Commons ChamberI am pleased to say that the green jobs delivery group is co-ordinating across Government to ensure we maximise the number of jobs in green sectors. The group has wide Government representation, including the Department for Education, the Department for Work and Pensions and the Department for Environment, Food and Rural Affairs, and includes members from Siemens, RenewableUK and the Institute for Apprenticeships and Technical Education.
I thank the Minister for that response. He will know that South Yorkshire is fast becoming known for its green energy research. From Sheffield Hallam University’s Dext Heat Recovery project to the University of Sheffield’s Translational Energy Research Centre, there is huge potential in our region. Will the Minister look at what more he can do to work with and provide support to the South Yorkshire Mayoral Combined Authority, so that our region can become a world-leading energy innovation hub?
I thank the hon. Gentleman for his question. He is quite right to highlight the need for innovation and for keeping us at the cutting edge of science. We committed £4.2 billion to net zero research and innovation over the period from 2022 to 2025. Just last week it was my privilege to open, up in Blyth, the Digital, Autonomous and Robotics Engineering Centre. In his area, and all over the country, green jobs offer a tremendous opportunity.

Commons ChamberI agree with the hon. Gentleman. One thing that I have observed about the culture in Yorkshire and the Humber is that people are often quite reticent about talking themselves up. We have a real responsibility to the next generation of talent. When I visit schools in my constituency, I make the point that people from Barnsley Central have gone around the world, achieved great things and shaped the world in which we live today. I agree with the hon. Gentleman that we all have a responsibility in our communities to make the powerful point that the most amazing success stories have come out of our area, and we should never be shy about championing the success of people from our region.
I have reflected on the Gatsby Charitable Foundation’s career guidance report. It is also worth reflecting briefly on the recent report by the House of Lords Select Committee on Social Mobility. That excellent report makes detailed comment about improving the transition from school to work for young people. One recommendation, that the Government should look closely at, is for Ofsted to place greater emphasis on the provision of careers education.
I chair the all-party group on careers information, advice and guidance. Schools are encouraged by the Government to work towards a quality in careers standard, but they are not obliged to do so. In a high- stakes accountability system, in too many cases they will not do the right thing until that is joined with the system. Does the hon. Gentleman agree that we should make it mandatory for every school to work towards that standard and maintain it?
I absolutely agree, and I will be interested to hear what the Minister is able to say when he responds.
Finally, I want to talk about leadership. If we are to close the attainment gap, we will need brilliant headteachers leading teams of excellent, highly motivated teachers. If we look at the recent schools White Paper, however, we see that the Government show a dearth of ambition in that area. There is a chapter headed “Great teachers—everywhere they’re needed”, but despite that promising title, there is little in the way of proposals for how we can get more great teachers. Instead, the main focus of the White Paper is the plan for the forced academisation of every school, a divisive policy for which there is absolutely no evidence that it will improve standards.
On a more positive note, I was encouraged by the Government’s announcement in the Budget of a northern powerhouse schools strategy. A number of measures sounded promising, including the additional funding being made available to support turnaround activity and the report on transforming education, which is to be led by Sir Nick Weller. Since then, however, I have been disappointed by the lack of detail that has been forthcoming. The schools White Paper did not mention the northern powerhouse schools strategy once.
As my hon. Friend the Member for Batley and Spen said, Yorkshire needs a strategy for improvement, similar to the pioneering scheme that we saw in London. I would like the northern powerhouse schools strategy to progress with the ambition of generating an improvement similar to the one seen in London. Sadly, we do not have enough information about the strategy to know whether that is what we are looking at. I ask the Government to provide more information to Members on the strategy, and also to publish the terms of reference for Sir Nick’s review.
In conclusion, Madam Deputy Speaker—[Laughter.] Sorry, Mr Deputy Speaker; it has been a long day. Closing the attainment gap will take real effort from everyone involved in the education system, from Ministers to school leaders, teachers and parents. It is not going to be easy, but we have to succeed because the stakes are so high. We cannot allow the educational divide in this country to continue. We cannot let down the young people of today and tomorrow.

Commons ChamberI did not say the market should be ignored. The point that I was making is that ultimately it is a matter of priorities.
What will be the cost of making NHS staff redundant, before the additional cost of rehiring by the GP commissioning bodies? To me, none of this makes sense, and it leads many health officials to question whether the Health Secretary fully understands what impact the reforms will have on the front line morally, economically and logistically, and in this confusion the NHS is placed at risk.
Why not use the facilities that the Labour Government spent £100 billion building over the past decade? Would it not be simpler to keep the PCTs? Surely it makes far more sense to increase GP involvement to allow for clinical oversight, and use the facilities and the staff base that we have spent the past decade investing in. Of course there are problems in the NHS which need solving, but the Government’s plans are not just a misguided attempt at privatisation by stealth; they fail to acknowledge that the past 13 years of reforms ever happened.
As well as issues of cost, the proposed reforms are a threat to the accountability of the NHS—at a local level, with the removal of the non-executive directors, and nationally, with the transfer of responsibility from Whitehall to the NHS board. How will we know whether we are getting value for money? What impact will the reforms have on local waiting times? If the Secretary of State genuinely believes in these reforms, what accountability mechanism is he introducing to judge how well they are working? The Department of Health has not explained how the reforms will address the challenges of longer life expectancy, advances in technology and greater public expectations.
I am grateful to the hon. Gentleman, who is making a thoughtful speech. The incoming Government inherited an NHS which has had a massive increase in expenditure, yet has seen a 15% drop in productivity over time. Does he have any thoughts on what reforms do need to be made? Despite having money thrown at it, the NHS was not delivering in terms of productivity and was thereby letting patients down. What is his prescription to make the NHS stronger?
Although I am new to this business, if hon. Members and the Secretary of State had such faith in the reforms, it is confusing to me why they were not put in the manifesto and the people of this country given the opportunity to vote on them at the general election.
GPs will be substituting the calculator for the stethoscope. That is bad for the NHS and bad for patients. Given how far we have come, would not the first year of the Secretary of State’s tenure in the Department of Health have been better spent, for example, on a concentrated investment of effort in cancer care? We must fight the war on bureaucracy, but not at the expense of the war on cancer.
Would not the Secretary of State have better spent his time learning from our European partners how to educate our constituents about the dangers of an unhealthy lifestyle—diet, drink and drugs—and their effect, particularly with regard to cancer treatment? We need to address why a cancer sufferer in Barnsley is less likely to survive than a sufferer in Barnet. These are the NHS reforms that would make a positive difference and that the country expects us to deliver. Instead, in my constituency, the scale and pace of the Government’s cuts are making it virtually impossible for Barnsley hospital to plan ahead. Budgets are being cut while patient numbers are going up.
