Commons ChamberThe Government are absolutely committed to ensuring that anyone entitled to be paid the minimum wage receives it. Since 2015, we have more than doubled the enforcement budget to almost £30 million and ordered employers to repay £100 million to 1 million workers.
The Low Pay Commission has called on the Government to recruit a new director of labour market enforcement as an urgent priority, but the Government have dragged their feet for almost a half the year while claims are falling and waiting times are rising. Can the Minister inform the House when that vital post will be filled? And “in due course” simply does not cut it.

Commons ChamberI am grateful to my hon. Friend for her question and, in particular, for highlighting the situation with regard to the hospitality and leisure sector. I speak to many of the people in that sector on a daily basis. We are actively monitoring the impact of covid-19 on the labour market, but it is too early to draw any firm conclusions. Equality legislation requires that employers must not discriminate based on gender, and this law continues to apply.
As with any other economic downturn, it is women who are at risk of being worst hit by the economic consequences of coronavirus. As childcare responsibilities overwhelmingly fall on women, the closure of schools and childcare facilities could mean that many women are forced to leave work or to reduce their hours as the furlough scheme is wound up. The U-turn yesterday on free school meals is welcome and will help many families, but what will the Minister do to ensure that women are able to return to work in a flexible way in order to balance childcare commitments and not lose out financially, particularly as schools are not yet fully open?
I am grateful to the hon. Lady for her question. It is important that we manage to supply childcare. That is why women should be able to go to their local authority. They may not get their first choice of childcare provisions, but their local authority will be able to guide them. None the less, it remains the case that there should be flexible working: if people can work from home, they should be able to work from home, and employers need to be mindful of that.

Commons ChamberI have met regularly with a large number of representatives of hospitality organisations to discuss the issues that they are experiencing, including through the BEIS ministerial taskforce on pubs and restaurants and my own weekly call with sector representatives, the next of which is this afternoon.
I, too, record that my thoughts are with Jo Cox’s family today.
The hospitality sector has faced an unprecedented challenge due to coronavirus, which has had an impact on many businesses in my constituency of Sheffield, Brightside and Hillsborough. At the start of the outbreak, the Prime Minister said that he would do whatever it takes to support individuals and businesses. Will the Government therefore extend the full furlough scheme to ensure that the hospitality sector survives and workers in the industry do not add to the shocking unemployment figures released today, and, ultimately, to protect our communities from a further spike of this terrible virus?
Indeed, Sheffield City Council has paid £87 million to 7,329 business premises. We have provided an unprecedented package of financial support to businesses in the hospitality sector. We continue to work with them. We continue to extend the furlough system and make it flexible, in order to have part-time furloughing, so that people can start to come back to work. It is important, however, that we get the guidance out so that we can work with the hospitality sector to get it to reopened, so that it can start to bounce back.

I do not want to step on the toes of the CCRC’s investigation or of the things that are happening at the moment. Clearly, however, we need to ensure that lessons are learned. Over the coming days, we will look to see what more we can do.
I want to cover the CCRC cases specifically. The litigation that concluded with a judgment on 16 December last year only resolved the civil case—it cannot deal with criminal matters. Claimants with convictions are therefore seeking to have those convictions overturned by going through a process with the CCRC, which has the power to refer cases to the Court of Appeal. The independent CCRC plays a vital and valuable role in maintaining confidence in the criminal justice system. It is important to pay tribute to it for its process. The key role of the commission is to investigate cases in which people have been convicted and have unsuccessfully appealed, but believe that they have been wrongly convicted or incorrectly sentenced.
The CCRC received 57 applications, all of which are being reviewed—the first 20 in 2015 and the most recent 22 following the settlement in the civil case in December 2019. A small number of those applicants pleaded guilty at the magistrates court and, normally, they would have no ordinary route of appeal, but the CCRC provides a way to ensure that we can go through those cases. The CCRC has a team of three case review managers working on the cases, supported by a group leader, a commissioner and other advisory staff. They have obtained and are reviewing thousands of pages of material from the Post Office and other public bodies, and expert forensic accountants have been instructed, with the substantial task of examining transaction data from a sample branch.
I fear that the Minister does not get it. He is still parroting exactly what has been said by previous Ministers to me. If this had happened to him, and he had lost everything and had his reputation done, he would want an independent judge-led inquiry. In this Chamber, we have all made it very clear that that must be the outcome.
I am grateful for the hon. Lady’s intervention, but she used up a lot of my time. Specifically, we are talking about the CCRC. I want to ensure that I leave my hon. Friend the Member for Telford some seconds at the end. I will continue to look at that. We will continue to ensure that sub-postmasters can feel that they will have justice, recompense and the confidence to move forward.
