Commons ChamberAs the Chancellor pointed out, we have already put an additional £1.3 billion into schools’ budgets, which means that they are rising in real terms, and it is entirely proper for Education Ministers to appear in front of the Select Committee to discuss those issues.
I can confirm that. I will talk later about the Tesla, which is a great example of the leading-edge technology that makes Lotus very interesting to a wide variety of potential financiers.
In common with many businesses since the beginning of the worldwide financial crunch, things have been more difficult, but many observers believe that Lotus continues to have a bright future and tremendous potential, particularly given the company’s expertise in areas such as those that my hon. Friend the Member for Great Yarmouth (Brandon Lewis) mentioned, including electric and hybrid vehicles. These skills make Lotus a very sought-after partner for car companies across the world.
Does my hon. Friend agree that engineering skills are vital for Norfolk and that the creation of the proposed maths and science free school for 16 to 18-year-olds will be important to the development of those skills and to Lotus and other engineering companies across the county?
I agree that the so-called STEM subjects—science, technology, engineering and maths—are vital to firms such as Lotus, and I am keen to see those developed through the proposal for a school specialising in them.
It is important to note that although Lotus’s contribution to the history of technology and innovation is already imperishable, it has not stopped. In this Olympic year, it is worth pointing out that Chris Boardman won the 4,000 metre pursuit gold medal at the Barcelona Olympics riding a revolutionary lightweight and aerodynamic carbon composite monocoque bicycle developed by Lotus. He also rode the Lotus “superbike” to smash the world 5,000 metre pursuit record by more than 8 seconds.
Tesla Motors, which my hon. Friend the Member for Great Yarmouth mentioned, is a business based in California whose investors included, among others, the owners of Google. It asked Lotus to develop a fully electric car, and the Tesla roadster was built in Norfolk and then exported to California with extraordinary success.

Is it not a shame that we import 50% of all pig products? Given that the Chancellor has just given a Budget for growth, would it not be a good idea to try to become a net exporter of pork products, particularly from Norfolk, which is where my constituency, as well as that of my hon. Friend, lies? There does not seem to be a level playing field on welfare internationally to enable us to increase our exports and decrease our imports.
My hon. Friend is absolutely right—there is not a level playing field. BPEX has done a lot of work on the issue and estimates that 70% of the pork imported to this country is produced under animal welfare standards that would be illegal here. In other words, 30% of what comes in meets our standards, and 70% does not.
Price promotions in supermarkets are a particular problem. Tesco ran a price promotion in January in what are called the gondola ends—the ends of the aisles—and it was very successful because of its high visibility. Such promotions can increase sales by up to 200%. If a supermarket has an uplift of 200%, not only will it want to keep the promotion going for longer, but it will need more product. I fear that, at such times, even if supermarkets such as Tesco are adhering, or say that they are adhering, to the standards for their imports, suppliers will be under pressure and will get the product from wherever they can, and the standards will not always be adhered to.
People may be familiar with the concept of stalls and tethers, which are banned in this country. Tesco wrote to me this morning pointing out that they will be banned in the European Union, but they will not—an allowance will still be made for the use of stalls and tethers, although the period will be restricted. Even so, that will not be introduced until 2013, which means that if one visits a British farm and sees a stall and tether, one will know that it is illegal, whereas if one visits a farm in other parts of the EU, one will still be able to see stalls and tethers and will then have to audit whether they are used for more than four weeks. I really do not know how that can be successfully audited. There are still big issues to resolve.
I have no doubt that the behaviour of some supermarkets has helped to suck in imports, which has had the effect of keeping the lion’s share of the profits at the customer-facing end of the supply chain, and of ramming the rising production costs on to pig farmers.

The 2 Squadron recently returned to a heroes welcome in Swaffham, and I know how important it is for the local community and for those people who are based at RAF Marham that this decision be taken properly and rationally. We cannot play politics with people’s jobs and with our nation’s defences.
Among the key features of RAF Marham are the engineering and maintenance facilities based there. There is a high level of expertise, on the industry side and on the military side, which has taken years to develop. Indeed, there were previously eight separate locations for the maintenance and engineering facilities, but they have been consolidated at RAF Marham. I understand that those facilities are one third more efficient than their US counterparts in manpower terms. Over the years, they have saved billions of pounds for the Exchequer. To move those facilities elsewhere would cost at least £50 million, simply because of the levels of hardware and personnel involved.
My hon. Friend visited RAF Marham with me earlier this year. Will she reflect on what we were told by BAE Systems and Rolls-Royce engineers about the specialist layout for depth maintenance at Marham, which cannot be replicated elsewhere because of the size of the facilities?
I entirely agree with my hon. Friend about the detrimental effect of the closures that we have already seen in Norfolk and East Anglia. I should like the Minister to consider the future of RAF Marham when the Tornado is retired. My understanding of the 2005 report on the joint strike fighter is that RAF Marham was considered a suitable option for the JSF. As the equipment is modified and—I am given to understand—the noise levels would be lower, it might be a potential future location, so we could continue building on our excellent engineering and maintenance facilities.
On my hon. Friend’s point about the JSF, because Marham has an extra-long runway it could be used by a wide variety of aircraft, not just the JSF. Also, when we were there, we saw an enormous amount of expensive work, paid for with taxpayers’ money, being done to refurbish the runway.
That is right, and my hon. Friend makes a very good point about the amount of taxpayers’ money that has already been invested. I agree that that would be wasted if we were to give up on even an alternative Ministry of Defence use for Marham, which is so specialist in the RAF. That is an extremely important point.
We have had a long discussion about the economic and military value of RAF Marham, and I thank my colleagues for their interventions, but I also want to talk about its economic value locally and the key factors for west Norfolk, about which I know my hon. Friend the Member for North West Norfolk (Mr Bellingham), who is present today, is also well aware.
