I am sorry to hear about the situation in my hon. Friend’s constituency, and I congratulate her on her diligence in trying to find a solution. If she will furnish my office with the correspondence she has had with the Department for Levelling Up, Housing and Communities on this matter—I imagine it would be with that Department—I will raise it with the Department to see whether there is any more advice and support it can give to help get the situation resolved.

Happy birthday, Madam Deputy Speaker.

Yesterday, the Post Office confirmed that the Clapham Common branch in my constituency will be closed permanently next month, despite the serious impact that that will have on elderly and vulnerable residents. Not only did the public consultation receive more than 1,000 responses, but there has also been a high-profile campaign against the closure and a petition was handed into Downing Street just yesterday. The Post Office promised to take that feedback seriously, but, despite community opposition, it has not made a single change to its plans after the consultation. Does the Leader of the House agree that public consultation should never be a meaningless tick-box exercise? May we have a debate in Government time to ensure that communities can influence these really important decisions?

The hon. Lady is absolutely right that there is an obligation to consult the public. We want the Post Office to provide services in the way they should be provided, so those consultations should be listened to. As she will know from my business statement, there will be a Backbench Business debate on Thursday 8 February about the management culture of the Post Office. I suggest that that will be her next available opportunity to get some serious time on the Floor of the House to air her concerns. I hope the relevant people in the Post Office will have heard what she has said today and take it into account.

It is a good thing in our democracy that we do not mark our own homework. We have independent bodies that review statistics. We also have bodies that look at how statistics are presented, so that they are presented in the clearest possible way to members of the public. The right hon. Gentleman will know that massive progress has been made in that area. Off the top of my head—he will forgive me—the processing of applications in the Home Office has increased by 250%. It is now working through those applications at pace. However, I will certainly ensure that the Home Office hears what he has said, as its question time has not yet been tabled.

I raised this issue last week. The Leader of the House may be aware of the open letter signed by actors, musicians and campaigners, including Adrian Lester, Annie Lennox, Martin Forde KC and Baroness Doreen Lawrence, urging the Government to go faster on the Windrush compensation scheme. More than 40 people have died while awaiting compensation. May we have a debate in Government time to consider taking Windrush compensation out of the Home Office and into an independent body, so that we get a speedy resolution for the many people still waiting?

I thank the hon. Lady for her diligence in raising this issue again. She will know that last week I wrote on her behalf to the Department, as well as to the Cabinet Office, to see what more they could do to learn from this and other matters. I will do so again.

I know that this is a matter of concern for many Members around the country. In my own county a number of rivers are suffering particularly as a result of the issues raised by my hon. Friend. Given that the next relevant questions session will not be until February, I will write to the Secretary of State to make him aware of those issues.

May I wish you and your staff a happy new year, Mr Speaker?

As my hon. Friend the shadow Leader of the House pointed out, the handling of the Post Office scandal and the delayed justice involved will be familiar to many people, including my constituents, who have been caught up in similar outrageous scandals from Grenfell to Windrush to contaminated blood. In each case Ministers tell them that there is nothing they can do, until they are forced into action by public shame. Will the Leader of the House please allow Government time in which we can make progress for the victims of those scandals?

I know that many Members have constituents who are still waiting for compensation or the resolution of issues on a number of fronts. I shall not repeat what I said in response to the shadow Leader of the House, but I will say that I shall ask the Cabinet Office what more the head of the civil service can do to ensure that lessons are learnt from the last few weeks in particular. I know that the Cabinet Office evaluates inquiries to try to improve the quality of subsequent work. That has certainly happened in connection with big public inquiries, when it has looked into what constitutes good practice in respect of everything from looking after witnesses to ensuring that those inquiries take place speedily. However, I will ensure that the relevant people in the Cabinet Office have heard the hon. Lady’s concerns, which I am sure are echoed by many other Members on both sides of the House.

I am sure that all Members have had casework relating to that. It is a complicated system. Local authorities have some discretion in the scheme. If the hon. Member wants to give me the specific details of his case, I will try to get some advice for him from the Department.

Tomorrow marks a year since the fatal crush at the O2 Academy Brixton in my constituency. Will the Leader of the House join me in placing on the record Parliament’s condolences to the families of Rebecca Ikumelo and Gaby Hutchinson, who sadly died? A third victim remains in hospital, and the Leader of the House may be aware that the police have opened a corporate manslaughter charge. The families want justice. What steps can the Government take, and can we have a debate in Government time, to ensure that families get a timely response to tragedies such as that at the O2 Brixton Academy?

I am sure I speak for everyone in the Chamber and the whole House when I join the hon. Lady in her condolences and memories, particularly for Rebecca and Gaby, but also for all those affected by that appalling, tragic incident, which is still very vivid in all our minds. I shall certainly make sure that the relevant Departments—there will be a few that have an interest—have heard what she has said. It is obviously a live and ongoing case, so I am not able to comment further, but she has done a great service by reminding us of that anniversary and I shall make sure that Ministers have heard her words.

