I support the comments by the right hon. Member for Leicester East (Keith Vaz), the Chair of the Home Affairs Committee. The Greek-Turkish border is already the leakiest part of the EU’s external frontier, and one of the biggest threats to this country from a complete social and financial collapse in Greece is thousands more migrants making their way through to Calais and trying to get into this country. Will we use our good offices within the EU, and outside the eurozone, to ensure that the EU provides all the necessary support to plug the gaps in the Greece-Turkey part of the EU external border?

My right hon. Friend the Home Secretary is working very actively on precisely this issue. My hon. Friend reminds us, at the end of this statement, that although this is of course a big issue for the eurozone, it is also an issue for the whole of Europe, including the United Kingdom. We want to see a resolution of this Greek crisis. Even at this eleventh hour, we want the eurozone and Greece to sit down and try to find a sustainable way forward.

Over the past five years, we in this country have of course taken steps to reform our welfare system to make sure it is affordable and to reform our public sector pensions so that we can go on providing assistance to our population and help the most vulnerable in our population. The broader point is that the people who suffer when an economy fails and a Government spend more money than they have are the poorest people in the country, not the richest.

Given their own predicament, how supportive have the Greeks been to the Prime Minister in his efforts to renegotiate Britain’s terms of membership of the EU?

Confirmation that the rebate will be applied is clearly to be welcomed, but the blunt truth is that this country faces a bill £850 million larger than it faced two weeks previously. Given that we now pay more than £10 billion a year as our membership fee for this organisation, my constituents in Kettering feel that the bill is too large. Will the Chancellor confirm that a majority Conservative Government will renegotiate the membership fee after the next election?

As I say, I understand the frustration that many people feel about the way their money—hard-earned taxpayers’ money—is spent in Europe. That is why we are seeking a reform of Britain’s relationship with Europe and a reform of the way Europe works for all its citizens, and why we are seeking to put that to the British people in a referendum. With reference to my right hon. Friend the Member for Banbury (Sir Tony Baldry), it is good to see the shadow Chancellor here, breaking off from the Balls family pastime of undermining the Leader of the Opposition.

Obviously the verdict has been announced while we have been doing Treasury questions. I will go away and study it, and of course if a statement is appropriate from me and the Prime Minister, there will be one—not in Treasury questions, when we are talking about the economy. May I say to the right hon. Gentleman that the person who worked alongside Damian McBride is no person to give lectures on anything?

T2. According to the Department for Transport, for Kettering’s sustainable urban extension to be sustainable a new road junction on the A14, junction 10A, costing £39 million, needs to be provided. Despite the best efforts of local people with numerous Departments, this funding has not been forthcoming. Would the Chancellor be kind enough to set up a meeting for local people with the Commercial Secretary to the Treasury so that funding for this vital infrastructure can be secured?

I am certainly aware of the importance to local people of this project, and I know that my hon. Friend has been speaking to the Department for Transport. I am of course happy to arrange for him to meet the Commercial Secretary, and I know there is also a bid in to the single local growth fund, on which we will be making an announcement in the coming weeks. May I also say that my hon. Friend has been a doughty champion of his constituents and of businesses in his constituency?

My constituents were very worried indeed when the shadow Chancellor told them four years ago that the Chancellor’s attempts to rebalance the economy would result in a 1 million increase in the number of unemployed people. Would the Chancellor be kind enough to inform the House of the actual impact of his long-term economic plan on the Kettering economy, and to explain how my constituents can look forward to a more secure financial future as a result?

Our economic plan is delivering stability, and it is now also delivering the economic growth and jobs that we all want to see. We are coming out of the very deep mess in which the shadow Chancellor and his team left the country, with the result that in Kettering the claimant count is down by 30%, and 1,500 new jobs have been created in the last year. As my hon. Friend well knows—because, as an assiduous Member of Parliament, he has lobbied hard for them—major improvements have been made in the road and rail infrastructure in the Kettering area, to ensure that there is a balanced economic recovery.

I am tempted to say, “Look behind you.” With a week to go until the Budget, is that the best that the shadow Chancellor can do? He has produced an e-mail from Conservative Back Benchers who are perfectly entitled to ask for things in the Budget. In this party, we are perfectly prepared for people to express an opinion and to listen to the views of our colleagues, unlike him and the operation that he runs. He is the face of Labour’s economic failure. As long as he remains as shadow Chancellor, it is a great thing for my party.

Given that an improved export performance will be crucial to Britain’s economic success, may I share with the Chancellor the good news that in its fourth quarter economic review, the Northamptonshire chamber of commerce, which after all represents middle England at its best, reported that 41% of its manufacturing members reported increased exports and that 76% of service sector companies reported higher figures?

That is excellent news. I congratulate the businesses in my hon. Friend’s constituency and the people who work for them on the hard work that they are putting in. It is essential that Britain connects itself better to the fast-growing parts of our world. It is good news that exports to China, India, Brazil and the like are up by two thirds under this Government, but we still have much more to do in that space. That is why, in December’s autumn statement, we put more money into UK Trade & Investment, which will help the businesses in his constituency to get those export orders.

I can confirm that it is additional capital spending, and that it is not a substitute for any other capital spending on transport. Moreover—I did not mention this in my statement, but it is in the document—we are providing money for road schemes that are in the pipeline, to ensure that the development of new road schemes is not squeezed out by the capital that we are giving to existing ones.

