6. If he will hold a review of the smart meter infrastructure upgrade.

The introduction of smart meters will unlock huge benefits for the people of this country. There is a solid evidence base to support the roll-out, and it is important that we start to realise the benefits sooner rather than later. The coalition Government have published detailed plans showing how we will deliver smart meters; the last thing we need is more delay.

I welcome that answer, but will my hon. Friend do something to ensure that the programme costs are reported and properly controlled in the interests of those who will pay the bills—that is, the consumer?
Charles Hendry
My hon. Friend makes a very important point. That is one of the most important mechanisms we have in any part of Government policy to bring benefits to consumers. The total cost of the programme is estimated to be about £11 billion and the benefits are estimated to be about £18 billion, so there will be £7 billion of benefits, and that we is why we want to see it happening as soon as we can.

The planned roll-out of smart meters across the UK will entail millions of homes being fitted with new devices. Will steps be taken to ensure that such devices are interoperable so that they do not act as a disincentive to consumers switching suppliers in order to get a better deal?

My hon. Friend makes a very important point. That is fundamental to our approach. Smart meters are designed to give consumers more control over the energy they use in their homes, and allowing people to switch and take advantage of different tariffs will be a fundamental part of their success.

The difference we have made is that that funding is linked specifically to manufacturing projects, rather than to speculative improvements in ports. In addition, £70 million has been brought forward in Scotland, and there will be perhaps more in Wales, so we are very keen to see specific projects. Siemens is looking at the opportunities on the north side of the Humber in Hull, where very good progress is being made, and there will be a fixed formula for establishing exactly how much Government support is going to be available for private sector investment.

The hon. Lady raises an issue that is of concern to Members from all parts of the House. There is a realisation about the impact of onshore wind farms. We want there to be more onshore wind farms, but we are determined to ensure that they are built in the most appropriate locations and that there is support for the communities that host them.

My hon. Friend will be aware of the good news that the Danish company, Vestas, has announced its intention to set up a wind turbine factory in my constituency, which will create 2,000 much-needed jobs. However, the project is conditional on a number of factors, including the Government delivering stability in the market, and long-term political and regulatory certainty. What assurances can my hon. Friend give Vestas to help us seal the deal and turn that good news into very good news?

My hon. Friend highlights one of the investment opportunities that is coming through as a result of our approach of wanting a supply chain industry to develop for the offshore wind sector in this country. That news is very encouraging. I reassure Vestas that the area of Sheerness has a dedicated and able work force, an absolute champion in its Member of Parliament, and a supportive Government who want to see this matter move forward.
