The Government can be proud of the requirement for robust age verification checks in part 3 of the Digital Economy Act 2017. It was hoped that the system would be implemented by April this year, but it is still not in place because it requires the laying of the draft Online Pornography (Commercial Basis) Regulations. Will the Leader of the House confirm that that will happen swiftly?

I am grateful to my hon. Friend for raising this incredibly important point. DCMS and the Department of Health and Social Care are looking at options to minimise the harmful effects of social media on children’s and young people’s mental health as part of the forthcoming online strategy White Paper. The Government remain committed to ensuring that pornography is not accessible to children online, as is already the case offline. I can confirm that we are working hard to table the secondary legislation, and we intend to conclude the parliamentary proceedings as soon as possible.

The hon. Lady raises the important matter of how we spend our defence budget, and she is right to ask what more could be done to ensure that British firms benefit from those contracts. She will be aware that the Ministry of Defence seeks wherever possible to ensure that UK companies get the best chance to bid for that business, but that it will nevertheless seek the best value for the taxpayer at the same time as committing to a thriving UK defence industry.

My hon. Friend and I share a passion for the importance of a secure early bond between babies and their parents, and she rightly raises the need to ensure that all mums have the right level of support, both physically and mentally, in those crucial early years. I am very sympathetic to the idea of a Back-Bench debate or a Westminster Hall debate on this, so that hon. Members can put forward their own thoughts on what more support could be provided to new mums.

On the hon. Gentleman’s first point, I am very appalled, as I think all hon. Members are, to hear of the experiences of his colleague, the hon. Member for Paisley and Renfrewshire South (Mhairi Black). I sincerely apologise to her, on behalf of everybody here, for the appalling abuse she has received: it is utterly unacceptable. Of course, in my role as Leader of the House of Commons, if she wanted to come and talk to me I would be very happy to do so to see whether there is anything specific I can do for her.

As the hon. Gentleman knows and as you know, Mr Speaker, we have worked tirelessly, cross-party, to put in place our independent complaints procedure. I am not sure whether, if that were up and running today, it would have gone some way towards improving the hon. Lady’s situation. However, I certainly hope that our commitment across this House and in the other place to stamping out abuse and making our Parliament one of the best places to work and be employed in will stand us in good stead for the future.

On the hon. Gentleman’s second point, about RBS, I am very aware of the grave concerns about bank closures expressed on a number of occasions by Opposition Members. He will be aware that these are commercial decisions. There are procedures to go through before a bank decides to close, such as consultation with local communities. I point out that one of his hon. Friends has an Adjournment debate on banking in Scotland next week, on 14 March, and I am sure he will want to take part in that.

Finally, the hon. Gentleman raised the European Union (Withdrawal) Bill and the Scottish National party’s continuity Bill. It is the Government’s position that the EU withdrawal Bill will provide consistency across the UK to ensure that all parts of the UK are ready for our departure from the EU. We are still hopeful that we can reach agreement with the devolved Administrations on the Bill in the coming weeks.

In a recent debate in the Lords on the family test, which is perhaps better called the family impact assessment, there was good cross-party support for Lord Farmer’s private Member’s Bill promoting a more satisfactory application of the test than currently appears to be the case, from several questions I have asked of Departments recently. Will the Leader of the House facilitate the safe passage of that Bill in the other place by liaising with the Leader of the House of Lords, so that it can be brought to this House for consideration as soon as possible?

First, I would like to commend and congratulate my hon. Friend for the amazing work she does across the parties and the Houses on supporting families. I totally share her desire to see the strengthening of families of all types. In particular, I know that she shares my concern for the importance of early attachment and giving every baby the best start in life. I absolutely support her desire to see the family test carefully applied and would be delighted to meet her to discuss how I can specifically help her.

May I thank the Leader of the House for taking time out of her busy day yesterday to attend the launch of “A Manifesto to Strengthen Families”, which is supported by 44 Back-Bench Conservative MPs? It contains 18 practical policy proposals, such as strengthening prisoners’ family ties and promoting greater support for veterans’ families and for fatherhood. Does she agree that this subject has long needed more consideration by Members of this House, and will she meet a small group of those 44 MPs to discuss how more parliamentary debate time can be provided for it?

