I do not want to re-fight the campaign. Obviously, there was a disagreement about whether we would have less money with a smaller economy or whether we would have more money by leaving the EU. We are now putting that to the test and the results will be clear for all to see.

While I am pleased to hear that the new unit is being set up, can the Prime Minister assure us that resources will not be diverted from the life chances agenda, which he has been so instrumental in bringing in and which means so much to the people of Portsmouth, and that the agenda will continue with good pace?

I can certainly give that assurance. Obviously, the key European issues will be for the Foreign Office, the Treasury and the Cabinet Office. The agenda that my hon. Friend talks about will be important in the weeks ahead.

I cannot give a date for the referendum because we do not yet have an agreement in place. I would say that in recent years there have been quite significant improvements in the common fisheries policy, not least in dealing with the appalling situation of discards. As for farmers, let the debate begin; let’s hear from farmers and farmers’ representatives about what they think about the support they get, the actions we have taken to try to simplify the bureaucracy with fewer inspections and the rest. I look forward to hearing from all farmers and their representatives.

I thank the Prime Minister for a very good negotiation. This report is fantastic, but may I draw my right hon. Friend’s attention to section B? Does my right hon. Friend welcome Mr Tusk’s comments on competitiveness, which commit to

“lowering administrative burdens and compliance costs on economic operators, especially small and medium enterprises, and repealing unnecessary legislation”?

That is what so many companies complain about. This is very welcome to all businesses, particularly those in Portsmouth who want to invest in Europe, and it is exactly the reason why we should be staying in this market which has over 500 million people.

I thank my hon. Friend for her remarks. Of course section B is important, but it is also worth looking at the draft European Council declaration on competitiveness which adds to section B and brings out some more details.

I know that the right hon. Member for Lagan Valley (Mr Donaldson) and I are united as one in hoping it never comes to that.

Today’s SDSR is very important for the Royal Navy in Portsmouth. Does my right hon. Friend remain committed to a fleet of 19 destroyers and frigates? How many more may he get of the lighter frigates? Will they be based in Portsmouth?

First, my hon. Friend can be secure in the knowledge that Portsmouth will have a very strong future, not least as the Queen Elizabeth aircraft carrier will be based there. I have already seen where it will go, and what a magnificent site and resource it will be. Today’s announcement about commissioning a new multi-purpose frigate enables us to increase over and above from the 19 frigates and destroyers we are already committed to, because it will be a more affordable programme. Having seen all the work that our frigates do, we know that it is essential that we have that core anti-submarine task, but when we think of all the other work—drugs interdiction, helping off the coast of Libya and all the other tasks—I think we see that we would benefit from having a bigger Royal Navy fleet, with more different sorts of frigates for those tasks.

I welcome the hon. Lady to her place and congratulate her on her election success. The first question she asks is about fiscal responsibility and sustainability. I take that as a sign of progress. I would say to her: there is a leadership election on, throw your hat in the ring. In that one question she has made more sense than all the rest of them put together—go for it!

Q7. A push for greater diversity in employment is a key part of my plan for Portsmouth. Can the Prime Minister assure my constituents that the leasing of part of the dockyard to Magma Structures will be confirmed in due course, as we look forward to welcoming yet another high-tech company to the city?

First, may I congratulate my hon. Friend on her election success and on standing up already for Portsmouth, on all the work she did as a candidate and all the things I know she will do as a Member of Parliament? We are absolutely committed to ensuring that the Portsmouth ship hall is used in the most effective way to deliver capability, to create jobs and to boost growth in the region. The developments in Portsmouth at the moment are exciting, whether in ship servicing, welcoming the carriers when they come to Portsmouth or the Ben Ainslie centre that is being constructed with Government support. May I just say how good it is that Portsmouth is going to be represented in this place by strong Conservative women?
