Yes. I thank my hon. Friend very much. She and I have talked about this. This is a subject in which I take a direct personal interest. There are things we can do to make childcare more affordable. One issue is that not enough people take up tax-free childcare, so we need to have more take-up of what is on offer. We can also look at ways in which we can reform and improve the system.

Q5. Next month marks five years since the horrific Grenfell Tower fire which killed 72 people. My constituency of Vauxhall has many tall buildings similar to Grenfell. In 2019, the Prime Minister rightly told this House that where the inquiry recommends Government responsibility for fire safety, “we will legislate accordingly.” But last week the Government dropped the inquiry’s recommendation that a personal evacuation plan should be in place for disabled residents, claiming basic safety would be too expensive. Grenfell United said that that showed“cutting costs is more important than the value of human life.”Will the Prime Minister urgently reverse this deeply inhumane decision and not break another promise to this House?

Let us be clear: if there is an issue with fire safety in a building, extra steps should be taken and remediation should be made. When it comes to self-evacuation, the Home Office has launched a new consultation to support the fire safety of residents who are unable to self-evacuate, but if the hon. Lady has further representations to make on that point, I will be very happy to ensure she gets a meeting with a Minister in the Department for Levelling Up, Housing and Communities.

At every stage the Prime Minister has given the House and the public a different account or version of what happened until more revelations forced him to change his mind. The Prime Minister has outlined that he is sorry, and he should be sorry, because he almost died from this disease—and the staff at St Thomas’ Hospital in my constituency who treated him did not have a party for nine minutes. Does the Prime Minister not understand that he is a distraction? Constituents write to me about issues such as the cost of living and the crisis in Ukraine; will the Prime Minister do the decent thing and end this distraction by resigning?

First, may I thank my hon. Friend very much for his service in the NHS throughout the pandemic? I have seen him in action. On his point about the NHS, that will be for the NHS itself to determine.

The Prime Minister mentioned that this is about personal responsibility, and it is. It is about our personal responsibility not to inadvertently pass on the virus to someone who is vulnerable; it is about our personal responsibility to do the right thing if we have symptoms, or have covid; and it is about our personal responsibility to think about our neighbours, our friends, our carers—the people who need those restrictions to be lifted. What does the Prime Minister have to say to my vulnerable constituents in Vauxhall who are concerned that this personal responsibility that the Prime Minister wants us to take might inadvertently lead to their catching covid?

The hon. Lady is right to focus on personal responsibility, but the other part of the strategy is the vaccinations. This is a vaccine-led strategy, and that is what enables us now to rely on people’s personal responsibility as well.

One of the hardest things I have had to do as an MP is speak to the family of Ismail Mohamed Abdulwahab, who was 13 years old when he died on 30 March 2020. He was one of the youngest people to lose his life to covid. I will admit that when I spoke to his mother, I broke down on the call.

Ismail’s family, like so many other constituents in Vauxhall, followed the rules. Many of them were scared to go out; many of them had to bury their loved ones without being there; many of them walk past the covid memorial wall in my constituency with that heart showing their loss. Does the Prime Minister now understand, and does he not feel ashamed, that his actions have brought disrepute to the office that he holds?

Of course I share the hon. Lady’s grief for Ismail.

I sympathise with his family. I understand the pain and loss that everyone has experienced throughout this country. All I can say is that I will continue to do my best to fight covid, as I have done throughout this pandemic, and to deliver for the British people. I cannot say more than that.

Yes. I want to reassure the House that this is a complex and difficult issue, but it is important that we give NHS staff the strongest possible encouragement to get vaccinated. That requires a lot of work and a lot of effort, but the risks of not being vaccinated are very real.

I pay tribute to the fantastic NHS staff up and down Vauxhall and the many volunteers helping with the roll-out of the booster jab. I speak regularly to staff at St Thomas’ Hospital in my constituency—a hospital the Prime Minister knows very well, as it was the hard-working staff there who cared for him when he was sick with this deadly virus in 2020. Those staff tell me that they are tired and that they are mentally stressed. Those staff are burnt out. What is the Prime Minister going to do to redress, first, the staffing shortages across our NHS, and secondly, the sheer mental health stress that staff are facing, day in, day out?

