Commons ChamberObviously, I thank my hon. Friend’s constituent for that comment. If we have improvements in the public finances, we can help families, we can reduce the deficit, as we have done, and we can make the investments in the long-term capital of the country. That is the advantage of having an economic plan that actually produces better results than were forecast, rather than worse results, which is what was happening when Labour Chancellors were giving autumn statements.
The shadow Chancellor might wish to push Britain into the red, but we, like many Members, wish to see Britain in the black—I will not be reading anything out of my wee black book, mind you. While the Chancellor has been seeking to balance the finances, he has also listened on housing, tax credits, policing and the Barnett consequentials of HS2 for devolved Administrations. Does he accept that growth is still unbalanced across the United Kingdom and that although Administrations in Northern Ireland have been seeking to promote growth and paying out of a reduced budget for corporation tax, there is still much to be done? What is there specifically in this autumn statement for areas like Northern Ireland, where growth is still lagging behind and where we still need to see improvements in the economy?
First, I thank the hon. Gentleman for the support he has given to the measures we announced, including the Barnett consequentials for Northern Ireland. I also commend him and his party for the work they have done to reach the agreement with the other parties in Northern Ireland and with the UK Government on the Stormont House agreement, which of course unlocks further resources for Northern Ireland. In this specific spending review, there is an extra £600 million for capital investment in Northern Ireland. In the detail of the books we have produced there are also extra funds for regional air connectivity from Northern Ireland. I believe about 2,000 new flights a year will be able to be funded to and from Northern Ireland—this is a £7 million commitment. Above all, as I mentioned in my statement, if we can get the Northern Ireland Executive budget on a sustainable footing—I know how hard he is working to bring that about—we can achieve that goal of devolving corporation tax and having the 12.5% rate in Northern Ireland, which would make Northern Ireland super-competitive, not just on the island of Ireland but across Europe.

Commons ChamberMy hon. Friend is right, and he does a brilliant job representing his constituents, bringing in investment, and supporting working people in Pendle. Working parents now have the added help of 30 hours of free childcare, which his Labour opponent in Pendle—and indeed Opposition Members here—have still failed to welcome.
The Northern Ireland Assembly faces a £600 million overspend on its budget this financial year as a result of the blocking of welfare reform changes. What steps does the Chancellor intend to take to deal with this fiscal anarchy that is causing disruption in schools and hospitals and for all those who depend on public spending, and drives a coach and horses through spending limits?
We are well aware of the difficult situation with the finances of the Northern Ireland Executive, and of the objections in some quarters of the Assembly to what are, I think, sensible welfare reforms that will help people in Northern Ireland into work. We are working with the First Minister and the Deputy First Minister to resolve that impasse, but it is clearly not sustainable to allow a devolved Administration to ignore the controls placed on them. I know that the hon. Gentleman and his party support that position, and we are working with him, and others, to resolve the issue.

Commons ChamberYes, the review will start as soon as possible. I urge businesses and business organisations to engage with it. It has to be fiscally responsible, but it is appropriate to look at the structure of the modern economy to see how it has changed and how the business rates regime can reflect that.
I welcome the additional resources that will come to the Northern Ireland Executive as a result of the Barnett consequentials of the additional spending, and the Chancellor’s commitment to devolve corporation tax to Northern Ireland, albeit on the basis that we show that we can manage the financial implications in our budget. Given that my party has defended fiscal responsibility, we have no fear of that. Will he confirm that the implication of what he has said is that the Northern Ireland Executive must make a decision on the implementation of welfare reform? Is that how he defines being
“able to manage the financial implications”
of the devolution of corporation tax?
I do not want to go into too much of the detail that will be on the table in the important cross-party talks, but clearly one challenge that the Northern Ireland Executive face is that they have not implemented some of the welfare reforms, which has led to a hole in their budget. There are not currently credible proposals on the table from all the parties—I use the term “all” in the collective sense. There is not yet collective agreement on how to address the challenges that the lack of welfare reform has created. That is why I phrased my statement as I did. We have the cross-party talks and we have an important couple of weeks ahead, as Members from Northern Ireland know. Let us hope that we make real progress in those talks.

