I beg to move,

That this House has considered War Graves Week.

The Commonwealth War Graves Commission does extraordinary work keeping alive the memories of the 1.7 million men and women who gave their life in the service of our country and the Commonwealth in both world wars. It tends to and maintains graves, memorials and sites at 23,000 locations in 153 countries around the world, from single graves to the largest cemetery at Tyne Cot, near Passchendaele, where almost 12,000 of the fallen from the first world war are buried and remembered. Among the 300,000-plus total casualties of Passchendaele was 20-year-old James Leaning, a private with the Hertfordshire Regiment. He was tragically killed on the first day of the battle, and is buried at the Menin Gate memorial in Ypres, which is lovingly maintained by the commission.

Beyond concerning itself with the neat-cut grass, the flower beds, and the mind-blowing numbers—row upon row—of pristine headstones, and of names on memorial walls, the Commonwealth War Grave Commission does even more extraordinary and priceless work to remind every generation about the service and sacrifice of those who died to forge our freedoms, and about the gargantuan human cost of war. We celebrate the commission’s work during Commonwealth War Grave Week, but I know that Members on both sides of the House will join me in expressing our appreciation for what it does to keep the flame of remembrance burning 365 days a year.

It is a great honour to have the Commonwealth War Graves Commission headquartered in my constituency. Given what my right hon. Friend has just said, I am sure that he will join me in thanking not only the staff based in Maidenhead, but those around the world who manage and maintain war graves—often in very difficult circumstances, in countries where other conflicts are taking place—so that the families of those who have fallen know that the sacrifice of their loved one is appropriately recognised.

I very warmly welcome my right hon. Friend’s contribution, and I join her in thanking her constituents at head office in Maidenhead for all the work that they do—often, as she rightly says, in incredibly difficult and sometimes conflict-live locations around the world.

I am sure that Members will join me in thanking my right hon. Friend the Member for Ludlow (Philip Dunne) and the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) for their work as serving commissioners. I take my role as chair of the commissioners, and the Ministry of Defence’s long running relationship with the commission, extremely seriously. The Government provide nearly 80% of the commission’s budget—around £55 million each year—and the other member Governments of Australia, Canada, India, New Zealand and South Africa together provide the remaining 20%, in direct correlation to the numbers of each nationality commemorated.

An important part of the commission’s work is to continue the search to identify all those who gave their life but have yet to be commemorated, and to tell the stories behind the names carved on headstones and memorials.

I thank the right hon. Lady for her response to my statement. I repeat the message in the statement that I want to work across parties to do all we can to protect victims and, indeed, drive down this appalling crime.

The right hon. Lady raised a number of specific points, and I will, if I may, respond to her in writing, because I will then be able to give a more detailed response. However, one or two things did catch my eye as she was speaking. In particular, it is worth saying to Members who have not had a chance to read the report that 2 million pages of evidence were presented, and that there have been 107 recommendations and Thursday’s report contains a further 20. We have already started to implement many of those recommendations. I listed some in my statement so I will not backtrack, but, as I have said, I intend to respond to all this in full and within the inquiry’s own deadline, and as I have also said, I will try to expedite as many responses as I can. In particular, the right hon. Lady called for mandatory reporting; I noted that comment, and I will look at all those individual areas.

On prosecutions, the picture is a bit more complicated than has been presented in the right hon. Lady’s response. For example, the number of convictions for indecent image offences has increased by 39% in the past year alone. However, I accept that overall there is still a huge task to be done in the Online Safety Bill, which contains some very important clauses. I have not yet caught up with the Bill managers, but I know that it is progressing quickly and I want to see that happen. The figures are staggering, with 103,000 child sex offences recorded by the police in the last year alone. Much of this has gone online, and the right hon. Lady is right to pinpoint the measures in the Online Safety Bill as being extremely important.

As the right hon. Lady knows, I take a great deal of interest in the issue of asylum, including refugees—we have some living in our house, in fact—and I want to ensure that we do everything we can. I know that the Minister for Security, my right hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), has made inquiries in the past few days on the priorities with regard to asylum-seeking children. With that, it will probably be most helpful to the right hon. Lady and to the House if I write to her in detail on all her points, and I will be happy to put that letter in the Library of the House.

When I set up this inquiry, I said that I thought the public would be shocked at the extent of child sexual abuse that was taking place in our country. I would like to thank Professor Alexis Jay, the other members of the inquiry panel and all of their team for their hard work in producing this report. I particularly want to echo the comments of my right hon. Friend the Home Secretary and the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) in thanking all those who came forward to give evidence, which will not have been easy for them.

This report has shone a light on the horrific violence against children that has been taking place in the past and that also, sadly, takes place today. The Government now have an opportunity, on the back of this inquiry report, to make changes that will make a real difference, so I urge my right hon. Friend to ensure that all parts of Government take this report and treat it with utter seriousness, particularly the recommendation on mandatory reporting.

I thank my right hon. Friend for all that she did in setting up the inquiry. This has involved seven years, 725 witnesses, 20 reports across 15 investigations, 24 research reports and, as I mentioned, the processing of 2 million pages of evidence. It is extremely important that we take all this information and ensure that we act on it, and I give an undertaking from the Dispatch Box today to honour the spirit in which she set up the inquiry in the first place.

The hon. Gentleman mentions the JBC data. The methodology is on the website, as I have mentioned before. I am sure it will continue to publish a full range of analysis as more countries are moved about and we have the next review of the green, red and amber lists on 15 July.

The hon. Gentleman brings up India every time we speak. It does not matter how many times that we explain the fact that we put India on the red list two weeks before it became a variant of concern, and a week ahead of it being a variant of interest, he continues to come to the House and make that point time and again.

