It is a pleasure to follow my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell). I do not know whether his offer to the Chancellor has advanced or impeded his prospects in the future, but I am sure that he will look forward to the dinner none the less.

No one can be in any doubt about the central importance of science, innovation and technology to the future wellbeing and prosperity not just of this country, but of every country around the world. Yesterday, my Committee —the Science and Technology Committee—was privileged to hear from Professor Sir Andrew Pollard who, with Dame Sarah Gilbert, was one of the scientists who developed the Oxford-AstraZeneca vaccine against covid. Their work is saving millions of lives in this country and around the world, and allowing life here and around the world to resume. The vaccine would not have been possible had it not been built on sustained research conducted by world-class scientists in Britain over many years. It is not just in vaccine development, but in almost every field of human endeavour that research and science are transforming the world, from battery technology and energy storage, as we move to net zero, to the role that satellites play in monitoring agricultural matters from space to get the best crop yields around the world.

At this most exciting and transformational time for science and technology since the first industrial revolution forged in Britain, it is obvious that our future must be even more science and innovation focused than ever.

In the industrial strategy that we launched in 2017, the then Prime Minister and I committed the UK to invest 2.4% of our GDP in research and development within a decade—the OECD average—and then to move on to 3% thereafter. We increased the public science budget from £9 billion to £12 billion a year by 2020—then the biggest ever increase. I mention this to underline the remarkable fact that this Budget will increase the national investment from public funds in research and development not from £9 billion to £12 billion, but to £20 billion a year by 2024-25.

However, the Government had previously committed in the manifesto to invest £22 billion by that year, so, clearly, it is a source of regret that the Chancellor has not been able to keep that commitment. Having said that, had the original commitment been to £20 billion by 2024-25, it would still have been regarded as a remarkable transformation in our science funding and warmly welcomed. None the less, there is a cost to commitments that are not met in terms of the confidence of investors, who are investing alongside the Government.

Having said that, the Committee and the science community were very concerned that there might be a stop-start approach to meeting this commitment because of the current fiscal difficulties, with future increases deferred until later in the Parliament and therefore more uncertain. Witnesses to my Committee talked about the importance of a sustained increase in funding rather than famine first and feast later. I welcome very strongly the fact that the increases are not just in the later years, but that there is steady progress throughout the spending review period that will give great confidence to the science community. In fact, the later increases to get to £22 billion are somewhat less than the early increases that are being made, so I hope that it might prove possible in future Budgets to find the £2 billion required to get to the target earlier than 2026-27.

Last week, in my constituency, I met representatives from the Glasgow School of Art, who raised concerns that the creative industries were part of the original industrial strategy, but that that now seems to have been lost given where the Government are going now. Does the right hon. Gentleman share my concern that much economic activity can come from the creative industry—innovation as well as other things—and that perhaps it ought to form a larger part of the strategy?

The creative industries play a crucial role right across the country. The creative industries cluster in Glasgow has given a great deal of boost to that city and that has been matched by a lot of private sector investment. I pay tribute to Sir Peter Bazalgette who led the creative industries review that resulted in that. The money is there now as a result of this settlement and I very much hope that the faith placed in successful programmes such as that will be maintained.

Let me say a brief word about the fact that the Budget and the spending review provide the necessary funding for our association with Horizon Europe, the European funding system. There are many advantages to that association, as science is inherently international, but we are facing difficulties with the Commission ratifying our application for association. I do worry that the delays are already leading to British research institutions not being included in bids that are being put together for some of the funding that will be available over the next seven years. As every month goes by, the attractiveness of association diminishes.

The Chancellor has confirmed to me personally that the Horizon subscription that is listed in the Red Book is guaranteed, available and set aside. It is £1.3 billion this year and rises to £2.3 billion in 2023-24, and more thereafter. We no longer get more out of Horizon than we put in, which was the case when we were a member of the European Union. We also have to pay an administration fee, which I understand to be about £200 million a year, which is about twice the administration cost of running our own domestic innovation programme. Given that and the delay, it seems to me that the science community will want to assure itself that it would not prefer the budget that the Chancellor has guaranteed to be in the hands of UK universities and research establishments so that they can deploy themselves in international collaborations.