Commons ChamberOf course, giving away the rebate cost Britain billions a year. My hon. and learned Friend is right to draw attention to the pattern of forgetfulness on the Opposition Front Bench. They forget about the deficit and about immigration, and now they forget about the rebate. It reminds everyone why the British public are quite clear that they are unfit for government.
Regardless of whether the bill has been rebated, does the Chancellor not recognise that for many UK citizens facing cuts in public services, £850 million extra going to a body which has not had its accounts signed off for 19 years, wastes billions through fraud and spends money on vanity projects, is not good value and that they object to it?
I completely understand the anger and frustration felt by all our constituents at the way money is spent by the European Union. That is why we are seeking reform and why both the hon. Gentleman and I would like to see the British people asked for their consent in a referendum.

Commons ChamberWe now have the largest social housing building programme under way for a generation, and of course there were 400,000 fewer social homes at the end of the Labour Government than at the beginning. I said explicitly in my speech that I am for aspiration, whether it is for people who can afford to buy their own home or for people who cannot, and we should be providing them with decent housing. We are setting aside £300 million for the housing revenue account, and councils, including my hon. Friend’s, will be able to bid for that money if they put forward value-for-money plans to build additional homes and make sure that hard-working constituents are decently housed.
I welcome the fact that as a result of the Barnett formula Northern Ireland will be better off after the autumn statement. I also welcome the fact that the Chancellor has adopted a policy that has been very successful in Northern Ireland in bringing small businesses into empty premises through rate relief. As growth is so dependent at present on consumption expenditure, much of which has been financed by the withdrawal of savings, what will happen under the welfare cap if spending exceeds what he expects? Will those who are on benefit through no fault of their own have to bear the burden through decreased benefit payments?
I am glad that the hon. Gentleman notes that the Northern Ireland Executive will get additional resources because of the way in which the Barnett formula is applied. We are clear that we want to be fair to Northern Ireland. In designing our reoccupation relief we noted how some of Northern Ireland’s schemes to help people reoccupy empty properties have been successful. There is no doubt that empty shops on the high street—partly driven by technological change—are not a good advert for a community.
If the welfare cap is breached it is up to the Chancellor of the day to come to the House and say either, “I am prepared to breach the welfare cap: let’s have a vote on that”, or, “I am not prepared to breach the welfare cap and here are the measures I am prepared to take”. Those measures would also have to be voted on. In other words, the Chancellor will be accountable to the House for welfare spending, instead of the situation we have had for the past decade, in which welfare spending doubled with no statement ever being made from this Dispatch Box.

Commons ChamberIt is certainly our intention to increase the number of girls going into science and engineering and, indeed, to increase the number of people doing science and engineering subjects, both as schoolchildren and young adults. Our support for skills will help to deliver that.
Some 10% of the capital funding for Northern Ireland will be in the form of financial transactions money, which requires the identification of private sector loan or equity investment-type arrangements. Can the Chancellor assure us that, with local Administrations, he will look for the greatest possible flexibility in the choice of those and in the timing of that spend?
I am happy to look at both the flexibility and the timing, and to make sure that my Department works closely with the devolved Administration in Belfast.

Commons ChamberThe shadow Chancellor could not answer the simple question of how much the amendment he is asking us all to vote on this evening would cost. Surely he must reflect a little and realise that each year his appearance in these debates is a source of consolation and comfort to the Government. He must wonder why each year he makes the same arguments for borrowing but there is no improvement in Labour’s economic credibility. He does not seem to understand that the public think that Labour spent too much, wasted their hard-earned money and would do it all again. Does he not feel that he owes it to the British people to apologise for the mistakes he has made and the damage he has inflicted on their living standards? Should he not stand up and say, “I’m sorry, we got it wrong and we won’t do it again”?
The Chancellor’s point, “You can’t borrow more to borrow less”, is a good soundbite, but he does himself a disservice, because some of the borrowing undertaken by this Government has been very effective in reducing the deficit. Only yesterday, we saw 850 new jobs in Allstate in Belfast as a result of investment in the broadband network—that is 850 new taxpayers. Does he not accept that we can borrow, and that by borrowing and putting the money into the right things we can bring the deficit down?
I am all for spending money on vital economic infrastructure, including broadband, and all for trying to switch the budget more from current spending to capital spending. That is precisely what we are engaged in as part of this spending round, but we have to take the hard decisions on where we are going to get our revenue from or take the hard decisions on what we will cut instead. We are making a sensible switch towards capital spending.

