My hon. Friend is right to raise that point on behalf of the small wine supplier he represents in York. Of course, this change will have a massive impact. When Majestic originally brought this matter to my attention, it did so not just on its own behalf, but on behalf of the thousands of wine organisations and companies across the country, ranging from one-person bands through to small and medium-sized enterprises, all of which will bear the administrative burden of this cost.

I want to reiterate one point. If this easement ends—I hope it is “if”, as I very much hope the Minister listens and it will not end—there will be 30 different payable amounts for wine across the 11.5% to 14.5% ABV range. Prices will range from £2.45 to £3.10 per bottle. The practical arrangements that would need to be made as a result of this change are countless, including the reality that two wines from the same independent vineyard in France, say, would have to be labelled differently.

Other right hon. and hon. Members have mentioned wine merchants, but what we have so far not discussed are the wine growers in the UK. I had better declare an interest, being the chair of all-party parliamentary group for wine of Great Britain. Wine production is one of the fastest growing agriculture sectors, employing about 2,300 people, with a predicted 50% growth in jobs by 2025. Last year, 2023, was an absolutely vintage year, with an estimated 25 million bottles. This easement affects not just wine merchants, but a very important and fast-growing agriculture sector.

My hon. Friend is absolutely right. It is not just about wine merchants, of course; it is also about the growers. It is a boom industry in this country, and not just for tourism, as the hon. Member for Strangford (Jim Shannon) said, but because English wine, and wine from across our four nations, is being consumed far more frequently than ever before. It is something that we should encourage as a country. I know the Chancellor is keen, in particular, to encourage sparkling wine.

I want to reiterate a point made by my hon. Friend the Member for York Outer (Julian Sturdy) and my right hon. Friend the Member for Witham (Priti Patel). I am sorry to labour this point, but it is important. The abolition of the easement would introduce massive ongoing red tape costs that concern supermarkets and large retailers, which, of course, we are concerned about. However, what I am more concerned about, as my right hon. and hon. Friends have eloquently pointed out, is the disproportionate costs for smaller wine businesses in constituencies across this country.

As I have said, wine has far more stock keeping units, or SKUs, than other alcohol categories. It is estimated that there are in excess of 100,000 wine SKUs on the UK market. A specialist SME wine retailer, for example, will carry more than 2,000 SKUs at any one time, while larger wine retailers may carry up to 10,000 SKUs. If the easement ends, the duty will have to be calculated individually for each SKU; this will have to be done on an annual basis, as alcoholic strength can vary between vintages.

On Tameside, where local authorities are failing to deliver high-quality children’s services the Department acts quickly and decisively. As the hon. Gentleman—I think I can call him my hon. Friend—knows, we are expecting Ofsted’s findings on Tameside in the coming weeks. I assure him that I will not hesitate to take action should it find failings.

On the broader point about kinship care and special guardians, I am full of admiration for anybody who steps up as the hon. Gentleman has; in many cases, it avoids a child’s going into care and keeps them within that loving family environment. It will not always be appropriate and it will not always work, but wherever possible we must explore it and ensure that social workers do so at the earliest opportunity—before a child is taken into care—and not as an afterthought. We will look carefully at the recommendations made in the independent review into children’s social care, but he can trust me when I say that I want us to change the game on kinship care and special guardians.

I welcome this excellent report and the Minister’s statement. In 2007 I worked with my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) and experts to publish a report into children’s social workers. Does the Minister agree with us that we need a career path that gives experienced children’s social workers the choice of staying on the frontline rather than moving into management?

I thank my hon. Friend for her considerable expertise in this space. We need to look at recruitment of social workers, but we must also look at retention. There is a real danger that we will lose experienced social workers not just to leadership, but to other areas and other council functions. That is why we are looking closely at the development of a national children’s social care framework and of social worker early career support, so that there is both progression and a specialism and expertise in child safeguarding. I would be happy to meet her to discuss her ideas further.

I am sure that new clauses 2 and 3, which were tabled by the hon. Member for Hammersmith (Andy Slaughter), are well intentioned. New clause 2 would give tenants assurances on their length of tenure and new clause 3 would give assurances on rent increases. However, I am concerned that, rather than helping vulnerable homeless people, they would hinder some of the best work in the Bill.

We know that private landlords are increasingly reluctant to accept benefit claimants—that is certainly the experience of Portsmouth City Council. The Bill represents an effort to change that situation, but new clauses 2 and 3 would frustrate it. Tenants are currently encouraged to remain in occupation until they are evicted by a court order so that they cannot be considered to be voluntarily homeless. That is a stressful and debilitating practice for the tenant, and a disincentive for landlords to take on cases from local authorities. That would be especially true under new clause 2 because it would lock landlords into an unbreakable three-year tenancy agreement if the result of giving notice would be to make the tenant homeless.

Does my hon. Friend agree that the reality is that only around 50% of mortgage lenders lend to buy-to-lets with tenancies of more than one year? The measures might restrict the market even further, so they could cause many more problems than they would fix.

