One of the useful changes we have made through the Localism Act 2011 is to allow local authorities to vary the rates downwards, which means that local authorities can look at their high streets and try to help them. I rather brushed over a point earlier. Those on the Opposition Front Bench have previously called for £5 million to be spent on bringing those empty shops back into use—I remind the hon. Lady that those calls came from her own Front Benchers—and we have doubled that and spent £10 million to assist.
There would be fewer empty shops if small retailers in particular could spread their costs more evenly. I know that the Portas recommendation was that wherever possible people should move to monthly rather than quarterly rent. Will the Minister take this opportunity to encourage all landlords to look kindly at such an approach when it is suggested by their tenants?
From my experience, as reflected in the 2007 leasing code, an awful lot of small things could make a big difference to smaller businesses. Finding the money to pay three months’ rent in a single go is enough to topple some businesses over, and smoother payments, fairer leases and not always having upwards-only rent reviews can all help. I am working with the industry, including the likes of the Royal Institution of Chartered Surveyors, to ensure that the leasing code is better implemented.
That is simple. This Mayor has delivered 50,000 affordable houses for rent, outperforming the previous Labour Mayor. If constituents vote for him again, he will deliver even more next time.
Has the Secretary of State had the opportunity to compare the track records on council tax for the current Mayor of London and his Labour predecessor?
17. What steps he is taking to improve the transparency of spending in local government; and if he will make a statement.
All local authorities in England now publish details of their £500 spend online and our Department routinely publishes a wide range of statistics on local authority spend. I say all local authorities but there is one exception to that rule—Labour Nottingham.
Ministers have already referred to the sound stewardship of Wandsworth council, which not only publishes everything over £500 spending wise but publishes the salary and expenses of all its staff who earn over £58,200. Will the Minister urge all public bodies to follow that lead?
My hon. Friend is absolutely right about this. It is incredibly important that public bodies follow that lead. Transparency is at the very heart of allowing citizens to take part in local democracy and hold public bodies to account, and I cannot imagine for one moment why any public body would want to hold out against that. It is extraordinary that some do and even more extraordinary that one of them is a major city authority such as Nottingham.
It seems obvious to me that if homes are not built today or at least at the time of the election, and we subsequently build them, they will be counted in the homes that we build. The fact that we have decided to continue to put £2.2 billion into the build programme in addition to the affordable rent programme means that we will out-build the previous Labour Government not just over four years, but in comparison to their 13 years, in every single year.
23. What steps his Department is taking to increase the flexibility of access to shared ownership schemes for first-time buyers.
The Government are committed to supporting those who aspire to own their own homes. As announced in the Budget, we are introducing the Firstbuy equity loan scheme, and the Homes and Communities Agency’s affordable housing programme in 2011 to 2015 will include affordable home ownership where appropriate in local circumstances.
I very much welcome that additional flexibility. Some of my constituents have said that they find existing schemes to be a bit over-bureaucratic, particularly as regards the relationship between where people live and where they work. I hope the Minister will look to new schemes to reduce the hurdles that face first-time buyers.
