Commons ChamberThe UK and our international allies have provided Ukraine with both ground-to-air and air-to-air defence systems. We will continue to assess its defence needs and adjust our support accordingly.
At the Council of Europe, of which I am a member, President Zelensky suggested that Ukraine had only about 10% of the air defences that it needed to respond to the current onslaught. Much of that onslaught comes from Iranian drones. Given that Iran is in a condition of social unrest, what efforts are the UK Government making to ensure that people in Iran know that the focus of their Government is to send weapons of mass destruction to be used against innocent people—rather than feeding them bread and giving them human rights—so that we can choke off, over time, the supply of these deadly weapons?
The hon. Gentleman has made a good point. We will continue to take action to discourage the supply to Russia of weapons that might be used in Ukraine, and we will keep under constant review our sanctions packages to choke off the supply of weapons such as drones.

Commons ChamberI am grateful to hon. and right hon. Members for their thoughtful contributions to the debate. In response to the hon. Member for Cardiff South and Penarth (Stephen Doughty) and to other Opposition Members, let me put on record that the Government recognise and value the unanimity of voice with which we speak on these issues. There is, of course, always the opportunity here to engage in partisan and party political attacks. That is a part of the job that we do, and there is nothing wrong with it, but there are also times when we come together and stand shoulder to shoulder in defence of values that we all share. We have seen in this afternoon’s debate a strong demonstration of this House speaking largely with one voice. Members are highlighting concerns, issues and problems when they arise, but are fundamentally standing shoulder to shoulder with each other, as is right.
The stoicism, courage and determination shown by President Zelensky and the Ukrainian people in the face of this onslaught is an inspiration to us all. If we are to realise a world where peaceful, sovereign nations are free to choose their path, and to prosper without fear of invasion, then Ukraine must win. We are working intensively with our allies and international partners to support our friends in Ukraine. The Prime Minister is in regular contact with President Zelensky. They spoke last Thursday and again on Sunday. The Prime Minister has spoken recently to the G7, European leaders, NATO and the UN Secretary-General. Last week, he was in Sweden and Finland to agree increased co-operation on security, and to discuss their application to join NATO. Meanwhile, the Foreign Secretary was in Germany to attend the G7—as was I, attending the G7 Development Ministers’ meeting. The Foreign Secretary was also at the NATO Foreign Ministers’ meetings, where she galvanised work with allies to help win the battle for Ukraine. As mentioned earlier by the Minister for Defence Procurement, the Defence Secretary met his US counterpart at the Pentagon two weeks ago. They spoke about the joint UK-US efforts to support Ukraine, including through the supply of military aid and the co-ordination of donations from other partners. The Defence Secretary is in Madrid for similar discussions with the Spanish Defence Minister.
The hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) asked about replenishing the equipment we have donated and, by extension, NATO countries flushing Soviet-era equipment through the system, and replacing it with NATO-standard equipment. As he was speaking, I discussed that quietly on the Government Front Bench with the Minister for Defence Procurement, who assures me that we are in active dialogue with the defence manufacturing industry on those issues. I am not able to go into more detail at the Dispatch Box at the moment, but I assure the hon. Gentleman that his concerns are being thought about by the Government. We are discussing those issues to ensure that we can defend ourselves and our partners, not just in the here and now, but in the future.
My right hon. Friend the Member for Bournemouth East (Mr Ellwood) raised a number of incredibly important points about how we progress towards, hopefully, the end state of this conflict. I reassure him that we will be guided by the Ukrainian people on any negotiated settlement that comes about. We would not countenance their being forced into a conclusion to the conflict that they are not comfortable with. That would be counterproductive to the long-term peace and security of the continent, and for Ukraine. The UK is consistently pushing at the front of the pack in its support for Ukraine.
My right hon. Friend the Member for Bournemouth East mentioned relevance to the integrated review, and mentioned China’s posture on the conflict. He highlighted conversations between the Russian and Chinese leaders; because of those conversations, the integrated review rightly places great focus on the Indo-Pacific region. The integrated review highlighted Russia as a major state threat actor to the UK—to our interests and the security of our friends and allies. I understand the points made by my right hon. Friend and a number of other Members about ensuring the IR is fit for purpose, and we will of course always keep our defence and security thinking up to date in light of what is happening in Ukraine, but the IR remains a strong foundation on which to build our defence, security, diplomatic and development policy for the period set out in it.
A number of Members spoke about sanctions. They are an important part of our response, but they are not the complete picture. The hon. Member for Swansea West (Geraint Davies) highlighted the importance of sanctions; we will continue to push them forward in order to hamper Vladimir Putin’s ability to fund his aggression, and to isolate him and the cabal around him. I again put on record the Government’s recognition of the work done by Opposition Members in meetings on sanctions-related statutory instruments. I have always found their views to be thoughtful; they are sometimes critical, but always ultimately have a desire to ensure that our sanctions packages are robust and effective, and that any attempt to circumvent them is curtailed.
That being said, does the Minister accept that each day that the war goes on comes at an enormous economic and humanitarian cost to the world that dwarfs the investment put in to help Ukraine defend itself and push back the Russians? Is there not therefore a compelling military, humanitarian and economic case for investing more sooner, so that we get this war ended and won sooner?