Can my right hon. Friend confirm that since he became Chancellor of the Exchequer, he has abolished Labour’s fuel duty escalator, cut the rate of fuel duty and frozen it at the new levels? As a result, from January the typical motorist in Kettering and throughout the country will pay £5 less every time he fills up at the pump.

I suppose we are used to opportunism from the Opposition, but we see no greater opportunism from them than that relating to fuel duty. The fuel duty rises that we have cancelled were not part of some mythical plan; they were voted for by Labour Members of Parliament at the time of the last Labour Budget—including, of course, by the shadow Chancellor. My hon. Friend is absolutely right: fuel is 10p per litre cheaper than it would have been if we had adopted the shadow Chancellor’s Budget plans.

Crucially, I discussed this matter with the Governor of the Bank and he discussed it with the Monetary Policy Committee, and they thought it was a sensible move. As I have said to the shadow Chancellor, when the OBR produces its fiscal forecasts next week it will make very clear—I requested this—the distinction between the public finances with and without the APF move.

May I applaud the Chancellor for making his statement to the House of Commons first, and urge him to use that as a precedent for any future statements he may wish to make? What particular experience of recent Canadian economic performance will be of most use to Mr Carney in his new role as Governor of the Bank of England?

The Canadian economy did better than any other major western economy in weathering the financial crisis. Its public finances were in better shape, its banks were better regulated and the Bank of Canada was able to take Canada through this period in a way that in Britain and in many other western economies we wish we could have emulated.

I think credit unions and small building societies have a key role to play, whether it be in Pendle or other parts of the country. What we want is the greatest possible choice for customers. This report is an important step towards providing that competition and dealing with the large banks that have such a large proportion of the market. The competition part of the report is important and sits alongside the ring-fencing part—all designed to make our banking system safer and to serve customers better.

My Kettering constituents would like to see more competition between the high-street banks. At the moment the big four banks have about 77% of all personal current accounts and 85% of all small business accounts. Would the Chancellor like to see those market shares fall; and, if so, by how much?

I would like to see them fall, which is why we are keen to get challenger banks out there. It is why we proceeded, as I have said, with the sale of Northern Rock, and why we want the Lloyds divestment to take place. As for what the exact market share of those banks should be, I do not believe, perhaps unlike my hon. Friend, in the command economy in which the Chancellor of the Exchequer determines every share of the market for every business. I will not prescribe exactly how much market share a bank should have; there has to be an element of the free market .

Unfortunately, the young people the hon. Lady refers to are paying the price for the biggest boom and bust in our country’s economic history, which the Government she supported presided over. What this coalition Government are doing is introducing a youth contract to help those people in Lewisham and elsewhere. It will provide work experience after three months for the unemployed, it will require weekly signing on after five months, and it will provide subsidised jobs in the private sector, encouraging businesses to get people into work and offer apprenticeships. In return, it will ask those young people actively to look for work, and there are sanctions if they do not do so. That is what we are offering the young people of Lewisham, who were so badly betrayed by a Labour Government.

I thank the Chancellor for his £110 million vote of confidence in Kettering with the approval of two major road schemes: the widening of the A14 Kettering bypass, and the go-ahead for the A43 Corby link road, which is also known as the Geddington bypass. When does he anticipate the diggers will move in and construction can start?

If I may, I will write to my hon. Friend with a specific answer on when the diggers will start on the widening of the A14 Kettering bypass and on the Corby link road, but these are commitments for this spending review so it is in the next few years and not at some future date. I know how important both those roads are for the local economy and for local people, and I am really pleased that, thanks in part to the campaign and the support of the local Member of Parliament, we have been able to give them the go-ahead.

What would happen to domestic interest and mortgage rates were Britain to lose its triple A status by relaxing its financial deficit reduction targets?

Of course the benefit of having a credible economic policy and a credible fiscal policy is having low market interest rates. Greece today has one-year bond rates of 82% and Italy’s bond spreads have gone out in recent days. We are borrowing money at 2.3%, and that is, in part, because we have a credible economic policy. If we did not have plans to deal with the largest budget deficit in the G20, we would find ourselves in a similar position to Italy or Spain.

Will my right hon. Friend inform the House how that rate of interest compares with the loan he mentioned earlier that the UK Government agreed with Iceland?

The interest rate to Iceland is substantially lower because, frankly, needs must: I am seeking to recover money from Iceland. I am dealing with a situation that I have inherited—obviously the Iceland loan relates to events that happened under the previous Government—and I need the support of the Icelandic Parliament. The rate of interest we are charging is slightly higher than the Dutch, who have also entered into an agreement with the Icelandic Government, are seeking. People might remember the circumstances at the relevant time—there was a pretty acrimonious dispute between Iceland and the previous UK Government—and we have sought to repair broken bridges. The terms of the loan that we have come to with Iceland mean that this country will get its money back. My judgment was that other terms might have meant our not getting our money back at all and that would not have been very sensible.

T6. At a time of low investment returns, which mean that many people in the private sector are struggling to fund a pension for their retirement, what steps will be taken to tackle the ballooning public sector pension bill?

The Government will establish an independent commission to look at public sector pension provision. We will make an announcement on that in due course.