The hon. Gentleman is right to say that this is an incredibly serious issue. He will know that tackling the horrors of domestic violence and domestic abuse is an absolute priority for the Prime Minister, and that the Queen’s Speech mentioned that we intend to introduce legislation on this issue in this Session.

I know that the Leader of the House agrees with me that strengthening families and giving every child the best start in life are very much the business of government, given the cost of family breakdown and the impact that the early years and family relationships can have on children’s mental health and life chances. A number of Conservative colleagues will be producing a families manifesto in the first week of September, immediately after the recess, providing the Government with practical and realistic policies that could make a significant difference in this area. Could parliamentary time be found to debate this important issue in the days after the recess?

I could not agree more with my hon. Friend, and I commend her on the work she is doing. She and I share a passion for ensuring that all children have the best start in life, and I would love to see her families manifesto when it is published. She will be pleased to know that all Departments are committed to making progress, including the Department of Health, which has committed an additional £1.4 billion for mental health services for children, young people and new mothers for this Parliament. That will make a huge difference to families.

I completely agree with the hon. Gentleman about the membership of Select Committees. We want to get on with it, and on this side of the House we are getting on with selecting members. I hope that the hon. Gentleman’s democratic elections will be as clear as our own. I can assure him that through the usual channels an enormous amount of work is also going on to establish Standing Committees. No one wants that to happen more than we do on the Government Benches. However, his remark about “zombies” is very rude to his colleagues—a few of them are still here today, and I thank them for turning up.

The hon. Gentleman talks about this Government not being democratically elected, but I remind him that we got 56 more seats than the official Opposition, which means that, in a democratic place such as this, we have the duty as well as the right to form a Government. I hope that he and his colleagues appreciate that fact.

It is a great shame that the hon. Gentleman talks constantly about wanting to stay in the single market, which he knows for a fact means not leaving the EU. In other words, he, for his own ends and those of his Scottish nationalist colleagues, would seek to undermine the will of the United Kingdom. That is totally undemocratic. Government Members and, I hope, Opposition Members will fulfil the will of the people.

Is the Leader of the House aware of concerns regarding challenges to the democratic system of government in Hong Kong? Some elected representatives there are being prevented from taking their seats in the legislature, and a recent statement from the Chinese Ministry of Foreign Affairs described the Sino-British joint declaration as “a historical document”, which

“no longer has any practical significance”.

This month marks the 20th anniversary of the establishment of Hong Kong as a special administrative region on the principle of “one country, two systems”, so will she consider a debate in Government time about this concerning issue?

My hon. Friend makes an incredibly important point. The Minister for Asia and the Pacific met the Chinese ambassador on 5 July, when he stressed the UK’s strong commitment to the Sino-British joint declaration—a legally binding treaty, registered with the UN, which continues to be in force. As co-signatory to the joint declaration, the UK will continue to stress to the Chinese Government the need to implement faithfully the one country, two systems arrangement.

It is always a pleasure to follow my hon. Friend the Member for Stafford (Jeremy Lefroy), whose sincerity in serving his constituents and his concern for the poorest across the globe, particularly in Africa, is unparalleled in this place.

I want to speak in support of the wonderful town of Middlewich in my constituency, and to champion its irrefutable claim for Government funding for a bypass—a bypass that has been 20 years in the waiting, and for which planning permission was first granted two decades ago. If traffic was pressured then, one hardly needs to imagine how much more pressured it is now. Travelling through Middlewich—not just at peak time—one can justifiably describe the congestion as chronic. It is the worst in my constituency by far.

Middlewich has an exceptionally strong community spirit and a high level of volunteering among its residents, as demonstrated by a whole host of community events that take place throughout the year. The annual FAB —folk and boat—festival attracts up to 25,000 visitors in a week, almost doubling the town’s population. It is the largest event in the country that celebrates canals and their narrowboats, and the surrounding heritage, music and culture. That is just one of many grassroots events promoted by the Middlewich townspeople. Others include a festival to celebrate the town’s Roman heritage, an annual Oscars ceremony to celebrate local community champions, the Good Neighbours scheme, the classic car and bike show, the national town crier competition, a cider festival, the Scribe literary festival, heritage open days, and the nationally recognised Middlewich Clean Team of more than 200 residents, who are regularly out keeping the town tidy. I consider myself to be a privileged member of that team, and it was heart-warming to see the huge number of residents out recently to make the town of Middlewich “Clean for the Queen”.

