Commons ChamberThe whole House will welcome the hydrogen economy as an important way to store power. It is becoming increasingly apparent that that power is most likely to be used in heavy industry as well as heavy transport. This Government are committed to hydrogen power, but we are also keen to ensure that it does not impact on people’s energy bills, just as those bills are starting to fall thanks to the support that we provided families with this past winter.

Commons ChamberAs I was trying to explain earlier, it is a work in progress. We will make sure that those who suffered are recompensed. What happened was indeed a scandal. I could not have acted faster in this job to fix it and I described the three different parts of activity I undertook, which brought it under control.

During the last oral questions, I was taking on the UK presidency of the International Transport Forum, which is the world’s most important international transport body. If the hon. Gentleman does not think that a Secretary of State should be doing that, he is very mistaken indeed.

Commons ChamberWe currently have a trial programme for e-scooters, with 31 trials in operation, which is collecting the data that the hon. Lady seeks. I share her concerns, particularly about e-scooters sold through the private market where they are not legal to be ridden on the roads or pavement, or indeed in the public arena. We are looking at measures that will crack down on those while ensuring that those that have been properly insured and used through the trials continue until we have all the data.

He will be interested to see that those buses are not just ordered or in production; some are actually on the road.

Commons ChamberNetwork Rail currently runs the services, and for a good reason, which is that the whole country is connected by rail. The railways do not stop at the Scottish border and then turn into a different format or track size. For the same reason, we want Great British Railways to take overall control and, if we are to run an efficient service, it would be crazy to do that and at the same time split bits off. That would be completely against the whole purpose of carrying out this reform. However, we have the Union connectivity review, which is, for example, involved in looking at how we can make London to Edinburgh a three-hour journey on the train. I would really welcome the hon. Lady and her colleagues being as involved in that as possible, because I am heartened by their desire to see the whole of Great Britain connected up.
I welcome the Secretary of State’s statement. Greater Anglia’s current franchise agreement provides for the reintroduction of a through service from Lowestoft to Liverpool Street, but this has been delayed, partly by the pandemic. The service is much needed and it is to be regretted that this contractual undertaking has not yet been fulfilled. I would be grateful if my right hon. Friend could provide an assurance that the service will be brought in as quickly as possible, preferably under the current franchise agreement, but if not, under the proposed concession agreement.

Gentleman is absolutely right to point that out, but he will recall that the pandemic in between has created problems not just for the bus sector but for the entire economy, which has, by necessity, meant that a huge amount of money—hundreds of millions of pounds—has gone into supporting buses operating at all. The pledge for 4,000 buses remains, and £120 million was announced at the spending review to get on with the first several hundred of them.

Commons ChamberYes, that is absolutely the case. We are committed to 2050 and will soon be producing a decarbonisation plan, which will do precisely what the hon. Lady is after.
The development consent order decision for the Lowestoft third crossing should have been made by 6 December. More than three months on, I would be grateful if my right hon. Friend the Secretary of State advised as to when a decision will be announced. Does he agree that if the UK is to build the infrastructure that the Chancellor outlined yesterday, we need a timely and efficient legal process for making such decisions?

Commons ChamberLike the hon. Lady, I support the ambition for more cycling. That £350 million is in addition to the existing funding, and I think she will be pleased to back our manifesto commitment to make cycling proficiency, or Bikeability, available to every child in England.
Can the Secretary of State advise me of when the development consent order decision on the Lowestoft third crossing will be announced? This was due on 6 December, and it was understandably postponed due to the general election campaign, but we are now eight weeks further on and a statement from him would be appreciated.
I need to be cautious—it is going through due process, and I will contact my hon. Friend to give him a bit more detail.
I have certainly been shaken out of any sense of complacency by that question, given that it came from a member of a party under whose government we saw house building crash to its lowest level since the 1920s. I can report to the House this afternoon that in the past year alone house building starts in England went up by 25% compared with those in 2009.
9. What steps he is taking to promote the refurbishment of empty and vacant homes.
