I agree with the hon. Lady that we have some brilliant charities and brilliant people who are really transforming lives. I want to make that happen on a wider scale and I will certainly look into the point that she has raised.

I warmly welcome my right hon. Friend’s statement and the continuation of a progressive agenda to ensure that prisons are places that not only keep offenders secure but rehabilitate them. Does she agree that it will be important to ensure that staff are empowered and held accountable for that objective of reducing reoffending, as well as for that of keeping people safe?

My right hon. Friend is absolutely right. We need to ensure that prisons are not only places of safety but places of reform. We are wasting a huge amount of talent at the moment, and we are also presiding over problems in society, with a £15 billion bill for the crimes that ex-offenders go on to commit. We have a progressive agenda, and it is also important to prevent there being more victims of crime.

We are certainly looking at the issue that the hon. Gentleman identifies. We are determined to fulfil our environmental obligations, and we will be bringing the whole of the UK into compliance.

5. What steps her Department is taking to promote wine production in England.

English sparkling wine is a growing industry worth almost £100 million. I note that two sparkling wines—including Nyetimber, which is produced in my right hon. Friend’s constituency—recently beat champagne in a wine critics’ blind tasting competition. We are promoting the industry through the Great British Food campaign.

There has been a remarkable increase in wine production in my constituency in West Sussex, and I believe that I now have more wine producers than any other constituency. Is this not the time for a co-ordinated strategy to promote these excellent wines, which beat others from around the world in wine tastings? Will my right hon. Friend also ensure that English sparkling wine is served at Government events, and that prosecco, cava, champagne and other inferior brands are consigned to the cellars?

I thank my right hon. Friend for his sparkling point. I will be holding a round-table in the new year with representatives of the sparkling wine industry to talk about how we can encourage the industry to grow. I recently held an event in Shanghai, China, with English sparkling wine producers, and I am encouraging all my colleagues right across Government to use English sparkling wine as their drink of choice.

Given the costs of delay when court papers do not turn up on time, what are the Government doing to expand the use of e-mail to deliver court judgments and papers?

I am happy to tell my hon. Friend that the Government think that it is time the criminal justice system caught up with the rest of the world. Our plan is that information documents will be sent by secure e-mail between all agencies in the system by April next year, so that we can eliminate that wasteful paperwork and drive efficiency in the system.

I welcome the hon. Lady to her new role. We want to embed women’s community projects into mainstream service provision and provide support for women at each stage of the criminal justice process, so we are devolving both budgets and contracts to directors of offender management. They are working with the probation service, which will have the lead role in sustaining successful projects. We want those projects to succeed.

5. What restorative justice pilot schemes his Department has or has recently completed in England.

I am providing good value for the taxpayer this afternoon. [Interruption.] Buy one answer, get one free.

Pre-sentence restorative justice for adults was trialled as part of a Home Office crime reduction programme that ran between 2001 and 2004. A youth restorative disposal has also been piloted, allowing police officers to resolve minor first-time offences by young people using restorative techniques. We are currently ensuring that the pilot is independently evaluated.

The community payback scheme in Downham Market was initiated by volunteers and has proved very effective in both showing justice being done locally and delivering key community projects such as improvements to paths and car parks. What plans does the Minister have to give local communities the power to make it easier to deliver similar schemes?

I am aware of the Downham Market scheme. If sentencers and the public are to have confidence in community payback, we need to make it tougher. We need to ensure that the work done is meaningful and challenging, and that there is rigorous enforcement of community payback orders. We are also keen on ensuring that as much as possible is done, like in Downham Market, to encourage members of the community to nominate projects and therefore take an interest in them.

16. What plans she has to tackle serious and organised crime; and if she will make a statement.

Tackling serious organised crime requires effective co-operation and co-ordination across law enforcement. We will work with police forces to strengthen arrangements to deal with serious crime and other cross-boundary policing challenges.

I am pleased that Norfolk constabulary is collaborating with other police forces in the region to work against the scourge of serious and organised crime. However, I understand that, on a national level, that collaboration is not yet as strong as it is in counter-terrorism. What plans do we have to put serious and organised crime fighting on a similar footing?

[Nick Herbert]

I know of the close interest that my hon. Friend takes in these matters, having been the author of a publication that proposed better arrangements to deal with serious crime. We will not pursue the Labour party’s policy of compulsory mergers of police forces. We believe that it is necessary for police forces to collaborate better to deal with organised crime, just as better collaboration has been achieved in counter-terrorism activity, and that is the policy that we shall pursue.
