Commons ChamberI am grateful to my hon. Friend for, as ever, leaping straight on to sex—I know that it is a subject of great interest to him and to many in this House. I always feel that one should discuss money before discussing sex, because the one and the other are so intimately connected in the minds of so many Members. That is why I was so anxious to ascertain whether Opposition Members were proud of the economic record they bequeathed. I am happy to reassure my hon. Friend that I will not accept amendments in Committee that seek to make the curriculum any more prescriptive or intrusive. The Bill will enhance professional freedom and autonomy, because we recognise that it is only by doing that we can ensure that our economy and education system are fit for the 21st century. It is not only the economy that was undermined by what happened on Labour’s watch; social mobility also worsened.

Inequality worsened under Labour and the education system exacerbated it. If we look at the gap between children eligible for free school meals and their more fortunate and privileged counterparts, we can see that as those children moved through the education system and progressed under Labour the gap between rich and poor widened.
I do not accept the hon. Lady’s analysis. I went from a state school to Cambridge and my dad said to me, “It will open every door for you in life. You will just walk into any job you want.” He said that because I took some persuading to go, as I was not convinced that it would be for me. My dad was wrong, because it did not open every door. It is the networks and the conversations around the dinner party table that open the doors to those top jobs. I am talking about the people who can sort out two weeks’ work experience in the holiday period, because that is what gets people through. What further restricts opportunities for young people is the culture of unpaid internships, where young people are expected to come to London to work for free. That is beyond the reach of many working-class young people in this country, who simply cannot afford to work for free for three months in London. That is what ensures that the top jobs remain in the reach of a small social circle, as the BBC creatively and accurately reported last week.
My right hon. Friend may be interested to know that the chief executive of German Industry UK gave evidence to the Select Committee on Welsh Affairs on inward investment today. He commented that master plumbers in Germany have the same status as people with many degrees. Apprenticeships are crucial to driving forward the German economy, which is expanding much faster than the zero growth that we have seen under this Government. Does he agree that that is not reflected in the Government’s plans, which will result in economic slowness in comparison with our competitors?
I strongly agree with my hon. Friend. The diploma, which the previous Labour Government introduced, was an attempt to bridge the divide between academic qualifications and vocational qualifications, which should remain our aim. We should want all children not to choose one route or another, but to do academic subjects and learn practical skills that will serve them well through life. My worry about this Secretary of State is that he is further entrenching the divide between academic qualifications and vocational qualifications and sending a message to those who wish to pursue a vocational route that they are second best or somehow second class, which is a damaging step to take. As my hon. Friend the Member for Swansea West (Geraint Davies) has said, most other countries do not have such a divide, which is why I argue that this Bill takes us back to the past.
This Bill is part of a Government strategy to turn away from the direction in developing education that the previous Government took. The previous Government’s system was founded on the principle of the equal opportunity to succeed—that is rooted in the comprehensive system—which focused on supporting failing schools in deprived areas and providing some choice and flexibility. It achieved remarkable success in GCSE results and standards.
The current Government want to shift resources—in an economic climate in which ever fewer resources are available—from the most deprived areas to those already achieving or to new schools in middle-class areas. In addition, their system will centralise power in the hands of the Secretary of State sitting in Whitehall to make decisions over the future of schools he has never seen or will never care to visit. It will undermine communities and their power to influence local intervention in schools via their democratically elected councils, and replace parent choice with head teacher choice as schools achieve growing power over selection and there is shrinking accountability to parents.
Meanwhile, the ability to plan for aggregate levels of special educational needs in an area will be undermined as that will be unknown, when what we need is, for example, the screening of all two-year-olds for speech and language difficulties in order to assess the level of need and to target early so that the system is cost-effective. We have yet to see the plans for SEN as this Bill has been introduced ahead of them.
What we know instead is that schools in middle-class areas will be empowered to select parents who can make a donation to the school and to avoid pupils who might incur disproportionate costs as the system for appeal has been weakened. Unfortunately therefore, the marketised system that will emerge will naturally adjust to create sink schools, risking the creation of dumping grounds of socially and financially disadvantaged children.
