Very simply, Ukraine has taught the world a great deal about this. When it comes to, for instance, producing sufficient munitions to restock the Ukrainians’ supply, it is very difficult—in fact, impossible—to do that instantaneously. When there is global competition for 155s or other missiles, we want to ensure that our own industrial defence estate is able to produce such items by telling those in the industry that they are on a war footing. By putting in £75 billion more and, critically, naming the date by which we will get there, we will put them on that war footing.

I commend my right hon. Friend for his stalwart stubbornness in securing this important increase in defence spending. He and I both know that much more money is needed, but this is a step in the right direction. He is off shortly to meet NATO members, and I fear that he will have a great deal of work to do. For example, only two NATO members are prepared to open fire on the Houthis in the strait of Hormuz, one of the major trade routes for NATO and the west. Does my right hon. Friend feel that there will be a lot of work for him to do when he goes to meet those NATO members and asks them to step up and spend 2.5% on defence, as they should do and as we are going to do?

I thank my hon. and gallant Friend for his comments. He is right to point out the need to be prepared to use the abilities that we have. Ours is one of the only countries with both the global reach and the desire and preparedness to use those abilities, which is why we have ended up defending ships in the Red sea from the Houthis. I can report that a specific incident along those lines has taken place today, with our armed forces in action, and we can be very proud of everything they do for us.

As I have mentioned a couple of times at the Dispatch Box, the hon. Gentleman will need to explain his position to his friends and colleagues in countries as radical as France and Spain, where they have these rules in place and act already. On the impact assessment, which is a point that has been made several times, including from the Opposition Front Bench, the final impact assessment—which will come through primary legislation, with secondary legislation in the form of statutory instruments to bring it into place—is yet to be published, so he is wrong about that as well. How can anyone seriously argue that guaranteed rescue by ambulances of somebody who is seriously ill could have a harmful impact? It is simply beyond belief.

Coming back through Heathrow recently, I spoke to someone who works there who praised the armed forces for the incredible job they did covering Border Force, and told me how the process worked without any problems at all, and what a sad reflection it was on the public service that they could not do the same thing. Does my right hon. Friend agree that Opposition Members, the unions and many who work in the public service seem to have forgotten that we spent £400 billion safeguarding their jobs, their futures and their careers?

I pay tribute to the Army, who did fantastic work. The Army has a no-strike clause already, along with the police. Once this primary power has been taken, it will be for Secretaries of State, including the Home Secretary, to determine and consult in other areas for secondary powers to bring in minimum service levels. Most people working in the public service are doing a hugely valuable job. They are trying to do their best, and many are frustrated by their radical union leaders who often lead them up the garden path.

The hon. Lady does not know it, but she and I share something very much in common: a love for the east coast main line. I live not a quarter of a mile from it and it is the line that I essentially end up using more than any other; I was on it a couple of days ago. We have actually been putting in massive investment, which she may not have seen. For example, I have signed off at least £300 million—I forget the exact figure off the top of my head—to upgrade digital signalling, which will make a big difference to both the reliability and the number of trains that can travel up the line.

I feel that the thrust of the hon. Lady’s question was really about the integrated rail plan and how we are going to use the east coast main line within that part of the programme. The Minister of State, my hon. Friend the Member for Pendle (Andrew Stephenson)—who is the Minister for both HS2 and the integrated rail plan—will be saying more about this with me shortly. We share the hon. Lady’s ambition to ensure that the east coast main line is capable of taking the traffic required to service our constituents today.

Faster trains to London from Weymouth in my constituency will be a key infrastructure improvement if we are to create more jobs and prosperity. The line via Poole and Bournemouth operates to capacity, so restoring a short stretch of track to the south-east of Yeovil Junction to link up with the Salisbury line would do the trick. Will my right hon. Friend reassure my constituents that this easy improvement is a large blip on his radar?

I was just conferring with the Rail Minister, my hon. Friend the Member for Daventry, and this is absolutely on his radar. There have actually been few things we have done that have been more popular in transport and rail than restoring a railway. I know my hon. Friend will know all about that and be bidding into the process, as others have around the House. This just demonstrates, as his eloquent words show, the extent to which these railway reconnections can make big differences to our constituents, and this Government are fully in favour of doing that.
