I have spoken to the Brazilian Foreign Minister about the text of the Security Council resolution, and we are liaising closely with the Brazilians and others, but I will not be able to give a commitment on our voting decision until the text is closed and the negotiations have been concluded.

When I visited Israel and Palestine three weeks ago with a group of MPs, we met aid workers and health workers who say their last goodbyes to their families every morning because they do not know whether they will return. There is an urgent need to support them, and the UK public are being very generous in response to appeals. In the absence of humanitarian corridors—and I support him in arguing for them—can the Foreign Secretary update the House on efforts to work with UK-based agencies that are on the ground in Gaza to support the provision of mobile health clinics, medicines, food and water there?

The distribution plan for the initial £10 million that the Prime Minister announced on Monday is still being worked on, but I can assure the hon. Lady that we are have very close relationships with non-governmental organisations and aid organisations based in the UK and operating in Gaza and the region. We will of course be liaising with them both in terms of getting an updated understanding of the situation on the ground and of maximising our support to the Palestinian people.

My right hon. Friend raises an important point. My Department has discussed that with the Home Office. Indeed, I have discussed it with the Minister for Security, my right hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat). I reassure her and the House that he takes the actions of the organisations that she has mentioned very seriously indeed. We wish to ensure that the Charity Commission also full discharges its duty to ensure that any organisation under its remit is not used to harass or persecute foreign nationals, or indeed British people, here in the UK.

Issues faced by Iranian citizens, especially women, are raised with me frequently by constituents in Putney, Southfields and Roehampton. I have been stopped in the street many times to talk about this issue. British-Iranian dual national Morad Tahbaz has already been mentioned in the statement. He remains arbitrarily detained in terrible conditions in Iran, almost four years after he was sentenced in 2019. Could the Foreign Secretary say more to the House about the last time he raised Morad’s case with his Iranian counterparts? What strategy is in place to secure his release, difficult though that is?

The last time I had face-to-face contact with a representative of a Minister of the Iranian regime was in 2021, but my officials regularly raise consular issues, including detainees, with our Iranian counterparts. I can assure her and the House that this remains a priority. I have met Morad Tahbaz’s family on a number of occasions and the Minister for the region, Lord Ahmad, met them very recently—I think within the last few weeks. This remains a priority for us, and I can assure the hon. Lady that we will continue to work with the United States of America, as he is a trinational, to bring about his permanent release and ability to come home and rejoin his family.

The Government have made a commitment to prioritising those people particularly at risk from persecution by the Taliban. That includes women and girls, human rights defenders, people who promoted the rule of law, and those from minority communities, such as the Hazaras, whom the hon. Lady highlighted. As I said, the ACRS scheme envisages helping up to 20,000 Afghans, and prioritisation will be for those most at risk.

The report outlines a summer of chaos and it is absolutely shocking to read, but disappointingly, the chaos continues. I echo the concerns of other Members, as I, too, have so many constituents in danger in Afghanistan and in hotels here with no plan that they know of to move them. What is the plan?

I also wish to raise the issue of those who are in camps outside Afghanistan. A constituent in Roehampton wrote to me to say that his family had been evacuated by NATO from Afghanistan to a camp in Kosovo. He said that his sister-in-law had given birth to her baby there, and that he was really concerned about the family’s situation. What meetings is the Minister holding with UNICEF to co-ordinate work to bring relatives from those camps to the UK?

Our response to the situation in Afghanistan has always, by its nature, been international. We continue to work with our friends in other Governments and with non-governmental organisations around the world to support Afghans who have been displaced by this conflict.

I remind the hon. Gentleman and the House that we have gone through an unprecedented financial contraction because of covid. The British Council, which derives a significant proportion of its income from tuition, has been hit because of the difficulty in providing tuition in the era of covid, but it has done genuinely fantastic work using technology to continue to provide those services. The Foreign Secretary and I recently had a meeting with the senior leadership of the British Council to discuss what we could do to protect the things that we value highly in terms of its delivery of soft power, to ensure that it not only survives but thrives, once we are able to get past this covid situation.

I congratulate the hon. Member for Tonbridge and Malling (Tom Tugendhat) on securing this urgent question. I am not reassured at all by the Minister’s statement. I have seen the email to the FCDO staff. It says, “We are planning on the basis of just under 10% reduction in our overall workforce size by March 2025”. So is that actually a 9.9% reduction, or something else slightly different from 10%? The Minister was careful to say that there would be no 10% reduction, but will it be a figure that is close to 10%, but not 10%? The aid cuts are a disgrace, and it is easy to spend that money on big multilateral programmes, on the World Bank and on the United Nations, but not on those local projects on the ground that the former DFID staff are so good at supporting and that result in real poverty reduction and real peace building on the ground. Can the Minister reassure the House that the cut will not be anywhere near 10%, and that local staff who know the projects on the ground and who can really effect poverty reduction will not be cut?

I remind the hon. Lady and the House that there is a difference between the figure that is used internally by officials for planning purposes and decisions that are made by Ministers. The decision around these issues will be made by Ministers. The Prime Minister, the Foreign Secretary and I have made it clear that that figure is not a ministerial figure. With regard to the balance between multilateral and bilateral, the hon. Lady makes an important point. We very much value the work that is done bilaterally in the sometimes small but incredibly highly effective projects that are delivered by the British Government underneath the British flag to some of the most poor and dispossessed people in the world, and that will remain a priority for this Government.