The aggregate impact of these market forces will be for the school system to exaggerate and amplify social Darwinism, and to punish people for being poor by kicking away the ladder of opportunity so that society overall suffers by being less productive, more unequal and more divided. When Britain most needs a society that is strong and united, the Lib Dem-Tories are unleashing market forces in education that will create an England that is weak and divided.
Alongside this, the Sure Start infrastructure for early intervention is being systematically cut so pupils from less well-off backgrounds will enter a worse school, worse prepared. Meanwhile, in sharp contrast, across the border in Wales, despite the Lib Dem-Tory bid to reduce the financial bloodstream to the comprehensive education system, the flame of hope for fair and equal education still burns bright. Fortunately, as NHS spending is not ring-fenced in Wales and the £3 billion cost of restructuring the NHS in England will not be wasted in Wales, we will have money to invest in education and to give all our children—not just the few—the life chances they deserve, with local authorities charged with streamlined strategic responsibilities to ensure holistic success and efficiency, with schools accountable and with a refreshed focus on leadership achievements and transparency, and with a new commitment to ensuring money meant for schools is spent on schools and not for other purposes.
The appalling waste we will see in England, of letting poorer schools go to the wall and fail and close, will still be avoided in Wales by early intervention that is locally driven, and with parents empowered through local democracy, not threatened by the distant foreign voice of Whitehall muttering the drumbeat of a one-size-fits-all curriculum. Local head teachers will not be given a free rein to run schools without parent power or be forced to stick to the new Tory curriculum diet of Billy-Bunter Britain that is being prescribed. In England, in education as in the NHS, we see the arrival of a market-led system, the withdrawal of democracy, and the distant diktat of the Secretary of State, with unaccountable schools competing to attract the most well-heeled parents and the least expensive children, who will be fed an intellectually grey diet that may keep them above their neighbours locally but will relegate them below their neighbours internationally.
This ill-thought-out patchwork of measures threatens to cast the children of England adrift from the firm anchorage of hope and opportunity to float into the uncertain and treacherous waters of growing inequality and underachievement. The Bill is a rag-bag of right-wing ideas dreamt up in haste, and threatens to undermine the future of a united and prosperous England. It is incomplete both in terms of SEN and apprenticeship provision, and it fails to acknowledge the withdrawal of support from Sure Start and will lead to us ending up with a two-tier system in respect of local authority access. All this underlines the case for Wales to avoid importing this half-baked Tory-Lib Dem plan for ruining education. Thankfully, the only good aspect of it is that it will encourage the people of Wales to vote Labour this May.

I pay tribute to my hon. Friend’s commitment to helping children in care. Before he entered the House he worked enormously hard as a family lawyer on behalf of those children and they have been consistently championed by him in this place. I confirm that it is within the scope of the consultation to extend the pupil premium to all looked-after children. He is absolutely right that their fate is a reproach to our conscience and that we must ensure that they get the resources and support that they need to fulfil their potential.
Does the Secretary of State agree that his education policy—along with what will happen on Wednesday—consists of cutting overall resources for state education by between a quarter and a third and redirecting what is left away from disadvantaged areas and failing schools towards leafy suburbs and extra schools in middle-class areas? How can that possibly be construed as fair?
The short answer to the hon. Gentleman’s question is no. The slightly longer answer is that he could not be more wrong. The figures that he quotes and the dynamic that he invokes are utterly wrong. We will not be cutting in the way that he mentions; we will be increasing spending on schools. More than that, we will be targeting spending more effectively on the very poorest. I know that it is difficult for him to cope with, but the Government whom he supported from the Back Benches, before he lost his seat and came back representing somewhere else, presided over a growth in inequality and a freezing of social mobility. If he is committed to advancing the education of the very poorest, he should make another journey, like the one he made from Croydon to Swansea, from the Opposition Benches to the Government Benches on the side of social justice.

Given the Government’s strategy for the use of disused sites, does my hon. Friend agree that there will now be a perverse incentive to let schools on valuable sites fail, so that they can sell off their land and use the funds to set up other schools in disused premises? Under Labour, certain schools on good sites had difficulties, but their infrastructure was supported. They might now be asset-stripped to pursue the new strategy involving free schools on disused sites.