Middlewich is an aspirational town, and St Michael’s church—a hub for community activity—is embarking on a £1.2 million regeneration scheme that will open it up for even greater community use. Community leaders across the town have recently concluded a new town branding scheme, and Middlewich High School is fortunate to have a visionary headmaster in Keith Simpson.

However, over recent decades, Middlewich has simply not received the investment that it deserves from wider authorities to enable it to realise its substantial untapped potential. There has been a huge amount of grassroots energy and commitment from local townspeople, and they deserve greater support. There is space for enterprise and development to grow in Middlewich, and it wants and would welcome such growth and development, including housing development. It is essential to have greater investment for Middlewich, and I have campaigned for that since my election in 2010. I am pleased to tell the House that Middlewich’s potential to make a substantial contribution to local and regional growth has now been recognised more widely. I am delighted that not only the townsfolk of Middlewich but Cheshire East Council and the local enterprise partnership now see Middlewich as a key town for development, with the potential for growth. That is important. The Government’s Transport for the North report, “Northern Transport Strategy”, which was produced this month, states:

“It is important to ensure economic benefits are spread across the North to deliver the vision of a Northern Powerhouse…and development opportunities are better connected to contribute to and benefit from”

key towns. If the aspiration of the northern powerhouse is to be realised, it is essential that Middlewich receives greater investment, and that means the Middlewich eastern bypass.

If I may, I would like to unpack just why the bypass is so important. The Middlewich eastern bypass is a major highway scheme. It would support the building of more than 2,000 new homes in and around Middlewich, thereby making a considerable contribution to facilitating the much-needed completion of the Cheshire East local plan. It would be a boost to existing businesses, which employ 4,500 people in Middlewich, and, according to figures from Cheshire East, enable the creation of a further 6,500 new jobs. That is why it is so important for the Government to consider supporting this major highways scheme by allocating funding from the Government’s £475 million local majors funds. Local areas were invited by the Chancellor in his Budget statement last week to make further bids. I am recording a request now, on behalf of Middlewich, for funding from that fund, with the support of Cheshire East Council and the local LEP. The fund is for large local transport schemes, too big for the regular local growth fund. That applies to this bypass: it is a £30 million project. It is now a high priority for our principal authority and for our LEP.

In addition to helping to solve serious congestion issues locally, the bypass would also solve many regional transport problems. Cheshire East Council states that Middlewich is the worst pinch-point on the A54 corridor, which runs from the M6 across to Cheshire west. A bypass would help to relieve the pinch-point, and tackle a number of road safety issues in the town that have been a cause of great local concern for many years. If the bypass scheme involves, as I believe it should, local improvements, that would help to address and improve challenges along Lewin Street, Nantwich Road, the Newton Bank Gyratory and the junction of Leadsmith Street and St Michael’s Way. Those improvements are essential to protect pedestrian safety and to improve pedestrian access to the town centre.

A bypass would provide better routes for heavy goods vehicles and a greatly improved link to the M6 Smart Motorway, which is now under construction. There is no point in making that very considerable investment to relieve congestion if vehicles find themselves stranded and stationary when they move off the M6 and on to the route to Middlewich. The route will also improve access to the HS2 Crewe hub when that opens. I am informed that the work required to develop the hub will involve considerable additional vehicular construction traffic. The construction of the bypass is essential if the region as a whole, not to mention Middlewich as a town, is not to be blighted by the HS2 construction traffic that will continue for very many years.

This week, the Minister for Housing and Planning, my hon. Friend the Member for Great Yarmouth (Brandon Lewis) attended the international property conference in Cannes to launch the northern gateway development zone prospectus. It sets out very ambitious growth proposals for south-east Cheshire and north Staffordshire, arising from the Government’s decision to have a station at Crewe on the new HS2 line. These exciting proposals will deliver significant benefits to the local economy and have the potential to unlock major new growth and investment opportunities. These could deliver more than 100,000 new homes and 120,000 new jobs by 2040 by creating a growth zone at the gateway between the northern powerhouse and the midlands engine—the area is situated directly between the two.