Science is inherently international, so I share the welcome of my right hon. Friend the Member for Sutton Coldfield for the prospects of resuming the 0.7% target on official development assistance. I particularly welcome the increase in the Red Book for ODA funding of science, even within the spending review period. In fact, that will nearly double. The cuts to science programmes that were funded by ODA were a big blow to science, so it is good to see that funding increase.

A major theme of this Budget is levelling up. British universities and research institutions all across Britain are often the most important institution in their area for driving prosperity. I therefore hope that, with a substantially rising tide of funding, it will be possible to keep faith with the programmes of excellence that we have, while strengthening the contribution made by the regions and nations of the United Kingdom. As Professor Richard Jones of the University of Manchester said in evidence to my Committee, that is literally levelling up—advancing the prospects of the nations and regions without diminishing the investments that we already make.

The science and research community and my Committee will look in detail at what has been proposed, but we recognise this substantial commitment to science—the biggest ever increase in the science budget. Even if we regret that the £22 billion that was scheduled may be two years late in being delivered, we are relieved that there will be sustained and steady progress towards it. If the economy recovers even more strongly in future years, we hope that we will be able to get there as planned, as originally set out.

The Scottish Government’s consultation on fireworks closed last month, having received 16,000 responses. Can the Minister update us on the UK Government’s action on fireworks, and can she guarantee that my constituents in Pollokshields will not have to suffer as they did last November?

I will indeed, and I am grateful to my right hon. Friend. I and my colleagues are in frequent dialogue with the SMMT and all the companies that are part of the industry. It seems to me—he knows this from his time in the Department—that having a close understanding of the requirements of job creators is an essential feature of a successful industrial strategy. We know from them what is required: a commitment both to invest in the next generation of vehicles to make sure that the skills of the workforce continue to be invested in and to work with businesses to ensure that their environmental performance meets increasing international requirements.

What assessment has the Secretary of State made of the extent of the supply chain? Is he aware of all the companies that supply Honda? What specific support will he put into each of those companies to make sure that people in those industries do not also lose their jobs as a result of this decision? What further support can be put into the local economy, which may also suffer, although that may not necessarily involve supply chain companies?

Since we last met, I have been delighted to be in Bristol, a hub of brilliant technological innovation, to launch the aerospace sector deal with a commitment from business and Government to invest a quarter of a billion pounds in the aircraft of the future. I announced a life sciences sector deal, featuring £1 billion of industry investment from the global biopharmaceutical company UCB. My right hon. Friend the Minister for Energy and Clean Growth has been in Katowice representing the UK at COP 24. At home, we published our Good Work Plan, and, just last week, the energy price cap came into effect, ensuring that all customers get a fair deal.

I thank the Secretary of State for that answer.

A meeting of stakeholders was recently held in Pollokshields in my constituency to discuss the problems of fireworks in the community, as they really cause local residents a huge amount of distress. The Minister wrote to me last year saying that a meeting would be set up with me and other MPs to discuss the matter further. Will he give me more information as to what progress has been made to set up the meeting, as my constituents do not want to be forgotten about?

Part of the point of making it a statutory requirement that employers should entertain a request for a more permanent contract is to prevent precisely that kind of abuse. That would be unlawful under the proposals.

It is hugely disappointing that the Secretary of State has chosen to maintain state-sponsored age discrimination against workers under the age of 25, who are not entitled even to his pretendy living wage. Is he aware that the age pay gap between a 16 or 17-year-old and a 25-year-old, starting on the same day in the same job, has increased over the past three Budgets? Has he read the report by the Young Women’s Trust, “Paid Less Worth Less?”?

The Low Pay Commission has been established to advise, on the basis of rigorous research, what the rates of pay should be for different groups. I am surprised that the hon. Lady does not have the respect for the commission that I have. As we expand the opportunities for young people, especially through apprenticeships, it is important that posts are available for them. It is the commission’s task to advise on what is the best balance between pay and opportunities.

On engagement with the banks, each of them has responsibilities to its customers to help them through difficult times. The banks have explicitly committed to help them with any cash flow difficulties that they experience, and I expect the banks to deliver on it.

