I thank my hon. Friend for his kind words. Sir Wyn will be looking at the Horizon scandal in the round to see how it progressed over those 20 years, and at the history that is documented in Nick Wallace’s book “The Great Post Office Scandal”, which is a very comprehensive read. As for the interim payments, they will clearly never be enough for people to settle their debts, but they are a first step. This is not the end of the process, but it is a really important step.

Further to the question from the chair of the all-party parliamentary group on post offices, the hon. Member for Motherwell and Wishaw (Marion Fellows), about the scope for flexibility on the closing date for the historical shortfall scheme, I have constituents who ran a sub-post office in a nearby borough but had it shut down and the franchise taken away by the Post Office. At first glance, it looks as though Horizon issues were very much involved. They submitted an application to the historical shortfall scheme, but for a series of reasons it seems that their application was not received by the Post Office. If the Post Office is unwilling to consider their case, would the Minister be willing to meet me to see if together we might persuade it to rethink?

I will gladly meet the hon. Gentleman to look at that case. It is difficult for me to make a judgment here, but I have talked about the fact that the Post Office is looking at things on an individual basis and I will gladly meet him to talk about his constituents’ case.

My right hon. Friend makes an important point. Clearly the Treasury has these rules to make sure it gets the best value for taxpayers’ money but, none the less, some things go beyond that. We have talked about the human cost now and umpteen times over the past 20 years, and it is important we get this right.

On the watch of the former Post Office managing director Mr Alan Cook, now the very well-paid chair of Liverpool Victoria, I understand more than 160 sub-postmasters were prosecuted and almost 60 went to prison. I hope the Minister is able to say how many of those sub-postmasters will be compensated and whether Mr Cook has been invited to give evidence to Sir Wyn Williams’s inquiry.

Specifically, does the Minister share my view that, for that record as well as his ill-judged effort to demutualise LV=, there are questions as to whether Mr Cook is any longer a fit and proper person to run a major business?

I will not comment on Alan Cook, if the hon. Gentleman does not mind, but I recognise what he says about this statement, previous statements and Liverpool Victoria. Such issues will be a matter for Sir Wyn’s inquiry.

On the convictions, the Post Office has received 66 claims for interim payments and has made 62 offers, of which 50 have been accepted. There are people with convictions that they believe to be unsafe, and the Post Office has contacted 640 people. The Criminal Cases Review Commission has said those people can go directly to the Court of Appeal to seek the overturning of those convictions. We will see how many come forward, but it is difficult for me to give an exact figure.

My hon. Friend is a real champion for his area, often talking about family businesses such as Strickland and Holt, which was established in 1854, and the contribution of such places to the economy. We expect the fundamental review of business rates to conclude in the autumn. Businesses benefited from 100% business rates relief until 30 June 2021 and they continue to benefit from 66% business rates relief until 31 March 2022.

Many people applying for jobs have to jump through a series of stages in the recruitment process before they find out what the salary would be were they to be successful. Is it not time that Ministers sat down with job application platforms such as LinkedIn and told them to require minimum salary levels in adverts?

The Government recognise the importance of tackling pregnancy and maternity discrimination, which is why we will extend the redundancy protection period for six months once a new mother has returned to work and provide similar protections for those parents taking adoption leave and shared parental leave. We will bring these measures forward as soon as parliamentary time allows.

As a devastating Equality and Human Rights Commission report highlighted some five years ago, and certainly given the experience of too many of my constituents, discrimination against pregnant women and new mothers is still widespread. When will the Government actually get their act together and bring in the legislation they have promised to stop employers making women redundant during pregnancy, and until at least six months after they have returned from maternity leave?

The hon. Gentleman makes an important point, but legislation can only ever be part of the answer, which is why we have committed to bring together key business and family representative groups to tackle the questions on organisational culture and to ensure that women and employers know their rights. We will introduce legislative measures when parliamentary time allows.

Nobody but nobody, least of all me, can fail to be appalled by what we read about some of the situations, and some of the hardship and worse that many constituents have been through. That is why I am determined to listen to the evidence to ensure that we get those answers, so that it can never happen again.

The truth is that Ministers have set up a half-baked inquiry in response to this extraordinary scandal, without the powers to fully get to the bottom of this mess. Will the Minister at least commit to returning to this House to set out in full both the compensation arrangements and any financial implications for the future of the Post Office?

Let us see what the result is from Sir Wyn Williams’ investigations and inquiry in the first place. Compensation is a matter for the Post Office, which has talked about the historical shortfall scheme. It wants to ensure that people who are wrongfully convicted are compensated accordingly.

By contacting 2,000 employers, we are reminding them of their legal responsibilities. I understand the hon. Gentleman’s concern about vulnerability and whistleblowing in those situations, but that is why it is important that we give HMRC the resource that it needs to have proactive oversight, and to go to those companies that are most likely to offer and advertise unpaid internships, so that we can nip it in the bud. To build our understanding, so that HMRC can follow the matter up properly, we have incorporated a question into the Department for Education’s employer skills survey, asking 90,000 UK employers whether they have used unpaid interns. Results are expected in late spring 2020, and we will follow up on that.

On the protection of the low-paid self-employed, we will introduce the Employment Bill, which covers a couple of the questions that were raised. That is a result of the good work plan published by Matthew Taylor and his colleagues. We hope to tackle a number of the issues raised in that report and will publish the Bill as soon as we can to ensure that it gets scrutiny from, and involvement of, all parties in its development. I look forward to introducing the Bill and having debates on it so that we continue to lead on workers’ rights.

I apologise for missing the Minister’s opening remarks. He will understand the particular concern among the low-paid and self-employed about their situation during the coronavirus crisis, as my hon. Friend the Member for Ellesmere Port and Neston mentioned. Can the Minister give us a hint about Government announcements in that area, as part of the process of reassuring constituents who are in that employment bracket?

Unfortunately, I am not the Chancellor, but I look forward to the statement this evening. At this time, it is important that we continue to speak out daily for businesses and, as the hon. Gentleman rightly points out, for the self-employed, for workers and for people who are worried not just about their jobs and the viability of the business, but about shifts in those areas. Make no mistake, we have all seen in our inboxes the amount of concern out there, so it is so important that we continue to address the concerns of self-employed workers, employees and businesses. The Chancellor introduced a timely and targeted package last week in his Budget, but things are clearly moving at pace, and we will see what he says during his statement at 7 o’clock.

On the future of the national living wage, although we are increasing it and getting through the technicalities now, it is really important to reiterate the point about younger workers. We are planning to extend the reach of the national living wage to workers aged 23 and over from April 2021, and to workers aged 21 and over by 2024. Unfortunately, I suspect that the children of the hon. Member for Ellesmere Port and Neston will have already reached that higher level by that time.

A UK-wide minimum wage, recommended by the independent expert Low Pay Commission, ensures that the pay of the lowest paid in society is protected, and means that businesses compete on a level playing field. In 2016, the Government committed to raising the national living wage to 60% of median earnings, and we have stayed true to that commitment. We have the highest employment rate since comparable records began. The strength of our labour market shows that a higher minimum wage can go hand in hand with strong employment growth.

I absolutely agree with the right hon. Gentleman. Hatred and persecution certainly have no place here in the UK. That is why we need to lead from the front and make that case to the Government and other organisations in Pakistan, as well as around the world. The point is well made.

In a spirit of north and south London solidarity, does the hon. Gentleman agree that another thing that the Foreign Office could do is to raise with Bulgaria the discrimination that takes place against Ahmadis there? Bulgaria is a key European Union ally and one with which we ought to have good contacts, so we could discuss the issue repeatedly until progress happens and the discrimination ends.