I echo what the hon. Lady said about the staff at St Thomas’ Hospital, to whom I owe a massive personal debt. They are indeed wonderful people. I know they are tired now, but they have kept going. London hospitals went through a pretty nasty wave of omicron and they got through it brilliantly. We have to make sure that we support them with more investment but also with more staff. I find when talking to them that that is what really helps—another pair of hands in the night to help on the ward can make a huge difference. That is why it is important that there are 44,000 more NHS staff this year than there were in 2020, but we need to do more, which is why I think the £36 billion more that we are putting in over three years is hugely necessary. I do not want to make a political point again, but I wish those on the hon. Lady’s side of the House had voted for it.

Yes, I have listened to my right hon. Friend over many years on this issue and she is 100% right in what she says about the importance of early years. That is why we are investing £500 million to support families and children, including £82 million to create a network of family hubs to bring together services for children of all ages. We are going to continue to invest in children’s early years—for example, the offer of 15 hours of early education for disadvantaged two-year-olds that has already benefited 1.1 million disadvantaged kids since 2013.

Q4. I was recently contacted by a Vauxhall constituent whose mother tragically committed suicide after criminal domestic abuse by her husband, with the inquest into her suicide finding his actions to be a direct cause. Incredibly, her abuser now stands to inherit her pension and entire estate because she was unable to complete a divorce. This has left the family devasted, and I am sure that the whole House will join me in sending them our condolences. Does the Prime Minister agree that convicted domestic abusers should never be able to profit from their victims, and will he meet my constituent and me to fix this hole in the law?

The hon. Member describes a truly tragic and appalling case. I am sure that the whole House will share the revulsion that she has expressed at the outcome of the law’s processes. We will certainly need to have a meeting to see what we can do to address that loophole.

I thank my right hon. Friend, because he played a major part in the gestation of these policies and knows them intimately. He is completely right and has been massively encouraging to the Government over the last few weeks.

We will be bringing forward a White Paper on the integration. Of course this is going to be difficult, but it has to be done. We must have a system whereby people can work across both the health sector and the care sector in an integrated way. We have to have single budget holders and we have to ensure that, for instance, we have single electronic records in both health and social care. These are things that need to be fixed. We need to make sure that people are cared for appropriately and in the right setting, and that is why we are bringing forward the White Paper.

The Prime Minister will know that a number of young people are carers for their elderly relatives and family members. I was a carer for my late mother, who suffered from complex needs, including sickle cell anaemia and renal failure. Without those carers, our local government would have to pick up more issues. What assessment has the Prime Minister made of the high vacancy rates in the care sector, and will he be honest and say that this social care plan announcement has no impact on addressing those rates?

No, this plan does address the problems in the care sector. In addition to the £6 billion that we have put into supporting local government with social care during the pandemic, we are putting another £0.5 billion into supporting the care workforce. I have mentioned the 700,000 training places that we are investing in. We are also trying to ensure that people who become carers—they are wonderful people; I thank the hon. Member for what she has done—get the progression and career structure that they need, and understand how valued and respected they are.

Yes. I thank my right hon. Friend because NATO’s project 2030, set out by Jens Stoltenberg at the summit, is completely in accordance with, and almost an echo of, the integrated review set out by the Government, with its emphasis on cyber and space defences.

I have listened to the right hon. Gentleman’s statement this afternoon. One of the things I am proud of is visiting my schools in Vauxhall and speaking to young people. Last week, he said that girls’ education is the best way that we can lift countries out of poverty and lead the global recovery. I heard his response to the right hon. Member for Sutton Coldfield (Mr Mitchell) on the fact that the G7 leaders did not mention the global aid cut. If that is the case, does the Prime Minister agree that his actions show a gaping hole between his words and actions? Will he respect this House by bringing that vote to Parliament and bringing that decision here?