18. Scottish training firm TIGERS—Training Initiatives Generating Effective Results Scotland—is working hard with the Scottish Government, Skills Development Scotland and the Construction Industry Training Board to place 126 apprentices who used to be placed in partnership with Carillion. What is the Secretary of State doing to encourage small businesses to step forward to fill that gap and ensure that all apprentices can complete their training?

The hon. Lady raises an excellent question, and I want to pay tribute to the CITB, which has been working closely with its Scottish colleagues, for a magnificent response. It has been able to not only contact but offer continuity to all the apprentices—I think I am right in saying that—to give them the ability to continue their training. That was a formidable, agile response to an urgent situation, and it deserves the praise of the House.

I am grateful to my hon. Friend. I recall spending a very pleasant evening with the Cabinet of his council in Bromley and having a more recent meeting there. It is right to think of the demographic pressures in the outer London boroughs. Those boroughs, and many other places across the country, have made the case that the population has aged and more people tend to retire to those places than to others. They also contend that the formula, which has not changed for 10 years, has not kept up with that. I can confirm that the transitional funding will be available immediately, from the next financial year, so that my hon. Friend’s council and others will be able to apply those extra funds straight away.

I thank the Secretary of State for giving me slightly advance notice of his statement. It comes against a background of cuts to local government in England; I understand that the figures are 27% over the past years and 8% for the years ahead. I am glad that he has at least given local councils a bit of time to think about this, and I hope that they will get back to him with their views on the settlement. I note what has been said about the pressures on rural service delivery, but the breakdown of the core spending power appears to show that areas that are already very wealthy are going to get more. He also mentioned that the percentage of council expenditure financed by central Government grant was going down from 80% to 5%, but I wonder how much of that is just cuts rather than changes to the expenditure.

There does not seem to be enough time for councils to respond to the proposals. The Secretary of State has talked about giving them two years to respond, but that does not acknowledge the difficulties that some councils will have in raising funds from business rates and council tax. Some will be starting from a relatively low base in that regard, and I am not convinced that two years will be enough transition time for them. Also, the statement does not seem to mention any recognition of needs. It talks about demographic pressures, but age is not the only such pressure that communities face. There needs to be greater acknowledgement of that fact in these plans. Other demographic pressures exist, and areas of multiple deprivation will require additional support and transitional relief. I would like to see greater recognition of that in the proposals.

I am grateful to the hon. Lady for her contribution. She will know from her colleagues in Scotland that setting the local government financial framework is a delicate matter. It involves a lot of decisions that affect people in different ways, and I hope she will acknowledge that I have done this in a fair way. She talks about the transitional relief lasting for two years. This will happen because the shape of the settlement will see resources increasing towards the end of the period, as the social care precept and the Better Care Fund take effect. However, colleagues across the House felt that the first two years would be the most severe time, and I therefore felt it right to focus the transitional relief on that period. The hon. Lady mentioned an assessment of needs, and I completely agree with her. The review to which I have committed will look at all the needs, and it will consider not only the demographic pressures but the cost of delivering services, because that is a fair way to proceed.

No, we have not published the response to the consultation yet, but we would not have had a consultation had there not been a proposal from the Government that having this power in the hands of local authorities would be consistent with the devolution that we have practised. We will of course respond to the consultation in due course. I do know that my hon. Friend has sincere and long-held views on this matter, on which of course we will reflect.

The Secretary of State will be aware of the concerns raised by the Union of Shop, Distributive and Allied Workers and other organisations that there may be implications on the pay and conditions of shop workers from devolving Sunday trading laws. Can he give those workers any reassurances, and has he met USDAW to discuss the matter?

I am very surprised by the hon. Lady’s question, because Sunday trading is completely deregulated in Scotland. As far as I know, it is operating without problem, but if it does give rise to problems, the hon. Lady’s party is the party of Government in Scotland so has the ability to do something about it.

On the contrary, in the Scotland Bill there are no provisions on pay and conditions or on employment law. Specifically on Scotland, will the Secretary of State assure us that there will be no impact on the pay and conditions of Scottish workers as a result of the decision of English local authorities?

We risk jumping the gun in the way that my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) has just said. We have published a consultation proposal. It does not affect Scotland, because it is a devolved power. Of course we will want to ensure that workers have protections so that they are not obliged to work either for the first time on Sundays if they do not wish to, or to be compelled to extend their hours. That would make complete sense in any response to the consultation.