That is certainly a possibility. If we change the regulations, anything is possible. The Minister will no doubt say that that will not happen, but the thrust of our argument is our desire to place certain statutory requirements in the Bill to protect the quality of educational provision, including the provision of playing fields. Any weakening of the regulations or of the findings of the capital funding review could be very damaging.

Commons ChamberIt is a pleasure to speak in a debate in which so many excellent contributions have been made. A number of hon. Members, in particular, my hon. Friend the Member for Southport (Dr Pugh), have raised the issue of timing. The new coalition Government are beginning a legislative programme and are seeking to set out their stall and signal to those who may well have to take contingent decisions on the legislation exactly what opportunities may be available to them. So I understand why the Government were keen to press ahead with this approach, which was part of the coalition agreement, and to make it absolutely clear how it might be developed by means of a Bill.
The fact that we are considering this Bill on the Floor of the House in seven or eight days is unusual. However, I hope that many of the hon. Members who are in the Chamber will be with us throughout our deliberations and that we will have the opportunity to probe on certain issues and end up reassuring the hon. Member for Liverpool, West Derby (Stephen Twigg) that the Bill can achieve its aims. Perhaps we will also be able to convince my hon. Friend the Member for Southport on the points that he raised with his customary humour and good will.
This Bill began its journey in the other place, and I pay tribute to my noble Friends the Baronesses Walmsley, Garden, Sharp and Williams, and to other Lords and Baronesses, for the time that they spent on the Bill. The Government did make changes to it during its progress through the other place, and others have succeeded in advancing slightly different views that have also been incorporated in the Bill. That makes it a stronger Bill and the process has clarified some of the issues that we are coming to consider. However, as other hon. Members have pointed out, some matters still need to be resolved to the satisfaction of Members of this House. It is right that the elected House has its chance to do that and, although the timetable is challenging, our considering this Bill on the Floor of the House in this way will provide us with that opportunity.
Interestingly, the concept of academies originated from the parties on this side of the House; it came, in particular, from the Conservative side of the coalition, rather than from the Labour party, which now finds itself in opposition. Tellingly, as has been said by some hon. Members, Labour still had work to do to convince its Members that there was a role for academies in the education system. Clearly, as Labour Members have pointed out, my party’s policy going into the election was to revisit the academies issue; we came up with “sponsor-managed schools” as a different approach.
Much to my regret and, doubtless, to that of many Labour Members, they are not facing a Liberal Democrat Government across the Chamber, but a coalition Government. It is important that these issues are debated in that coalition and that we have the opportunity to come up with an approach that—we hope—represents some points raised by both manifestos. The Secretary of State has pressed forward with, and has been a great advocate of, the approach in this Bill. I hope that my Liberal Democrat colleagues will have the opportunity to put forward our concerns so that we can develop a Bill that reassures everyone.
The hon. Gentleman will recall that his party’s manifesto contained a pledge to invest more money in education, but does he agree that he is now accepting a 25% cut? Furthermore, is it not the case that the money that is being supplied is being directed to the middle-class areas and is no longer being targeted at those most in need? How can he reconcile those things with his principles?
As has been mentioned, the key proposal that the Liberal Democrats made during the election was for a pupil premium to target money at disadvantaged pupils and those with particular needs—that is in the coalition agreement and will be delivered. As the hon. Gentleman says, there are cuts to be made to public services but, at the risk of tiring the House, we have repeatedly set out why that has to happen. We are where we are, and I am proud that the coalition is still pressing ahead with the pupil premium and will consider taking money for it from outside the education budget to help particularly disadvantaged pupils.
I wish to raise a few issues, some of which have been touched on by other hon. Members. My information suggests that issues relating to special educational needs have concerned some organisations; they are worried about how another generation of academies on this model would be able to deliver support. The hon. Member for North West Durham (Pat Glass), who is no longer in her place, made an excellent, reasoned and thoughtful contribution. I might have disagreed with some of her conclusions, but she made a great contribution to the debate and I hope that the Minister will reflect on those concerns in his wind-up.
