This is the Leader of the Opposition who would have kept this country in lockdown and made it absolutely impossible. He has zero consistency on any issue, but one thing we know is that he would like to take us back into the European Union and take us back into lockdown if he possibly could. Thanks to what this Government have done, we have unemployment back down to the levels it was before the pandemic, the economy bigger than it was and record vacancies. The difference between the Opposition and us is that they want to keep people on benefits and we want to help people into work. That is what we are doing, in record numbers. They want to raise taxes; we want to cut taxes, and that is what we are doing. We are tackling illiteracy; they did not give a damn.

We are getting on with making this country the best place to invest. The last time I updated the House on the number of unicorns in this country—that is, tech companies worth more than $1 billion—I said we had 100. I can inform you now, Mr Speaker, that we have 120. The Opposition do not want to hear it, but let me tell you: that is more than France. It is more than Germany. It is more than Israel. It is more than France, Germany and Israel combined. That is what is happening under this Government. That is what is happening because of the tough decisions we have taken. We take the tough decisions. We deliver; they play politics.

Q4. The UK Government’s work connecting rural areas such as Brecon and Radnorshire to superfast broadband will become a lot harder tomorrow, when the Welsh Government withdraw their matched funding for the scheme, forcing the cost of installation back on to homes and businesses in my constituency. Welsh Labour’s decision means that my constituents will lose out, as local authorities in England continue to fund the scheme. Does my right hon. Friend agree that broadband is critical to the growth of the rural economy, and will he double his Government’s efforts to connect my constituents, despite Welsh Labour’s letting us down yet again?

Yes. We are spending £69 million already to support the roll-out of superfast broadband in Wales. I wish the Welsh Government had not withdrawn their broadband scheme, but we will do our best to make up the difference as fast as possible.

I commend the Prime Minister’s statement. There are significant numbers of UK armed forces personnel in Estonia as part of Operation Cabrit, and I know that everyone in this House is enormously grateful to them for their work. I am reassured that we have already increased our forward presence in Estonia, but will my right hon. Friend confirm that he will continue to give our armed forces all the resource they might need over the coming weeks and months?

Yes, we certainly will. It was very good to talk to Prime Minister Kallas of Estonia the other day about Operation Cabrit and the UK troops at Tapa. She warmly welcomes them and the increase in their numbers, and she says that they are impeccably behaved—they are now, anyway.

The UK Government have supported Wales, and the UK as a whole, throughout the pandemic to the tune of billions and billions of pounds. We supply the vaccines, we supply the testing kits, and furlough will continue to do everything to support the whole of the UK.

On Friday, I will be holding my team meeting in the local pub because under Welsh Government rules we are not allowed to go to our socially distanced office. We cannot do parkrun and we cannot watch outdoor sport on the touchline—but we can cwtch up together in the clubhouse to watch it. May I commend the Prime Minister for his bold decisions, and ask whether he agrees that the inconsistencies in the rules in Wales are not just ludicrous, but are harming the Welsh economy?

I have tried to be consensual across the House—[Interruption.] I have, and I have tried to build on those aspects of our handling of covid—[Interruption.] I was very consensual to the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), and, frankly, I thought he was rather rude.

Let me put it this way. There is much, much more that unites all parts of the UK in our handling of covid than divides us. In comparison with any other European country, we are moving virtually in lockstep. There are some baroque eccentricities in various other parts—in Wales—and I will make no comment on those, but I will repeat what I have said: we will continue to provide support throughout the UK.

I think the people of this entire country should be immensely proud of what the UK is doing abroad, whether it is educating millions of girls, with an increase in support for female education, helping countries around the world to tackle climate change with £11.6 billion of investment, or helping refugees in Yemen, Syria or Ethiopia with £900 million. We are spending £10 billion a year on overseas aid alone, to say nothing of what we are doing with vaccines. The whole country should be immensely proud of what the UK is doing in spite of this pandemic.

Mr Speaker, I am sure you will know the Green Man festival, an incredibly popular international music event which takes place in Crickhowell in my constituency. The festival organisers have gone to great lengths to ensure that the event is covid-secure, but the Welsh Government refuse to give them the green light to go ahead as a test event, unlike similar events in England. So will my right hon. Friend help us by giving the Green Man festival his full support, and encourage the Welsh Government to get behind the festival at long last?

Well, Mr Speaker—the right hon. Gentleman says we had all the time in the world. In fact, as the House will recall, at the end of March last year the pandemic was taking off very fast and we had to act very fast, as I think people up and down the country understand. I thought that his dog made a more sensible contribution just now than he did.