Gentleman seems to disregard the fact that the UK will remain one of the most generous aid donors in the world, spending £10 billion to help some of the poorest people in the world. We are experiencing the worst economic contraction in three centuries, driven by a global pandemic beyond any of our control, but our commitment to get back to 0.7% has now been set out and the conditions for doing so are now public. We are proud of the work that we do supporting the poorest people around the world, and we will continue to be one of the most generous aid donors in the world.

Commons ChamberI draw the House’s attention to my former role as chair of the Trade Out of Poverty all-party parliamentary group. The hon. Gentleman raises an important point about the importance of fair trade as well as free trade. Now that the United Kingdom has left the European Union and we are able to define our own trade policy, we will ensure that fairness is at the heart of all the trade that we do around the world.

Commons ChamberI apologise in advance if my speech is rather chopped up. Unfortunately, due to the huge discourtesy that the shadow Front-Bench spokesman displayed to the House, I shall have to heavily curtail the points that I wished to make. In a paper that I co-wrote with Tim Hewish entitled “Reconnecting with the Commonwealth: the UK’s free trade opportunities”, I made the point that because of our shared history, our common language, our basis in common law, our shared recognition of professional standards and our shared attitude towards human rights and standards in general, a trade agreement with Canada should be one of this country’s priorities, post-Brexit. I am therefore pleased to hear from both sides of the Atlantic that CETA will be the foundation stone for a UK-Canada trade agreement, post-Brexit, and it is appropriate and welcome that this House should be debating this issue today.
The hon. Member for Swansea West (Geraint Davies) suggested earlier from a sedentary position that the UK was a minnow. I think that that was the word he used. Well, I have news for him. In 2016, this particular minnow had exports combined to a value of £8.3 billion—up by £2.1 billion on the preceding decade. In 2016-17, there were 72 foreign direct investment projects from Canada to the UK, accounting for something in the region of 1,700 jobs.
I am not giving way. We have so little time.
CETA is the first major trade agreement signed by the EU since the one with South Korea in 2011. It is therefore entirely appropriate to welcome its arrival. This morning, I had breakfast with Stephen Harper, the former Prime Minister of Canada. He reinforced the point made by Canada’s current Prime Minister, who has said that a UK-Canada trade agreement would allow a larger and—this is a Canadianism rather than a British turn of phrase—“more impactful” trade relationship than the current EU agreement. Just this week, we have heard reports that Italy is now expressing concerns about the ratification of CETA.
This debate provides us with an opportunity to welcome CETA and the work that our own Department for International Trade, led by my right hon. Friend the Secretary of State for International Trade and President of the Board of Trade, has done to forge relationships between the UK and Canada, and more widely. Most importantly, it gives us the opportunity to be vocal and passionate proponents of free trade and the good work that it does. We must not be tempted by the siren song of protectionism. We remember from Greek mythology what happened to those who were seduced by the song of the sirens: they sailed on to the rocks and their ships were dashed to pieces. They floundered and drowned. We must not let that happen to us. We must embrace free trade and we must welcome the CETA agreement.

Commons ChamberI rise to support the Government on Lords amendment 1. A number of arguments have been deployed for extending the vote to 16 and 17-year-olds in the European referendum. I have listened to them in this and other debates, and they can be distilled into two broad camps. The first argument—we have just heard an example of it from the hon. Member for North East Fife (Stephen Gethins)—is that what has been done in Scotland should be done across the rest of the UK. The other argument is that this is about their future and, because this is a one-off referendum, they should be allowed to have a say in their future. I will address each point in turn.
I lived for a year on Deeside—in the Dee valley between Ballater and Aboyne—which is a truly beautiful and wonderful part of the world. From living there, I discovered that lots of things in Scotland are done differently from how we do them in England and Wales, but vive la difference: we do not necessarily want to create complete homogeneity across the whole of the UK. I suspect that one reason why SNP Members are so passionate about independence is that they want to do things differently from how they are done in England and Wales, so I find it slightly strange that, in their collective desire to be independent and different, they are suggesting we should all be the same.
The SNP spokesman’s point was that if we give 16-year-olds the right to vote, they become more valued and engaged, and there is increased representation. They become part of the fabric of democratic society and adopt responsibilities, which enriches our whole community. We should go ahead with it.
Part of my speech will address the very point that the hon. Gentleman makes. If he will indulge me, I will not concertina in that part of my speech in response to his intervention. However, I will come back to it, and if he is not satisfied by the rest of my speech, I invite him to intervene again later.
I want to return to what happens in Scotland. There is one long-standing difference between what 16-year-olds can do in Scotland and what they can do in the rest of the United Kingdom. Gretna Green is famous because it is the first place where runaway lovers can take advantage of the different attitude towards the age of marriage. To say that because something happens in Scotland it must therefore happen in the rest of the United Kingdom is a hollow argument.
