We are committed to bringing forward legislation to deal with this very real issue that is upsetting the balance of the Belfast/Good Friday agreement. That is why I am making this statement and why we are clear that we need to act.

Does my right hon. Friend agree that the priority that she has given to the Belfast agreement is correct, and that the reasonable evolution of the protocol that she is proposing would not make the EU worse off, but would be better than its other border arrangements—for example, its trade arrangements on its eastern flank, with Belorussia?

My hon. Friend makes an important point. Our proposals would secure the single market and allow data sharing, which we are already doing on commercial data, on goods crossing the Irish sea. They also include strong enforcement provisions that compare very favourably with other customs arrangements around the world.

It is very interesting that half a billion pounds in extra economic value does not mean anything to the hon. Member.

I welcome my right hon. Friend’s statement and the prospects for more engagement with the dynamic US economy. The Conservatives are the party of free trade. Whenever protectionism has been touted, such as in the elections of 1906 and 1923, it has not ended well for us. Does my right hon. Friend agree that there is big scope for more marketing support for our high-quality produce, such as Somerset cheddar and brie, and that fear of imports does not take account of the ability to deal in zero-tariff quota opening, rather than complete tariff reduction up to any amount?

My hon. Friend has outlined a number of options; I will be interested to hear more as we go through the negotiations. He is right that we have great products that are currently facing tariffs of up to 18%, and that we could eliminate those and see more exports into the US market. We will be looking at our export strategy—the exports Minister, my hon. Friend the Member for Beverley and Holderness (Graham Stuart), is with me on the Front Bench—and ensuring that we turbocharge our exports as we go into this important year of being an independent trading nation.

My right hon. Friend the Communities Secretary will be laying out more details of the scheme later this week, but the Bellwin scheme operates under well-established terms.

On behalf of the people of Somerset, who know what flooding is like, may I extend my condolences and sympathies to all those affected in the north-west and say how pleased I am to hear that expertise from Somerset is being used up there?

In Somerset, local authorities and national Government have come together with residents to fund the Somerset Rivers Authority to ensure adequate and ongoing funding and oversight for flood defences. Does my right hon. Friend agree that this is very welcome and that its decision to dredge this year is correct, despite the opposition of South Somerset’s local Liberal Democrats?

It is fantastic that volunteers from Somerset are helping out in Cumbria, and I am delighted we have been able to establish the Somerset Rivers Authority to give local people control over local decisions such as on dredging. It is absolutely right that people who know the ground and understand the area are making those crucial decisions.