That point was discussed earlier. It would be good if mortgage lenders could extend their offer to three years or even beyond, because we do want long-term tenancies.

New clause 2 would make landlords reluctant to take on anyone who might need local authority help, most of whom would be vulnerable people in receipt of benefits or on low incomes. As Portsmouth and District Private Landlords Association has stressed to me, landlords do not usually evict good and responsible tenants, nor do they want to risk finding bad replacement tenants or to bear the costs of eviction and establishing a new tenancy. But nor do they want their hands to be tied. What if they wanted to sell the rental property or occupy it themselves? New clause 2 makes no provision for that. As a result, it would be a strong disincentive for landlords to take on any tenant who might call on the local authority’s duty to house, if they were given notice.

I support clause 1. Extending the period for those threatened with homelessness from 28 to 56 days is one of the Bill’s core elements, and it will make the biggest difference.

I very much welcome the clear definition of tenants as homeless once a valid section 21 notice has expired. I have been one of the largest critics of local councils that routinely dish out the advice to stay in a property until the bailiffs arrive. I have had numerous people come to my constituency surgeries who have reached crisis. They went to the council at the first available opportunity, when they knew they were getting into difficulty—they were getting into rent arrears or had complex needs, as the Minister pointed out earlier, or problems such as relationship breakdown—and their landlord was looking to end the tenancy, but they were told at that point by the local authority, “Stay in the property. Come back to us when you’re in crisis—the point at which the bailiffs are knocking on your door.” I have raised concerns about that for numerous reasons. Apart from the financial pressure it puts on that family, there is a huge social cost to them as well. I have two young children, and I cannot imagine what that is like.

I had a call recently from a constituent who told me that the bailiffs were at the door, and because she would not let them in, they smashed the window and tried to encourage and coax the children to open the door while she was not looking. That will stay with those children forever. If local councils are giving out this advice, it is disgraceful.

Does my hon. Friend agree that that approach discourages landlords from taking in people who may be on benefits, which reduces the number of houses available to them?

My hon. Friend is right. The reputation of local housing authorities among landlords is, in my view, at an all-time low, because of the approach that those authorities are taking to section 21 notices—not all of them; many are very good, but some take this approach, and it leads to terrible reputational damage among landlords.

For the first time in our nation’s history, there are more private-sector lets than social lets. The role of the private sector is vital, but we may undermine that by the approach we take with local authorities. If I were a landlord, would I take someone who is on social security benefits, or recommended by the LHA? I do not know the answer to that, but if there were other options, I probably would take them. At the moment, because of a shortage of housing supply, and because of the demand, landlords have other options, hence we see rent increases. The advice to stay until the bailiff arrives is not good advice in nearly all instances.

My hon. Friend makes a good point. As much as we would like to extend the protections to all, we have a duty to safeguard the most vulnerable—people who are not necessarily able to make those checks or to make informed decisions because of their financial position, a disability, a mental health issue or all sorts of other reasons that mean the council has an additional duty to safeguard them.

I support the clause. As much as I would like to see it go further, I am realistic about what we can achieve. Protecting the most vulnerable is what we should aim to do, and that is exactly what the clause does.

I, too, am delighted to support the clause. It continues the Government’s work in the previous Parliament to tackle rogue landlords, such as introducing the new code of practice on the management of property in the private sector, the requirement for landlords to be a member of a redress scheme and the production of guides for tenants and local authorities.

The landlord accreditation scheme run by my local authority in Portsmouth seeks to impose both physical condition and management standards on the private rented sector, not only through the provision of encouragement, support and incentives, but by actively working with, and publicly recognising, those landlords who are willing to adhere to good property standards. The council is well supported in that by the Hampshire constabulary and fire and rescue service, Portsmouth University and, crucially, the Portsmouth & District Private Landlords’ Association.

There are some 4,000 private landlords in Portsmouth, and their association acknowledging the benefits of accreditation is of huge benefit to prospective tenants. The reassurance that a landlord has accreditation that is supported by the emergency services and two significant providers of accommodation in the city—the University and the council—is so important to tenants in my city. It is especially important when accommodating the homeless. In those situations, there is a danger that individuals and families might feel obliged to take up whatever is on offer, even if they have serious concerns about its standard of upkeep. The clause should ensure that such fears do not arise.

Responsible local authorities and landlords are already accustomed to checks to ensure quality. Does the Minister agree that the clause will complement existing work, such as that being done in Portsmouth? There is every reason to think that landlords and local authorities will welcome it.

I beg to move,

That this House has considered regional theatre.

When we think of theatre in this country, many minds inevitably turn to one place: the west end. With its big musicals, high production values and ability to attract all-star casts, the London theatre scene dominates perceptions of British theatre, but we too often forget the importance of regional theatre to British cultural life. Although regional theatre has a broad definition, it is generally used to refer to theatre outside of the London heartland.