I think that people will notice that this Administration has doubled the personal tax thresholds and lifted many people on the lowest incomes out of paying tax altogether.

Oak Square housing complex in Stockwell was built in 2010. Sadly, since then there has been a host of issues with the building, from leaks and defective cladding to faulty infrastructure. That has meant that my constituents have had to live in a nightmare for almost 10 years. I visited it earlier this summer to see the issues at first hand. The tenants continue to pay their rent and service charges to their landlord, Notting Hill Genesis. Can the Leader of the House please urge the Secretary of State for Levelling Up, Housing and Communities to accept my invitation to come down and see at first hand the nightmare that residents have to live in?

I am sorry to hear the situation that the hon. Lady is in. I will make sure that the Housing Minister has heard of the ongoing situation, and I will ask that she be given any advice that is available from officials about further avenues she can pursue to get redress for her constituents.

I am sorry to hear about that situation. This is one of the reasons we have our offices and, as constituency MPs, we are there to help people facing such issues. If the hon. Gentleman wants to pass me the details of the case, I will do what I have done before and raise it immediately with the DWP to ensure that his constituent’s liquidity is not suffering. I will also ensure that the Secretary of State has heard about the case, so he can assure himself that it is a one-off and is not happening to other people in similar circumstances.

Earlier this week, I visited St Mungo’s complex needs hostel in Clapham, in my constituency. It does fantastic work in helping homeless people and I pay tribute to its staff and volunteers, but they are struggling to cope because of the cost of living crisis, and the cold snap predicted for next week will only make the situation worse. In their 2019 manifesto, the Conservatives pledged to end homelessness by 2024, but, as my work as co-chair of the all-party parliamentary group for ending homelessness has shown, that is not going to happen. May we please have an urgent debate in Government time on what the Government are going to do to help people who are facing homelessness?

Let me join in the thanks and praise that the hon. Lady has given to those staff and volunteers, who clearly do an incredible job. Since 2019, homelessness has halved. Both the DWP and the Department for Levelling Up, Housing and Communities are focused on tackling the issue and, indeed, we have made huge strides—helped in part, ironically, by the opportunities that we had during covid to bring people in, and the measures that were taken at that time. It is a continuing battle, but we will continue to make progress on that number and ensure that there is somewhere safer for everyone to go. We are also tackling the issues that lead to people being in that circumstance in the first place.

I thank my hon. Friend for his question, because it affords me the opportunity to pay tribute to him. I had the benefit of his wisdom for only a few weeks, but he was of huge service to former Leaders of the House. The work that he did over the summer, on behalf of Members of this House, with every single Department to identify why they are not delivering what we need was invaluable, and it will not be wasted. We will be bringing that forward and he will get full credit for it, because it is not something that I have done. I once again thank him for everything that he has helped to make happen, particularly during the very sad events of our loss of Her late Majesty the Queen.

It was pleasing to hear the Prime Minister commit to ending section 21 notices, but when can we expect that to come fully into action? One of my constituents emailed me this morning. She has just been served with a section 21, meaning that her young family will go through the pain of being evicted from their property two weeks before Christmas, and she has a four-month-old baby. The family wanted a two-year lease so they could have security and raise their family. Will the Leader of the House urgently find time for us to discuss the issue and make sure the Bill is brought forward in this parliamentary session?

I am sorry to hear about the hon. Lady’s constituency case, and I hope that in raising it on the Floor of the House, she will help to galvanise local services and support for that young family. I will raise with the relevant Department the issues she mentions, and I am sure that the Prime Minister will want these measures to be brought forward swiftly.

The Leader of the House may be aware that there have been almost 3,600 cases of monkeypox in the UK, one of the highest numbers in Europe. Experts, including the British Association for Sexual Health and HIV, the Terrence Higgins Trust, the National AIDS Trust and PrEPster, have said that, without urgent action, monkeypox could become endemic in the UK. The Government’s public health response has been far too slow. Can we have an urgent statement so that we can get a grip on the situation and ensure that no one is left behind?

I shall certainly make sure that the Secretary of State for Health hears what the hon. Lady has said. The Government have clearly done some things on this matter, in particular to try to raise awareness and give health advice, but I shall raise it with the relevant Department and ask the new Secretary of State to get in touch with the hon. Lady.

On 25 August, my constituent Victoria Bowman and her husband were arrested in Myanmar for alleged visa offences as they returned to the city from Shan state. Ms Bowman served as the UK’s ambassador to Myanmar, and the Myanmar Centre for Responsible Business said that she has

“dedicated many years…to strengthen social and economic development in Myanmar.”

She is an upstanding citizen who has served our country with distinction, and the charges appear to be politically motivated. Will the Leader of the House please discuss this with the Foreign Secretary and look at how we can urgently help my constituent and her husband?