Some Labour Members have discussed pay and conditions for those working in schools, and that issue concerns me too. In the past, there was a small number of academies and so, just as there was choice for parents, those working in the field of education could choose whether or not to work in the academy set-up. If more and more schools are going to go down the academy route, we have to revisit the issue of exactly what the terms and conditions are and how they are negotiated to ensure that, as the hon. Member for Huddersfield (Mr Sheerman) said, what has been gained is built upon, rather than lost.
The Minister is an experienced Member of this House and he will have encountered issues on which there have been disagreements between both Houses and things have had to be resolved quickly. Draftspeople have been able to put things together quickly on such occasions and I am sure that if a matter had to be revisited, it could be. It may be that the Minister is able to reassure hon. Members on certain issues without the need for amendments—we will see as our debate progresses and the Bill goes into Committee.
Some hon. Members have raised the concern that the Bill will force everybody down the academy route, but if that were the case, I would not be able to support it. I have talked to those involved in education in my constituency, and I have found that some are prepared to explore this approach. The Secretary of State has said that many hundreds of schools have expressed an interest in this. Some of them may well explore it and choose not to go down the academy route, but others will choose to do so. I am keen to ensure that the Bill makes that choice available, and not only to those professionals. As all good schools do, they will be talking to the communities that they represent and educate, and with which they work, to ensure that if they move in this direction, they carry people with them.
I am also given confidence by the fact that many local authorities do good work in supporting the existing schools. If there is indeed a level playing field and this Bill is not pushing people in a particular direction—I do not believe that that is the Secretary of State’s intention—many schools will choose to stay in the current set-up, but they will have the option available to them. Therefore, I can see nothing in the Bill that will lead to the horror stories that some Labour Members have set out by saying that this is a one-way direction of travel and that all schools will take this approach. Hon. Members will have different views and their discussions with the schools in their constituencies will lead them to different conclusions as to whether all the schools in those constituencies will seek to take advantage of these opportunities straight away. I hope that by extending the possibility of academy status to schools that have pushed on towards “outstanding” status, we will provide them with an opportunity. This is certainly not compulsory, and I would not be party to such an approach.
Does the hon. Gentleman accept that if all schools became academies, there would not be enough money available? If they did, how would that be different from, for example, the comprehensive system in Wales?
I cannot see how, when the House is, understandably, trying to rebuild its reputation for various reasons, it will help its good name to rush through such important legislation without full consultation. I cannot believe that that will add to the general view of the House as a place that is worthy to give the deliberation that the Bill deserves.
The Bill is not an emergency measure, but it is leading to what could be a nasty accident. I believe and support the coalition agreement, which says:
“We will give parents, teachers, charities and local communities the chance to set up new schools, as part of our plans to allow new providers to enter the state school system in response to parental demand.”
But that does not add to the state school system. Whatever the intention is, the outcome will be a fragmentation and a weakening of the state school system.
It has also been said recently that
“more choice for parents is a quintessentially liberal approach. This is an area where the state needs to back off.”
However, as we have heard before in the House, liberty without equality is a name of noble sound but squalid meaning. There is a difference between freedom and a free-for-all. In a free-for-all, invariably, the least articulate, the least organised, the least well represented, the least well-off and the least well educated tend to lose out.
It is important always, in whatever we do, to begin with the end in mind. What are we trying to do with our education system? We want, first, to raise the overall attainment of the young people who go through the system and, secondly, to narrow the gap in attainment in our system. The first issue is one of productivity and getting the most that we can out of the system, whereas the second is very much a political issue about narrowing the gap and seeing the importance, not just to young people but to the nation as a whole, of doing so.
There have been some extremely good contributions from knowledgeable people on both sides of the debate, so there is a danger of my trying to teach people to suck eggs, but let me put the issue in practical terms. There is a difference between things that are simple and things that are easy. To achieve well, a school needs a great head teacher, a great management team and great teachers. Then there are other things that help but that are less crucial, such as adequate resources. What resources are adequate will differ from school to school depending on the community that the school serves. Some schools will need more—hence the pupil premium.
A school’s buildings are quite important but not as crucial as some people think. One of my schools, Carlton Bolling college, where I am a governor—one of the schools for which the BSF proposals have been frozen—became an outstanding school not because of its buildings but despite them. It became the first secondary school in Bradford to gain an outstanding Ofsted categorisation because of the things that I have mentioned—a great head teacher, a great management team and great teachers. Schools also need excellent support services such as occupational therapy, educational psychology and speech therapy.