Middlewich is an important focal point within the development area, but although the proposals are exciting and will deliver significant benefits to the economy, I understand from the LEP that the amount of traffic travelling through Middlewich, which already experiences high levels of congestion at peak times, could rise by up to 90%, if the plans are developed. The LEP is concerned, therefore, that its growth proposals will not be achieved unless the issue of congestion is addressed through investment in local infrastructure—and that means the Middlewich eastern bypass and improvements to local roads. I ask Ministers in the Department for Communities and Local Government and the Department for Transport to do some joined-up thinking and improve connectivity, not just for Middlewich but for the region, by funding the bypass.

I very much agree with the hon. Lady on that; we benefit from being a multicultural, multi-ethnic society. The different communities in the United Kingdom bring great strength to it. Those who would seek to divide us should be unreservedly condemned. I pay tribute to her constituents and to those police officers, who often put themselves at risk in dealing with incidents of this kind. There can never be an excuse for the incitement of racial hatred. We have strong laws in this country, and it is of course for the police and the prosecuting authorities to decide when and how to use them, but I am sure she would find universal support in this House for what she says. Racial hatred is something to be abhorred and to be prevented at all cost.

The Government are rightly taking steps to counter the threat of violent extremism and to promote community cohesion, and I am sure everyone in this House supports that. The Leader of the House will, however, be aware of the recent Westminster Hall debate on the registration of out-of-school settings, which highlighted considerable concern about that issue. Does he agree that it is essential that there is widespread consultation on any other proposals in the Government’s counter-extremism agenda before a counter-extremism Bill is brought before this House?

I absolutely accept the point my hon. Friend is making. It is very much the intention of those in the Department for Education who are working on this to listen carefully to representations from hon. Members to try to get this right. We all share a common objective in these matters. What we do not want is inappropriate, unnecessary regulation placed on small groups that do small amounts of work each week to the benefit of local communities.

The Leader of the House will be aware of the Government’s consultation on proposals to regulate all after-school training environments used for six hours or more in any one week, which would cover thousands of faith and non-faith groups, such as scouts, summer camps and church youth groups, and require them to register with the Government and to be available for Ofsted inspections. Given that the consultation, which is already short, falls over the busy Christmas period, and therefore offends the Government’s own published good practice and consultation principles, will he use his influence to seek an extension of the 11 January deadline?

The 2014 publication of the United Nation’s Commission of Inquiry report into human rights violations in North Korea was a defining moment. No longer was the suffering of the North Korean people overshadowed by nuclear weapons, political stalemates or sensationalist media stories. Instead, human rights rightfully took centre stage as the world became fully aware of a theatre of unimaginable horror situated in the northern half of the Korean peninsula. Detailing evidence that shocked even those of us who have sat with countless North Korean refugees and listened to their testimonies, the UN report documented the most egregious abuses of humanity in the modern era: state-sanctioned starvation, the prolific use of torture, endemic sexual violence, the use of political prison camps, and public executions as tools of social control.

I have spoken on this issue a number of times in the House, but new Members are present so I will give just a few examples of the kind of horrific torture and treatment that people in North Korea experience. Lee Hee-ho gave evidence to the Commission of Inquiry—she later became the First Lady of the Republic of Korea, following the experiences that she suffered with her husband. She told of how supporters of democracy were

“Deprived of any clothing and mercilessly pummelled with wooden bats, deprived of sleep, and had water poured into their nostrils while hanging upside down like so much beef hanging from hooks in the slaughter house.”

Another piece of evidence received by the North Korea all-party group described one woman who was arrested for her faith and

“assigned to pull the cart used to remove excrement from the prison latrines…the guards made her lick off excrement that spilled over”.

Children are kept in classes in prison camps, and there is a story of how one child who had picked a few grains of wheat from a field on the way to class was accused of stealing by her teacher. She was murdered by that teacher—beaten to death with a wooden stick that day. A teenager working in the prison camp accidentally dropped a sewing machine. As a punishment he had one finger cut off. I could go on.

I am proud that the UK, EU and European states were instrumental in the establishment of the UN Human Rights Council resolution that mandated that Commission of Inquiry, and for which our all-party group hosted testimonial sessions. A General Assembly resolution, co-written by the EU, acknowledged the Commission’s findings as crimes against humanity, and encouraged the UN Security Council to consider targeted human rights sanctions and to refer the situation to the International Criminal Court—no fewer than 111 countries demanded that, following the publication of the report.

