I, too, welcome the Home Secretary to his place and, like him, I want to thank the members of the inquiry and their staff for their incredibly thorough and painstaking work over many years. Like everybody else, I think the most important thing is to pay tribute to all the survivors who participated courageously in recounting their own horrific experiences. They did so seeking acknowledgement and accountability, but also in the hope that children in future would be protected from the same dreadful ordeal. As the Home Secretary says, it is now incumbent on all of us to work constructively to make those aspirations a reality.

Obviously there is a lot to consider, and while it is good to be able to question the Home Secretary on the report today, I think many of us would appreciate the opportunity for a full debate in this Chamber in due course, or at least regular updates on the progress being made on implementing the report’s recommendations. Most of the recommendations are focused on England and Wales, but as the report notes, this is a global crisis and a similar inquiry is ongoing in Scotland.

I want to highlight the growing concerns outlined in the report about how child sexual exploitation is being facilitated by modern slavery and trafficking. There has been a lot of concerning chatter in recent weeks from the Home Office about the future of modern slavery laws. Given that sexual exploitation is the second most common reason for children being referred into the national referral mechanism, will the Home Secretary acknowledge the importance of modern slavery laws in protecting children from abuse and commit to making those laws work better, rather than tearing them up completely?

I echo what the shadow Home Secretary said about the recent worrying reports of asylum-seeking children going missing from hotels on the Home Secretary’s watch. We are now talking three figures, so will the Home Secretary say a little more about what is being done to look into why that is happening and how it can be stopped? What progress has been made on rolling out the use of independent child trafficking guardians? Finally, given the time constraints and the fact that we understand the Online Safety Bill will return to the House next week, what discussions is he having with colleagues about the implications of this report for that Bill, including in relation to age verification?

I know work is being done. I think there was a report five years ago and there are separate, ongoing reports in Scotland, with many cross-cutting themes. The hon. Gentleman rightly asks about modern slavery laws, many of which we have my right hon. Friend the Member for Maidenhead (Mrs May) to thank for. I reassure him that any changes made for the specific purpose of ensuring that potential loopholes are closed will not have an impact on the main purpose, just as he describes.

I thank the hon. Gentleman for reminding us that the Online Safety Bill will return very shortly. I am ensuring that its findings, many of which were in the interim report, will be covered in the Online Safety Bill. I will return to him in writing on his comments about asylum seekers in hotels.

I can tell my hon. Friend that I most certainly will. The only thing I take issue is the amount of money, which is a lot bigger. There is £283 million just on the coronavirus job retention scheme, and a lot of the travel companies will have taken advantage of the smaller loan schemes. On a smaller level again, there are things such as the bounce back loan, and that is before we get to the very, very large-scale covid corporate financing facility, at £1.6 billion, and the furlough. There have been an awful lot of projects that put money into businesses in my hon. Friend’s constituency and elsewhere. He absolutely has my assurance that that will continue.

Two constituents have approached me who, like the Secretary of State, were already in Spain when that country was added to the quarantine list. Their employer chose not to pay the couple’s statutory sick pay—he is not required to—and that is causing them considerable hardship. Is that not unfair, and does not that lack of sick pay make it less likely that people will comply with quarantine?

As I have mentioned, no one feels this more acutely than I do, given that I effectively put myself into quarantine with that decision. Travel is something that we must all do with a degree of eyes open, accepting the risk at this time. As I mentioned again from the Dispatch Box, people will need to think carefully when they travel about whether, if the country does suddenly end up in quarantine—I explained, with examples such as Jamaica, that this can happen very quickly—they are able to quarantine afterwards. Otherwise, it might be best not to travel, and that is a judgment that everybody will make. The hon. Gentleman knows that the Chancellor and my right hon. Friend the Secretary of State for Work and Pensions have also made significant moves to assist, particularly where people are in local lockdown areas.

I want to echo the sentiments expressed yesterday by my right hon. Friend the Prime Minister regarding the awful events in Grays, Essex. Inquiries are ongoing, but, having worked with the haulage industry over the past few months, I feel keenly the tragedy that has taken place, and the Department stands ready to assist in any way we can.

On 15 October, I announced that the Government would develop a world-leading transport decarbonisation plan. That will bring together the bold and ambitious programme of action across transport that is needed to achieve our net zero target by 2050.

The figure is 2.6% for low emission and electric cars, and the hon. Lady will be aware that there has been an 122% increase in sales of electric cars this year compared with last year—indeed, I am proud to make up one small percentage of that percentage by owning one. Electric cars are fantastic, and for that reason we are about to see a big increase in the number of them on the road. There are already more public charging locations than there are petrol stations, and we will be doing a whole host of things—40 or 50 different measures—that I will describe in the decarbonisation plan. I think the hon. Lady will be pleased with a lot of the things that she sees coming along.

On aircraft emissions, will the Government agree to incentivise the use of aviation biofuels? Does the Secretary of State have ambitions similar to those of the Scottish Government, who are seeking to introduce electric aircraft in the highlands and islands?

The hon. Gentleman will be interested to know that just the other day I went to see the aircraft that is being developed at Cranfield University by Britten-Norman for electric flights in the highlands and islands. The day before yesterday I had a meeting about biofuels, which are very important for meeting our commitment to net zero emissions by 2050 in aviation.