The governing body is less important than many governors believe. A terrific governing body with a poor head teacher will not mean that the school is successful in terms of achievement. A really good head teacher can get by with a governing body that is not so good—just don’t tell them.
At the end of last week, I was at a school that serves a challenged area in Swansea West. It was clear that the school’s relationship with parents, who often do not have a background of high achievement over generations, in building self-esteem for children is a key part of breaking out of intergenerational poverty. Does the hon. Gentleman accept that one key issue is targeting resources on schools that serve challenged areas, rather than just having a free-for-all where middle-class parents grab what little is left of the cake from the Conservative Government?
Hence the pupil premium. Parental involvement —my next point—is very important too.
There is nothing to stop a school having all the things that I mentioned. It does not have to be a faith school, a maintained school, an academy, a grant-maintained school or a foundation school. A point not previously raised, although I think the hon. Member for Hampstead and Kilburn (Glenda Jackson) touched on it, is that everything that I have mentioned will produce a school with high achievement, but not necessarily a school with high attainment. There is a difference between the two.
As I said, it is simple to determine what makes a successful school, but it is not always easy. Apart from parental involvement, everything that I have talked about relates to school level variables—the school and what it can actually deliver—but pupil level variables determine attainment in the school. We seem to have common agreement about the need for a pupil premium to support schools serving deprived communities, but why not give it a chance in those schools? Is it not premature to look at the structure yet again, before we have seen what the additional funding can do to raise attainment in those schools?

Commons ChamberOf course there are dangers, and I spelled out earlier the twin dangers that we have to balance very carefully. Lest the hon. Gentleman imagine that I have suddenly developed an enthusiasm for strict public sector discipline, I suggest that he read the pamphlet that I wrote the best part of a year ago, in which I made the case for dealing with the structural deficit rapidly and in a radical way. That is entirely compatible with the strategy that we are now adopting.
May I just finish this point?
It is clear that the Opposition’s response in the motion to the budget cuts and to the issue of imbalance is really not very serious. Let us examine a couple of other fragments from it. It talks about the “business-led recovery” that they seem to want. I wonder how many people are aware that 21,000 new regulations affecting British companies were introduced in the past 10 years—that is six per working day. How on earth were the previous Government hoping to achieve a business-led recovery when businesses were being prevented from growing? A survey published today by Infotec shows that one in 10 British entrepreneurs were contemplating leaving the country for tax and regulatory reasons. That is the legacy that we now have to address.
The motion also states that the previous Government were
“laying the foundations for the UK to be globally competitive”.
During their period in office, the competitiveness league tables—which are generally accepted—showed that this country fell from seventh to 13th. So that is what they meant by laying the foundations for us to be competitive.
Let me now turn to the vital industrial decisions about which several Labour Members are quite rightly exercised. A significant number of projects were signed up to before the election. Some were good; some were questionable. Many of them raised issues regarding value for money, affordability and other factors. Quite rightly and prudently, we are carrying out due diligence on those projects; we are working our way through them.
I can make one announcement today, however. It is right and proper that we should examine the decisions taken by the previous Government since 1 January, to ensure that they offer good value for money and are in line with the Government’s priorities. That is entirely legitimate. This need for re-examination is something that the automotive industry, in particular, understands and accepts. Equally, however, it has urged us to reach our decisions quickly, given the time that has already elapsed in considering the loan guarantee projects.
The Prime Minister confirmed this week that the Government’s support for the Nissan electric vehicle and associated battery plants would go ahead, and I am today able to announce that the Government have confirmed that a loan guarantee of £360 million will be offered to Ford, and one of £270 million to General Motors Vauxhall. This confirmation is, of course, subject to appropriate pre-conditions for our support being met, and to final decisions by the companies. We understand that GM is considering its next steps in the light of progress in obtaining funding from Germany, and I believe that it might not wish to proceed with our offer. However, the offer has been made and it is now confirmed. That is all I can say today. Decisions will be announced shortly on other specific projects.
