Commons ChamberBriefly, I thank the hon. Gentleman. I mentioned that I will be working with the International Labour Organisation, but I will also be working with the International Maritime Organisation, which is headquartered globally in London, on making this a global move. Some of what he said will not apply, because once we have changed the Harbours Act 1964, it will outlaw the need to end up going to a tribunal on the 25% uplift and the rest of it. I will leave it there for brevity.
I warmly welcome the strong package of measures announced today. Does my right hon. Friend agree that the behaviour of the directors of P&O is disgraceful, and they must be held to account? The Dover-Calais route must be operated to the highest safety standards, with decent pay and conditions and on a level playing field. Will he continue to work with me, as he has done since this disgraceful act occurred, to do everything possible to support the Dover-Calais sea corridor and the Dover community?
I thank my hon. Friend for her incredible input into this. In Dover, she is right at the frontline of any impacts when ferries are not running. Her contribution, assistance and guidance have been absolutely invaluable. I will absolutely step up to her asks on this. I stress, probably on behalf of the whole House, that in this House we find it unacceptable that someone would deliberately, knowingly and wantonly go out of their way to break the law in sacking staff. We will not take that lying down. The law will be changed and I am afraid that P&O Ferries, although as of last night it did not realise it, will have to U-turn.

I have been working with Transport for the North and many others in consultation to sort out that fundamental problem, which is the bottleneck around the Castlefield corridor in and out of Manchester, which impacts on the entire northern rail service and beyond. The hon. Lady is absolutely right; we will be taking all those representations into account, and very carefully. Indeed, the rail Minister, my hon. Friend the Member for Daventry (Chris Heaton-Harris), would gladly meet her to discuss it further.

Commons ChamberWe are working to support all those in Kent with traffic management, including the Kent Resilience Forum and the local authorities. I also pay tribute to the military and to NHS Test and Trace for the way that they helped to get things going again after the Christmas lorry crisis.
Having worked so positively with my right hon. Friend and with the Under-Secretary, my hon. Friend the Member for Redditch (Rachel Maclean), over so many months on the Keep Dover Clear strategy, it was extremely disappointing that Dover came to halt and a standstill and faced gridlock following France’s unreasonable closure of the border. Will my right hon. Friend reaffirm the Government’s commitment to keep Dover clear so that whatever happens at the port of Dover or is done by the French, people can get around to work, to school and in their daily lives?
My hon. Friend is absolutely right, and I pay tribute to her for the way that she has campaigned to keep Dover clear. She is right also in saying that before Christmas, President Macron decided to close the French border with no notice, meaning that we ended up with thousands of lorries gridlocking Kent. We had to put in place emergency measures, which have included at this stage having provided lateral flow tests to 120,000 hauliers in order for them to cross. I can report to the House that once they have crossed to the other side, the French have also been carrying out some tests. No one has come across with coronavirus as a result of the enormous programme we have put in place, none of which would have been possible without my hon. Friend’s tremendous assistance during those few days before Christmas while the military, NHS Test and Trace, the police and, not least, the local MP worked to clear the problem.
