Commons ChamberThe Government are committed to the northern powerhouse project and recognise that that has to be supported through infrastructure investment. We are looking at northern powerhouse infrastructure investment projects on a case-by-case basis, and we will continue to support the development of the northern powerhouse.

Commons ChamberAs I have said many times today and am very happy to say again, we will always support those who are taking risks to grow and found new businesses. Our job—I take this very seriously and my right hon. Friend the Prime Minister takes it very seriously—is to do what is right for the country. When it becomes apparent that we have to do something because it is the right thing for the country—that is what has become apparent to us over the past couple of days—we will do it, however difficult it is. That is what I have done today.
I realise that the Budget has now become a consultation exercise. Will the Chancellor confirm that at the time he and his colleagues put together the manifesto commitment not to put up national insurance, VAT or income tax, there had been no economic impact assessment of Brexit; and that the economic cost of Brexit, from hard Brexit and tariffs, will fall wholly on public services and the poor?
It is certainly the case that at the time of the last general election the referendum had not taken place. Indeed, if a Conservative Government had not been elected a referendum would not have taken place. The hon. Gentleman knows and understands that very well. I have explained today how we approached the manifesto commitments, how we delivered them into law and how we have reviewed the way they are seen in the light of representations from colleagues.

By contrast, if we remain inside the EU, we can look forward to a huge dividend from an opening of the market in services over the coming years. The truth is that we have barely scratched the surface when it comes to the EU single market. The single market in goods is well developed, but in the sectors in which the UK is truly market-leading—financial, business, technical and professional services, the digital economy, the creative industries and energy—the potential remains huge, and the EU’s high-value market is the place to realise it.

Commons ChamberThe sanctions my hon. Friend refers to are in fact Russian counter-sanctions that have been imposed against EU producers. I am pleased to be able to tell the House that, despite the sanctions measures Russia has taken in retaliation against EU agricultural producers, agricultural exports from the European Union in 2015 were up by 6%, showing that our producers—Europe-wide producers—are able to address the challenge of Russian sanctions and to find alternative markets elsewhere.
On the Ukraine, does the Secretary of State accept that Russian bombing of Syrian civilians to provoke refugees and possibly to tilt the balance in favour of Brexit is part of a strategy to fragment European resolve on Ukraine? He is frowning—obviously he has not thought about that.
There is definitely a Russian strategy to try to fragment European resolve. It is probably a step too far to suggest that Russia’s engagement in Syria is designed only to apply pressure over Ukraine. Russia has important and historical equities in Syria and is seeking to defend its interests there. But, overall, Russia’s behaviour in Syria and Ukraine gives us deep cause for concern about the established security settlement that we have been used to living with for the last 25 years.

Commons ChamberSir Bob Kerslake, the head of the civil service, is leading on that issue. We will ensure, when we publish our consultation paper in the autumn, that we clearly set out the Government’s offer to our employees in support of the reserve forces.
Welsh soldiers who have risked their lives and lost their friends in Afghanistan now face the sack. We heard this morning in the Welsh Affairs Select Committee from military and academic experts that the Welsh forces should not be the first to be considered in this programme. We should consider the ceremonial forces, the Gurkhas and the Scots. Alongside that, the provisions of the Enterprise and Regulatory Reform Bill will make it much more difficult to recruit people working in small businesses because of the end of tribunals. Does the Secretary of State accept that this is a grubby political fix, and that he will not be able to recruit people into the Territorial Army because of the changes that will make it easier to sack people?
If the hon. Gentleman were in the Army, I suspect that he would be told to get his hands out of his pockets.

Commons ChamberConcern has been expressed about Army recruitment in Swansea because Territorial Army pay is taken off the benefits of Territorial Army personnel, thus undermining demand from those people who are not working to join the Territorial Army. Will the Minister talk to the other Departments involved to try to reconcile that problem?
The hon. Gentleman was dozing earlier, but the right hon. Member for East Renfrewshire (Mr Murphy) asked precisely that question, and I was able to reassure him, first, that we are very much aware of the issue and, secondly, that a piece of cross-departmental work is going on to ensure that the negative effects that he suggests do not in fact materialise.

Commons ChamberThere are two things that I can say to my hon. Friend. First, if we do not address the challenges that Sir Roy has set out, there will be only one direction of travel—worse services and higher prices. That is not acceptable to anybody in this House or in the country.
I want to make a point specifically about commuter fares and season tickets. At the moment, we have a very inflexible system of season tickets. People buy a season ticket which assumes that they will travel in peak hours every day. Increasingly, people have opportunities for flexible working patterns—indeed, the Government are committed to giving people greater opportunities for flexible working patterns. Smart ticketing technology will allow us to be able to start to recognise people who have a pattern of work that allows them to work at home one day a week or a fortnight, instead of their having to pay the rail fare even though they are not using the railway. That technology can help us to address some of the perverse incentives that season ticket holders currently have to use the railway in peak time when perhaps they do not always need to do so.
On the issue of value for money and rail electrification, can the Secretary of State undertake to have a look at transnational transport funding from Europe to help to support the case for the Swansea to Cardiff electrification? It would complete the electrification from Paddington to Swansea and, with the ferry link to Ireland, provide access to significant European funding.
I have already made a statement to the House on the economics of the electrification from Cardiff to Swansea and I am afraid that those economics have not changed, but if the hon. Gentleman is raising the issue of trans-European network funding, I am not aware that there is any still available. However, I undertake to have a look at that potential source of funding.

Commons ChamberAs the hon. Gentleman will know, we have already announced that we intend to operate a longer default franchise period of 15 years, to start to stimulate exactly the type of behaviour that he talks about.
It is the Government’s policy to support a progressive electrification of the railway throughout England and Wales—Scotland makes its own rail infrastructure investment decisions—not only because of time savings but because of the environmental case for an electric railway. Through progressive investment control periods, we will continue to look to roll out the electrification of the railway across England and Wales.
This is a sad and disappointing St David’s day for Swansea—[Hon. Members: “Ah!”] Well, it is, particularly in the light of the fact that the Secretary of State denied a meeting with private sector stakeholders and Swansea university, alongside the MPs of Swansea and west Wales, to examine the business case for inward investment in further electrification. Given that Swansea is the second worst-hit city in the UK from Government cuts, will he undertake to have that meeting at long last with those stakeholders, including the university, even though he has made the decision already? That would enable them to discuss the co-operation and inward investment of Rolls-Royce, Tata, Boots and other companies that are coming to Swansea. They would have made that case had he been bothered to have a meeting with them.
I can tell the hon. Gentleman that my officials discussed the business case for electrification to Swansea with Welsh Assembly Government officials exhaustively, but he misses the fundamental point. He talks about Rolls-Royce and Tata, and if they are looking at rail investment as a criterion for investment, they will be examining journey time savings. The IEP announcement that I have just made introduces a journey time saving of 20 minutes to Swansea. He should go back to Swansea, rejoice in that saving and pick up the phone to Rolls-Royce and Tata to tell them how it improves the case for investment in his city.