Commons ChamberI do agree with my hon. Friend. It is worth remembering that we put together these difficult autumn statements and the like in a coalition. We are able to demonstrate to the rest of the world that Britain has strong and decisive government. I am grateful to my Liberal Democrat colleagues who have helped me in this. I hope that Liberal Democrats and Conservatives can celebrate the increase in the personal allowance. There are many Conservatives who also wanted to achieve that, and it was in the Liberal Democrat manifesto too. The fact that we are able to do that shows that we are helping working people even in these difficult times.
I acknowledge some of the positive impacts that this statement will have on Northern Ireland, including saving people from increases in their electricity bills as a result of the exemption from the carbon price floor, lifting 8,000 people out of tax, and an additional £135 million of capital spending. However, given the rocky road that the Chancellor has said lies ahead and given his credibility in the markets, could he not find his way to borrowing more money for infrastructure projects to create jobs, rather than paying to keep people on the dole?
I welcome the hon. Gentleman’s support for some of the measures we have taken to help the Northern Irish economy, which I am well aware has particular problems in the banking system that require even more attention. I have always sought to respond to the Executive’s proposals where there is a specific case for Northern Ireland, as we did with transatlantic flights, for example. More generally, we are committing additional money to infrastructure, and I want some of that additional infrastructure to be in Northern Ireland. We are also guaranteeing infrastructure projects across the United Kingdom, and £10 billion of projects have pre-qualified for that under the legislation we took through Parliament this autumn. That scheme is available to people and companies in Northern Ireland, and if the Executive want to talk to the Treasury about what more we can do to encourage take-up in Northern Ireland, I would be happy for those conversations to take place.

Commons ChamberWe have introduced various tax changes, including our seed capital scheme, creating the most tax-advantaged start-up environment almost anywhere in the western world. Indeed, it is more attractive than that in the United States. On credit easing, I can confirm that subject to final EU state aid approval, which we expect to get in the next week, we will have the scheme up and running before the Budget.
Is the Chancellor aware that while fiscal policies are being used to create jobs, HMRC, through its hard-line attitude towards many small businesses with cash-flow problems, is driving people out of jobs and firms to the wall? What can he do to avoid the continuation of the situation in Northern Ireland, where 55% of bankruptcies in the past four years have been initiated by HMRC?
I think the figure that the hon. Gentleman cites, across the whole UK—I shall come back to him with the specific figures for Northern Ireland—has been roughly the same for many years. Many bankruptcies are ultimately caused by the taxpayer because the tax bills are the last thing that a company cannot pay, and that has been true in good times and bad. We have continued with the time to pay scheme, which was introduced by the previous Government during the recession, and we are making every effort to help viable businesses with their cash flow and to help them pay their taxes, which benefits everyone, in a way that keeps them afloat.

Commons ChamberIt did make a difference, and I found in the Treasury absolutely no plans to reduce the budget deficit. They were pencilled into the March Budget, which Labour Members all cheered at the time, but absolutely no plans were put in place.
I am delighted that we have been able to help Herefordshire in this way. It is one of the most rural parts of England, and I think that super-fast broadband is key to the future of the rural economy.
We understand the economic mess that the coalition Government have inherited and the problems that it presents, but the spending review represents a huge gamble with people’s jobs, with economic growth and with public welfare. I suppose we all hope that it pays off.
How does the fact that capital expenditure will fall by 40% over the next four years in an already fragile Northern Ireland economy sit with the promise from the Secretary of State for Northern Ireland only last week that the investment programme would be protected? What assessment has the Chancellor made of the impact on his desire, and that of the Northern Ireland Executive, to rebalance the Northern Ireland economy?
Let me say first that the biggest gamble that the country could have taken in the current world environment would have been not to set out a credible plan to reduce the budget deficit. If we had not set out that plan and made our decisions, we really would have been in the firing line. Secondly, the capital spending cuts that I have—unfortunately—announced today are less than those proposed in the Labour Government’s plan, because of the increase in the capital envelope that I announced. That does make them particularly easy, but I have sought to prioritise infrastructure investments, and if there are good projects in Northern Ireland we can work on them with the devolved Administration. This is, of course, an area of devolved responsibility.
Finally, let me say that one of the absolute priorities of my right hon. Friend the Secretary of State for Northern Ireland, after security, is enabling the economy to grow and a private sector recovery to take place in Northern Ireland. I am sure it will be possible to arrange, some time later this year, an opportunity for us all to get together—the representatives in Northern Ireland, the Secretary of State and I—to discuss what we can do to help Northern Ireland see that private sector job growth.