Farmers in Brecon and Radnorshire have worked tirelessly to give us world-class British food throughout the pandemic. In return, the Welsh Labour and Liberal Democrat Government have given them a slap in the face with their nitrate vulnerable zone policy, which will do nothing for water quality and ignores the water companies dumping thousands of tonnes of sewage into our rivers. Does the Prime Minister agree that this demonstrates Welsh Labour’s absolute contempt for rural areas such as mine?

Yes, my hon. Friend is entirely right, because agriculture is of course devolved in Wales. If people want to send a clear signal and they want change in the way farmers are treated in Wales, then I hope they will vote Conservative in the Welsh Assembly elections in just two weeks’ time and vote for a party that actually champions agriculture and believes in it.

I am very grateful to carers—unpaid carers, in particular—for everything they have done to keep this country going throughout the pandemic. I will look at the right hon. Gentleman’s proposal but remind him of the colossal interventions we have already made, worth £200 billion, to support jobs and livelihoods across the whole of the UK. We will continue, as I say, to put our arms around the people of this country.

Brecon and Radnorshire has around 50 miles of the border between Wales and England. My constituents, who are already in lockdown, regularly travel across the border for work, healthcare and education. Can my right hon. Friend confirm that essential travel across the border is not only permitted, but encouraged, and that the Welsh Government should not be using this pandemic to create artificial barriers between Wales and England?

I must say that, in spite of the kind of comment we have just heard, I have been overwhelmingly impressed and fortified by the common sense of the British people, who heard our messages and understood what to do. Let me remind the House of one statistic that shows the power of community spirit in this country at the moment: 87,000 people have been contacted by NHS test and trace, and they have voluntarily agreed to self-isolate to prevent the transmission of the disease. That is a fantastic thing. People understand what to do, they are doing it, and the common sense of the British people is going to get us through this.

Last week I spoke to hospitality and tourist businesses in my constituency. They have worked extremely hard to implement social distancing measures, and they are desperate to get back to work. Will the Prime Minister continue to work closely with the devolved Administration in Wales, and ensure that Wales joins up with the rest of the United Kingdom? In particular, will he encourage the Welsh Government to scrap the 5 mile rule?

Next week should have seen the beginning of the Hay-on-Wye literary festival, but, as we are currently closed to visitors, Hay has shown true Welsh innovation by moving its festival online this year. Will the Prime Minister join me in thanking those tourist businesses that have acted in the national interest to protect public health and remind our visitors that, once the Welsh Government publish their exit plan, Brecon and Radnorshire will be able to welcome them back again very soon?

I am sorry that the wonderful festival at Hay-on-Wye has had to be postponed this year. I thank my hon. Friend for what she is doing to promote it, and I congratulate the organisers on their typical Welsh ingenuity in making the festival online, turning it into Hay-on-Wifi.

We will of course be issuing our guidance on covid-secure workplaces, as I have said several times already. We are also working with Transport for London, a body that the hon. Gentleman and I know well, to ensure that people on TfL are kept safe and that we have social distancing on the tube. Of course, people will instinctively say, “That’s going to be very, very difficult.” Yes, it is going to be very difficult. It will mean very substantial reductions in capacity, but we must do it to make it work—to make sure that the hon. Gentleman’s constituents can get safely to work.

I am grateful that the Prime Minister is working closely with the Welsh Government to design a four-nations approach to ending the coronavirus lockdown. This is so important for my constituents in Brecon and Radnorshire, who share a border with England. Does he agree that, while the R number continues to vary across the country, restrictions in Wales remain the same, and the changes he announced last night are not a green light for tourism or for people to travel to their second homes in Wales?

Absolutely, and I am grateful. This is why it is so important that we should try to get as much clarity as possible. I hope that the House does understand that when you are making changes of this complexity, the messaging is crucial, but it is also difficult, and my hon. Friend is completely right. We do not want to see people—let me repeat: we do not want to see people —travelling to another home for a holiday or to a second home. That is not what this is about; this is about allowing people the pleasure and the exercise of going to places—parks, national parks, places of outstanding beauty—and taking advantage of the open air.

The hon. Gentleman raises an important point. He will have seen what the Governor of the Bank of England has done today to the cost of borrowing overall. My right hon. Friend the Chancellor will be meeting the banks continually to ensure that they look after the interests of all our people.

Rural areas such as my constituency are at the bottom of the pile when it comes to broadband connectivity and mobile phone signal. Will my right hon. Friend confirm that this Government’s £1 billion deal with mobile phone providers will boost 4G right across the country, and especially in mid-Wales?