The COI report has placed human rights on to the Security Council’s permanent agenda, ensuring ongoing scrutiny, and it is clear that since its release, Governments and non-governmental organisations have devoted much thought to how the international community should respond. I am pleased that one recommendation of the Commission—the establishment of a field office in Seoul to monitor human rights violations in North Korea—opened on 23 June. We must press for all the other recommendations in the report to be implemented.

The international community must do more. Momentum must be maintained because every day people in North Korea suffer the most indescribable atrocities in prison camps, in what can only be described as today’s holocaust. We must look for tangible means to improve the lot of the ordinary North Korean, at new forms of diplomacy that can transform North Korean society, and to untrodden paths that lead to unfettered engagement with ordinary North Korean citizens.

We must consider whether the decade plus of on-the-ground engagement inside North Korea, pursued by the international community and commonly termed “critical engagement”, has been enough. Is there any evidence that our engagement policies to date have transformed North Korean society for the better, improved human rights, or compelled North Korean decision makers to alter their violent course? In the wake of the horrific contents of the Commission of Inquiries report, the short answer must be no. North Korean officials continue to commit crimes against humanity in spite of our ambassadorial presence in Pyongyang, and in full knowledge of international human rights law. As Justice Michael Kirby noted in the final page of his COI report the North Korean Government

“has for decades pursued policies”—

indeed, for 60 years—

“involving crimes that shock the conscience of humanity raises questions about the inadequacy of the response of the international community.”

Like my colleagues in the all-party group on North Korea, I am a firm advocate of engagement with the North Korean Government and the North Korean people, but engagement is not analogous to appeasement. Engagement with the North Korean people should not be confined to a small, hand-picked group of elites and outer-elites encountered by our engagement projects. There are 24 million North Koreans who have their substantive rights violated on a daily basis. We must reach those North Koreans.

Our engagement with North Korea in the post-COI era should not simply be renewed, it must be revised. Cracks in North Korea’s façade are appearing: a burgeoning unofficial economy; normative changes in society and an elite group of decision makers who operate without checks or balances, all point to opportunities of influence. We should not set out to collapse the DPRK, but embassies and Government should work to affect tangible change and not just pursue engagement for its own sake. The question is what next, after the publication of the COI report? I do not have all the answers, but here are some.

The international community should invest greater time and resources in understanding how North Korea organises its power structures. How is power transferred all the way from Kim Jong-un to a local party secretary who allows the abuse of women and children? Closer working with non-governmental organisations and others to facilitate the exchange of information with North Korea should be supported. In addition, the foreign policies of concerned Governments should work in a more co-ordinated manner to exhibit increased energies to address human rights atrocities suffered by the people of North Korea. This should not be exclusively, or even primarily, occupied with the nuclear threat. Emphasising the importance of human rights should be a thread of steel running through all diplomatic engagement.

China should be pressed to end immediately its practice of the forcible repatriation of North Korean refugees. It should be called on to permit refugees to travel to neighbouring countries, and it should allow international observers to look into the conditions in which North Korean refugees live in China. Any future six-party talks should ensure that pressing for human rights improvements are a prominent element of negotiations. Further accountability measures should be pursued through UN Security Council channels. There should be fact-finding missions. A UN General Assembly resolution could determine the creation of tribunals to try North Koreans, possibly even in absentia, and other alternative justice mechanisms to complement the International Criminal Court process.

The North Korean Government must be challenged when reports reach our ears, such as those recently published by John Hopkins University that anthrax and other biological agents have been tested on disabled people in North Korea. Every effort should be made to ameliorate the desperate plight of the North Korean people themselves. We should pursue ever more creative ways of breaking the information blockade that new technology such as DVDs, mobiles and USBs provide, and urge radio stations, in particular the BBC World Service, to broadcast directly into the Korean peninsula.

Finally, we should support the provision of aid through reliable NGOs, such as UNICEF and the Red Cross. UNICEF is warning of North Korea’s worst drought in 100 years. This is critical in a country that is already utterly malnourished and where the Government are incapable—indeed, often unwilling—to provide even the most basic sustenance to many of their people. During its last drought in the 1990s, millions of people were reduced to eating grass and bark as they starved to death. Let us respond to the call from UNICEF and provide this basic help to the people of North Korea.
