OBR has judged that the Government remain on track to meet the fiscal mandate one year early, while 1.25 million private sector jobs have been created. Employment is just below record levels and we have kept interest rates at near-record levels, helping families and businesses.

However, there is much more to do. It is important that we understand why the road to recovery has been more difficult than was first anticipated. Although Opposition Front Benchers profess an internationalist outlook, they sometimes debate economic policy as though Britain’s economy was closed off from the rest of the world and invulnerable to other countries.

Given that we have faithfully submitted convergence programme documents every year for a number of years, is the Minister as surprised as I am that some of our continental neighbours have not taken a bit more notice of the path that this Government have pursued or taken a bit more action to get their spending in line, as this Government have?

In fact, some countries are recognising that, but we want to set an example. It is important that we stick to our plans and continue to benefit from the confidence that the markets have shown through the level of interest rates. We also say in our deliberations in Brussels, as well as making the point in budget discussions, that when times are difficult, belts need to tightened.

I agree that this is a warning and that it is necessary to have more robust financial arrangements in place to prevent this sort of crisis from happening in other countries. However, I reinforce the advice of the ECB that this problem is unique to Cyprus, which is particularly exposed and is in a state of particular indebtedness.

Does the Minister agree that what we are witnessing in Cyprus is yet further evidence of the disastrous consequences of what happens when a country loses control of its economy by giving up its own currency?

It is perfectly clear that the problems in Cyprus are related to its membership of the euro. Thankfully, we are not part of the euro, we do not have those problems and we have control of our own arrangements in this country—and long may that continue.

One aspect of the present planning process that particularly annoys my constituents is when they see the decisions of their locally elected councillors on the planning committee being regularly overturned by planning inspectors. How will the new policy make that less likely?

It will do so by enshrining the local plan as the key decision-making document. Getting rid of the regional strategies and the 1,000-plus pages of national guidance will make it clearer than ever that decisions taken in accordance with the local plan will prevail.
