I very much sympathise with the hon. Gentleman’s point, and I am glad his constituent has been able to have his voice echoed in the Chamber today.
The hon. Gentleman makes his point for many of us. We can all think of constituents who are too ill to travel and have been too ill for too long. It has taken too much time to put this right over the many years since the 1970s and ’80s. It is a good thing that it is now being put right and that there will be a judge-led inquiry. I will ensure that the judge who is appointed hears that reflection from the hon. Gentleman’s constituent.
For the benefit of the House, I reiterate what was in the Prime Minister’s written ministerial statement:
“We can assure…everyone who contributed that the findings will be passed to the proposed chair to help inform the discussions regarding the draft terms of reference, on which we expect there will be further consultation.”—[Official Report, 21 December 2017; Vol. 633, c. 63WS.]
I reassure the House that there will be that further level of involvement, which is appropriate and important.
Is the Minister aware that this is a matter that affects the whole House? I would not think there is an MP whose constituents have not been affected one way or another. Is she also aware that this goes back to the mid-1970s—as far back as Callaghan’s Government and perhaps even Wilson’s—and that what is effectively a cover-up has been carried on under all Governments since? This is an all-party issue.
To this Government’s credit, we finally have an inquiry that I believe we first called for during the very first Backbench Business Committee debate—you were in the Chair, Mr Speaker. Coming now to the present, having taken this initiative, it is vital that the Minister now sees to it that the inquiry is genuinely independent and that there is no withholding of documents, because the prevailing attitude that we have come up against is of the retention of sensitive documents by both the Department of Health and the NHS itself. No public indemnity certificate or anything of that kind should be used to prevent us from getting at the truth of what happened.

The Minister mentioned the west midlands, but could she not say something about Coventry? She even mentioned Birmingham. I made some unfortunate remarks about Birmingham not so long ago—I will not repeat them—but we are talking about Coventry tonight.
The hon. Gentleman pre-empts my next paragraph. I should like to draw his attention to the successful bids in the Coventry and Warwickshire LEP area, including the Elonex advanced engineering supply chain and Alamo Manufacturing bids, which I am sure he welcomes, because they and others will create many thousands of jobs in the west midlands.
The hon. Member for Coventry South said there was little evidence of private sector growth. I simply dispute that statement. The core city deal for Birmingham, which was mentioned by both hon. Gentlemen, will have spillover effects for the wider west midlands region, although I hear the call for me to speak about Coventry in its own right.
The hon. Member for Coventry South raised concerns about the impact of regional pay—those were his words—across the country. I reassure him that the Government are not setting out detailed proposals at this stage, but simply asking the experts how public sector pay might better reflect local markets. He will be aware that the Institute for Fiscal Studies made an estimate of the public sector pay premium—he quoted off-hand some figures in that respect. In principle, the premium has the potential to hurt private sector businesses, which need to compete with higher public sector wages. A premium could prevent them from expanding and lead to unfair variation in the quality of public services.
On public spending, the previous Government left an appalling financial mess behind, which this Government have a moral obligation to sort out. We have delivered a challenging but fair settlement for local government, including for Coventry. The formula grant in Coventry will be £493 per person in 2012-13. The average per person across England is far lower, and it is £200 to £300 per person in some southern areas. That reflects the higher level of need in Coventry.
I thank the hon. Gentlemen for speaking in the debate. I believe the approach set out in the Budget is a strong one and am confident that it will benefit all areas of the country, including Coventry and its environs.

Commons ChamberMy hon. Friend is absolutely correct. Our policies have kept the UK ahead of the curve. He and others in our House need only look to the French downgrade last week to see the value of the credibility we have restored to the UK economy.
Is not the Minister aware that the figures show the total failure of the Government’s economic policy—not only on the deficit, but on all the contributory factors? Employment is down, way below their target, and so are growth and private sector employment. On every key index, their policies have failed. They own this policy, they are failing—when will they change it?
We have a plan A, to which we are sticking because it is working—unlike the policies proposed by the Opposition, which have yet to emerge in any credible detail whatsoever.