I called this debate for two reasons: to celebrate the success of Britain’s regional theatres and to raise awareness of the challenges to their long-term viability. The west end is often the showcase of our best theatre, but it does not exist in a vacuum; it exists because it is fed and sustained by the talent of regional theatres across the country. Regional theatre is the grassroots of the theatre system in this country, but critically it is also the home of excellent theatre in its own right. Innovative, challenging and thrilling theatre is being created to an exceptionally high standard, rivalling any nation in the world. Regional theatre is not and never should be second best. Yes, some of the work created regionally will transfer to London or the global stage, but there is so much collaboration happening between regional centres of excellence, from one region to another.

Regional theatre is so often where the careers of some of our best British actors and actresses begin and where some of our most innovative plays and productions start their lives. Sir Ian McKellen’s acting career began at the Bolton little theatre. Sir Antony Sher took his first acting steps at the Frinton summer theatre. Jonathan Pryce started his career at Liverpool’s Everyman theatre and Sheila Hancock began her work as an actress at the Kings theatre in Southsea and the New Theatre Royal in Portsmouth in the 1950s. Those actors and actresses are not only national treasures—a much overused phrase—but also reflect some of the many cultural exports shaping perceptions of British culture overseas. Indeed, Hugh Bonneville of “Downton Abbey”, “W1A” and “Paddington” fame took part in six productions at Colchester’s Mercury theatre in 1988 and 1989, long before he was a household name. The stint took him to roles as diverse as Petruchio in “The Taming of the Shrew” and the pantomime dame in “Dick Whittington” at Christmas. All great careers have to start somewhere.

Regional theatre is also the incubator of some of our best new plays and original productions. Some very successful new plays in recent years have started life in our regional theatres. The play “ENRON”, which is about the Enron scandal, started life at the Chichester Festival theatre in 2009 before being moved up to bigger venues in London, as did the recent smash hit “Gypsy”, which was filmed for TV this Christmas. “On the Shore of the Wide World”, a play about three generations of a Stockport family by Mancunian playwright Simon Stephens, opened at the Manchester Royal Exchange in 2006 before transferring to London’s National Theatre.

I understand that much of our regional theatre is not self-financing. It relies on subsidy from the Arts Council and local government to ensure its year-to-year viability. In Colchester, the Mercury theatre’s income is 30% grant income, with the other 70% earned, but as the previous director of the theatre, Dee Evans—she held the role for 14 years—once said:

“If you invest in the work and it’s good, people will come”.

Public subsidy helps sustain many of the great productions that our regional theatres put on. The Mercury recently underwent a £580,000 refurbishment, with £400,000 provided by the Arts Council. The funding refurbished the studio theatre, increased capacity to more than 580, improved disabled access and installed better soundproofing. It was the biggest investment in the theatre since its opening in 1972. The funding will help open up the theatre to more school and community groups and ensure that even more people can enjoy and participate in quality theatre locally.

My hon. Friend just mentioned the New Theatre Royal in Portsmouth, which also completed a major extension and refurbishment last year, supported by bodies including the Parity Trust, Arts Council England and the Heritage Lottery Fund. Its key partner is the University of Portsmouth, which is now sharing part of the site. Does he agree that that kind of collaboration between theatre and education is a great way to safeguard the future of our theatres?

My hon. Friend makes a valuable point. Regional theatres are the very best at collaboration, at working with local partners and, in particular, at getting young people involved in arts and culture locally, so I totally agree with her.

It was a great pleasure to be invited to speak on the stage at the opening of the studio. I am unlikely to make the west end after that performance, but I have instead fortunately found a calling in Westminster. They do say that politics is show business for ugly people.

My hon. Friend makes a valuable point about a trend that can be seen nationally. Recent research for the Arts Council in August showed that theatre subsidy helps support more than £2.2 billion of private sector activity. Although theatres are becoming better at sourcing their own moneys—regularly funded theatres are now earning 62% of their total income, which is six percentage points more than four years ago—the report said that very few regional venues could justify a claim to be profitable were all subsidies removed.

Investment in our theatres not only has a strong economic impact, but is critical to the health of the acting professions and the creative arts. Research from 2013 on the effect of publicly funded arts on creative industries found that 62% of those working in subsidised theatre believed working in the sector to be highly important to a successful career in theatre. Respondents were more likely to say that publicly funded theatre gave greater opportunities for presenting challenging work and new work and for providing sufficient time to experiment than big commercial theatre.

I have two major theatres in my constituency, and the Kings theatre is running a course on stage pyrotechnics this weekend. It is open to anyone with an interest in a career in theatre. It takes on a lot of apprentices, too. Does my hon. Friend agree that that kind of activity is a good thing for local theatres to be supporting? It is important that theatres appeal to people with an interest in what happens backstage, as well as on the stage.

My hon. Friend makes a valid point. The more locally skills can be developed and enhanced, the better. It is important that regional theatres offer those skills, particularly to young people locally. I totally support that.

Theatres are more focused on reflecting the local communities in which they operate, creating benefits for social cohesion and integration as well as for education, health and wellbeing. In 2015, Arts Council England published an excellent evidence review, which evidences the total benefit of the arts to society and the economy.