He mentions the list of 30 locations that are accepting either the NHS app or an NHS letter. That is already published and available on the Foreign, Commonwealth and Development Office website, which gives me the opportunity to stress that when somebody travels to any location, they will want to use the FCDO website as the bible on the requirements on entry and departure from that country.

I want to update the hon. Gentleman and the House on one late change. Not just children travelling with adults, but all children will be exempt in the same way as somebody who is double-vaccinated.

He mentions the cost of tests. I have come to the Dispatch Box before and agreed that the cost of tests was too high. I am very pleased that, since May, costs have continued to be driven down as more than 400 providers have stepped up to the plate to produce tests. I was looking at the detail this morning. There are tests as inexpensive as a tenner, albeit that those tests are in person, but there are quite a number of tests now for much lower prices than previously.

He asks for an update on the US-UK working group that Biden and the Prime Minister announced. That work is ongoing. Those meetings are taking place each and every week. As I have explained to the House before, there are quite a lot of technicalities to overcome, not least an executive order from the previous US Administration—212(f)—which actually bans travel for anyone who has been in the UK or Europe for the 14 days previous. We are working through those issues with them. They are currently being held at official level.

On support for the industry, it is a pity that the hon. Gentleman did not reflect what the industry itself is saying. I noticed that the Airport Operators Association is saying that this is a significant step forward that it widely welcomes, and that people will be able to get away on a “well-deserved break”. Airlines UK, which represents the airlines, says:

“This is a positive move towards the genuine reopening”

of the sector. Once again, it warmly welcomes this move.

The hon. Gentleman says, “Labour have been clear”, but I have to say that it is anything but clear. What is clear is that there is a division between him and the shadow Home Secretary, the right hon. Member for Torfaen (Nick Thomas-Symonds). First, the Opposition wanted quarantine lessened; then they wanted everyone in a hotel; then they wanted it to be done on a case-by-case basis; then they wanted to shut down travel, open up travel, put everyone on the red list and put more countries on the green list. This is not a policy. It is just plain politics.

I welcome my right hon. Friend’s statement. This is the first step in opening up Britain for business. However, I note that in his statement he said that people should expect that their experience at the border may be different, with longer waiting times than before. When queues at the border have been a problem in the past, extra staff have been brought in, including from other Government Departments, to support Border Force. Will my right hon. Friend, on behalf of the Government, guarantee that every effort will be made to bring in extra resources and deploy staff in different ways, including changing staff rotas at Border Force, to ensure that there can be a smooth movement of people through our borders and that we do not see inordinately long queues?

I do not know whether the hon. Gentleman was able to catch the previous statement from my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy; he answered some of the questions about what employers should be doing.

One of the main characteristics of the UK’s response to this crisis, unlike in other countries, has been that we have asked people to do things—for example, to stay at home—and that has been very widely followed and accepted. In the same spirit, we expect—indeed, we anticipate—that businesses will behave in the same way, as my right hon. Friend Business, Energy and Industrial Strategy said not half an hour ago. He has increased the amount of money provided for inspections, for example, to make sure that that happens, but we do look to employers to make sure that they behave in a sensible way. Of course, employees will have all the usual routes—including ACAS, local authorities and the Health and Safety Executive—available if they do not feel that that is happening.

The hon. Gentleman is right to point out that a massive amount of support has now been provided to public transport in particular to keep it going. In England, that has involved support to all the train operating companies and to the bus operators. I realise that the finance is separate in Scotland and goes through the Scottish Government; some of the hon. Gentleman’s questions seemed to me to be more applicable to them. I do, however, think that the support provided across the United Kingdom is an indication of where we are all much better off working on these things together, and I welcome that partnership as we seek to save, where possible, aviation companies, bus operators and the others he mentioned.

I refer the hon. Gentleman to the answers that I provided to the shadow Secretary of State, the hon. Member for Oldham West and Royton (Jim McMahon), on the support that is not necessarily publicly exposed, but is none the less available, to the aviation sector and that few other sectors of the economy enjoy—it can run out of all the different schemes that the Chancellor of the Exchequer has provided, and now extended, and still have additional discussions beyond that. I can confirm that we are in those discussions, including with Scottish companies.

I refer the House to my entry in the Register of Members’ Financial Interests. The Prime Minister said that aviation is crucial for our country and our economy. I received a letter yesterday from the Secretary of State telling me that aviation supports more than half a million jobs, and about 1,700 of those workers are in my constituency. Aviation underpins the global reach of our economy, yet that global reach is currently stymied and might be about to be cut off. What are the Government doing with our allies, including the United States and other European countries, to ensure that we get aviation going again safely, without a negative impact on our economy, and that the global reach of our UK economy can be maintained.

I am very grateful to my right hon. Friend for her question. I absolutely agree with her, as a passionate supporter of aviation, and indeed a qualified pilot, about the importance of the industry. The reach of the sector, in all the ways she described, is immense. The UK has the world’s third biggest aviation industry, and it is very important that we support it through this crisis.

The sector has enjoyed enormous support from the Chancellor—I received a letter only in the last day thanking us for the support so far—and the extended furlough scheme will be hugely welcomed. As I said, there is a process that enables aviation companies, whether they are ground support, airlines or airports, to use the various schemes available and, if that is not enough, come to the Department for Transport and work with us and the Treasury to see what else can be done.

For the benefit of the House, I should say it is important that we do not find ourselves in a situation where shareholders benefit through the good times but the taxpayer picks up the tab in the bad times. It is very important that we get the balance right, with shareholders also being asked to contribute. However, I absolutely reassure my right hon. Friend that I have daily situation reports. We are tracking it carefully and working extremely hard to do whatever we can, even though, as she rightly points out, the global aviation market has now shrunk to a tiny percentage of what it would be ordinarily. The best way to resolve that is to beat this virus, which is why it is so important that people follow the guidance.