Again, what I did hear from leaders around the world was massive, overwhelming support for the objective, which the hon. Member supports, of girls’ education. The G7 committed $2.75 billion, I think, towards the Global Partnership for Education, with the UK increasing our commitment by 15% in spite of the pandemic. I hope the message she will give to pupils in Vauxhall is that we are absolutely committed to that end.

We are determined to look after all the wonderful men and women of our armed services, not just by protecting them after they have served, and by protecting veterans who may be at risk of vexatious litigation in the way I have described; we also have to ensure that we look after people during their service. In particular, we must look after families, who often bear the brunt of the commitments and sacrifices that our armed services make. That is why we have committed to wraparound childcare for those involved in our armed services.

Many of my constituents are concerned that much of this review seems to have prioritised the global projection of hard power. The Government have chosen to cut our aid budget to countries in need, such as Syria and Yemen, and this will have serious knock-on effects. My constituent wrote to me and said:

“Britain has a good track record in recognising the crucial role that aid has in alleviating poverty and enhancing health equity.”

Does the Prime Minister agree that this Government’s cuts to aid will not just let the world’s poorest down, but make it more difficult for the Government to achieve their foreign policy objectives and maintain Britain’s global moral authority?

I certainly can. It was a former Labour Planning Minister who said, “The Green Belt is a Labour achievement, and we intend to build on it.” That is what he said. The Government’s approach is entirely different. Our planning reform will not change. That is what the Opposition want to do. We will not change existing policy to protect the green belt, and our housing targets, which are very ambitious, will focus, as my hon. Friend rightly says, on brownfield.

Unsafe cladding is leaving hundreds of leaseholders across Vauxhall unable to sell or remortgage their properties. The EWS1 forms are not being used as intended, leaving my constituents trapped between risk-averse lenders and irresponsible building owners. They have been waiting three years already, so can the Prime Minister tell me what steps he is taking now to resolve this really dangerous situation?

I thank the hon. Lady, because I am aware of this problem of people facing real disadvantage—leaseholders and others—because of unsafe cladding still on their buildings. I think it is disgraceful, and both ACM and HPL cladding, in my view, should come off as fast as possible. We are investing massively to achieve that as fast as we can, but I sincerely appreciate the problem that she raises.

I certainly encourage customers to go to the fantastic local retailers in Rugby, and I am delighted that these measures obviate the need for the cursed one-way system that my hon. Friend describes.

We do welcome the restrictions being eased up, and a number of businesses across my constituency and along the south bank, including in the hospitality, leisure and cultural sectors, will see this as a step in the right direction, but it will still be hard for them. Businesses need to see detailed guidelines now. Research by the Federation of Small Businesses shows that the vast majority of small businesses say they will need to make changes in their premises for this to work, but there will be significant costs attached to that. What can the Government do to support small restaurants, cafés, hairdressers and other small businesses employing 10 or fewer people, whose balance sheets have been so impacted over the last few months, to make necessary adjustments to make their staff and customers safe?

As the hon. Lady knows, businesses have been eligible for £25,000 in grants. We have had 11 million people supported under the coronavirus job retention scheme and spent huge amounts of money— £26 billion in bounce-back loans alone. We will support businesses large and small for the duration of this crisis, but the best way to get all the hairdressers and nail bars—all these businesses—back on their feet as fast as possible is to make sure that we continue to depress the virus, keep it under control and keep the incidence down, and that way we will go forward. Our vision for the country is to try to get back to normality for as many as possible as fast as possible.

Q12. I welcome the measures, but yesterday’s statement offered nothing for the self-employed. My constituency of Vauxhall has an estimated 30,000 self-employed workers, and a lot of those people already feel the financial pinch. They cannot wait days for the Government to announce something, so will the Prime Minister today announce a guarantee of measures that will fully compensate all self-employed workers in this crisis?
